Contexte du poste
La Croix-Rouge fran aise (CRF) intervient avec la Croix-Rouge camerounaise (CRC) dans l Extr me-Nord du Cameroun depuis 2012. L intervention s est concentr e dans les premi res ann es sur le soutien au minist re de la sant dans la prise en charge des cas de malnutrition aigu s v re. Depuis la crise dans le Nord-Est du Nigeria, et les cons quences s curitaires qu elle a eu sur le territoire camerounais la situation sanitaire et nutritionnelle de la population est devenue plus pr occupante. Apr s tre intervenu dans les domaines de la nutrition, la s curit alimentaire et l acc s la sant ainsi qu une meilleure qualit des soins pour les enfants de moins de 5 ans et les femmes enceintes et allaitantes, la CRF m ne actuellement 2 programmes :
- Un projet de renforcement des capacit s des comit s d partementaux et locaux de la Croix Rouge camerounaise, le personnel de sant et la communaut
- Un projet multisectoriel (Sant /S curit alimentaire/Eau et Assainissement/bonne gouvernance, mis en uvre en consortium avec 4 autres ONG Internationales.
Le Poste
Sous la responsabilit du chef de d l gation, le/la chef.fe de sous-d l gation est charg .e de :
- repr senter la CRF aupr s des autorit s, des b n ficiaires, des partenaires impliqu s
- garantir la coordination des programmes, ainsi que le partage d informations avec les autres acteurs humanitaires et partenaires de terrain, sp cifiquement avec les membres du mouvement CR/CR
- assurer la bonne coordination entre les diff rents services de la sous-d l gation de Maroua assurer une bonne communication avec la d l gation CRF Yaound
- assurer la s curit des quipes sur la sous-d l gation de Maroua contribuer au d veloppement des programmes

Travaille sous la responsabilit directe du chef de d l gation CRF Yaound . Il/elle est responsable de l ensemble de l quipe expatri e en nationale de Maroua.

La Croix-Rouge fran aise au Cameroun:
La Croix-Rouge fran aise, pr sente au Cameroun depuis 2010 au c t de la Croix-Rouge Camerounaise, intervient sur les programmes de sant , la nutrition, et la s curit alimentaire et moyens d existence.
Actuellement la Croix-Rouge fran aise se d compose en 3 sous-d l gations. Une l Est du Cameroun avec la mise en uvre de 2 programmes dans le domaine de la s curit alimentaire en faveur des r fugi s centrafricains et m nages vuln rables h tes.
Les 2 autres sous-d l gations/base sont situ es dans la r gion Extr me Nord Maroua et Kousseri. La pr sence des d plac s et le contexte s curitaire tr s instable aggrave la situation d j pr caire dans la zone.
La sous-d l gation de Maroua m ne 2 programmes : un projet de mobilisation communautaire qui consiste renforcer les capacit s de la CRC et des acteurs locaux, intervenant divers degr s dans les districts sanitaires de Gazawa, Hina et Roua et un programme multisectoriel (sant , s curit alimentaire, eau et assainissement et gouvernance local) men au sein d un consortium o la CRF est leader th matique sur la sant pour l ensemble des membres du consortium.
Le Poste
Fonction
Sous la responsabilit du Chef de sous-d l gation, le/la chef.fe de projet sant /nutrition et point focal sant /nutrition est en charge de :
- Coordonner et de garantir la planification et le bon d roulement du volet sant /nutrition des projets de la Croix-Rouge fran aise dans la zone de Maroua, tout en s assurant du respect des proc dures sp cifiques aux bailleurs et la Croix-Rouge fran aise ; et en mettant en place les outils de suivi et de contr le ad quats.
- Au sein du consortium du programme, il/elle est galement le point focal sectoriel sant -nutrition, r f rent technique op rationnel, responsable de l harmonisation des activit s et de l animation sectorielle sant /nutrition dudit consortium, en lien avec les organes tatiques au niveau local et r gional.
Plus sp cifiquement il/elle est charg .e de :
- Assurer une coordination sectorielle efficiente des activit s sant /nutrition en impliquant tous les acteurs de mise en uvre de ce volet au niveau du consortium
- Soutenir la qualit technique des activit s du volet sant /nutrition au niveau du consortium
- Suivre la planification et la mise en uvre des activit s sant /nutrition au niveau du consortium
- Assurer la planification, la mise en uvre et le suivi du volet sant -nutrition des projets mis en uvre par la sous-d l gation de la CRC/CRF de Maroua
- Assurer le management des quipes du programme sant -nutrition de la sous-d l gation de la CRC/CRF de Maroua et contribuer au renforcement de capacit de la CRC
- Contribuer au reporting et la capitalisation des projets mis en uvre par la CRF/CRN
- Contribuer la Coordination externe, au reporting et la capitalisation des projets mis en uvre par la CRF/CRN
Le profil du candidat
Profil recherch :
M decin avec une exp rience en sant publique et/ou nutrition et approche communautaire dans les pays en voie de d veloppement.
Connaissances sp cifiques :
- La connaissance du Mouvement Croix-Rouge / Croissant-Rouge au travers d une exp rience pr alable est un r el avantage.
- Parfaite ma trise de la langue fran aise ; la connaissance du Fulfulde est un atout.
Comp tences et exp riences indispensables :
- Avoir une exp rience professionnelle d au moins 3 ans dans le cadre de la mise en uvre de projet de sant et nutrition et dans le renforcement du syst me de sant , int grant l accompagnement et la formation des ressources humaines.
- Avoir une exp rience dans la collaboration avec les acteurs nationaux de la sant (directions r gionales, districts sanitaires) dans un pays en d veloppement.

Pr sentation de l ONG :
INSO est une ONG qui soutient l acc s humanitaire pour les ONGs en fournissant des analyses fiables et objectives, en temps r el, sur les conditions locales pertinent a l acc s humanitaire. INSO permet d am liorer le partage de l information et la coordination entre les ONGs pour l int r t collectif tout en pr servant la neutralit de l aide humanitaire. INSO travaille particuli rement sur les probl matiques d acc s humanitaire, de bonnes pratiques de veille d information. INSO fournit des alertes et des recommandations, des analyses, des donn es contextuelles pr cises, statistiques, cartographiques. INSO organise galement des r unions et des formations. L ONG INSO est pr sente au Cameroun depuis Novembre 2018, et sur le Bassin du Lac Tchad depuis 2016.
Principales Taches :
Participer la collecte d informations contextuelles relatives l acc s humanitaire avec un focus sur les incidents qui affectent directement les ONG ou qui peuvent avoir un impact sur le travail des ONG
Participer la r daction des rapports bimensuels selon les standards INSO,
R pondre aux requ tes des ONG et fournir des informations pertinentes et fiables aux ONG, ainsi que d apporter une analyse contextuelle en utilisant sa connaissance du terrain et son exp rience,
Proposer et participer des missions d valuation dans les zones sous sa couverture,
- Fournir aux ONGs, des informations cr dibles et des analyses contextuelles locales ou r gionales
Pr parer des rapports statistiques et analytiques lorsque n cessaire,
S assurer que les informations fournies par les ONGs ou d autres acteurs, restent confidentielles,
Participer activement dans l am lioration des services fournis par INSO.
Taches sp cifiques:**
S'assurer que les services fournis sont conformes au menu de services INSO et r pondent aux standards op rationnels,
Forme et encadre le personnel INSO sous sa supervision,
D veloppe et maintien des relations r guli res avec les diff rentes sources d information.

Utiliser sa connaissance du terrain et son exp rience, pour appuyer le Safety Advisor dans l impl mentation des services INSO,
Prendre l int rim du Safety Advisor, lorsque celui-ci est absent,
Fournir des informations pertinentes et fiables aux ONGs, et tre capable d apporter une analyse contextuelle,

Qualifications:
Excellente capacit crite et orale de la langue fran aise et de l anglais
Connaissance approfondie de Windows et du Pack Office
Minimum 4 ans d'exp rience professionnelle de pr f rence en ONG dans le domaine de la s curit ou de la gestion de projets: analyste de l acc s humanitaire, coordinateur projet, chef de base etc.

Le Cameroun a ratifi e 11 janvier 1993 la Convention relative aux Droits de l'Enfant et le 05 septembre 1997 la Charte Africaine des Droits et du Bien- tre de l'Enfant, qui constituent les principaux instruments juridiques (international et r gional) de promotion et de protection des droits de l'enfant. Toutefois, en d pit de l'existence de ces textes, certaines pratiques traditionnelles n fastes persistent, l'instar du mariage d'enfants, d fini comme l'union l gale ou non avec une personne g e de moins de 18 ans.
Le mariage des enfants reste un s rieux probl me au Cameroun. Selon la MICS 2014, une fille sur dix est mari e avant l' ge de 15 ans (11%) et une sur trois avant 18 ans (36%). En outre, l'absence d'harmonisation des textes nationaux avec les instruments juridiques susvis s contribue au maintien de cette pratique au d triment des filles. En effet, conform ment l'article 52 de l'Ordonnance du 29 juin 1981 portant organisation de l' tat civil et diverses dispositions relatives l' tat des personnes physiques, l' ge l gal de mariage est de 18 ans chez les gar ons et de 15 ans chez les filles. Bien que le Code P nal adopt le 12 juillet 2016 ait r gl la question en r primant le mariage des enfants dans son article 356 cette disposition devrait tre harmonis e avec celle du Code Civil applicable au Cameroun, afin d' liminer les disparit s existantes, contraires la CDE.
La pratique des mariages d'enfants constitue l'une des formes les plus r currentes de violences et discriminations faites aux filles, et d'abus envers les enfants. Elle emp che les enfants, en particulier les filles, de jouir de certains de leurs droits fondamentaux comme le droit l' ducation.
Selon une tude de r f rence de 2015 sur les mariages pr coces et forc s au Cameroun, les causes de ces pratiques sont multiples. Il s'agit, entre autres,des normes sociales concernant le statut de la femme; de la perception des r les et des relations de genre; du concept d'enfance; de l'acc s qualitatif et quantitatif insuffisant aux services sociaux de base, en particulier, des services d' ducation qui n'offrent pas toujours un environnement protecteur pour les filles ; de la pauvret ; de la l gislation non conforme aux normes internationales.
Les cons quences des mariages d'enfants sont tout aussi vari es : taux de mortalit maternelle lev parmi les adolescentes (28%), faible niveau d' ducation, d perditions scolaires, pauvret , augmentation du cycle interg n rationnel de la violence, etc.
Les actions men es par le Gouvernement contribuent l'atteinte des objectifs fix s. Cependant, beaucoup de d fis sont encore relever. Pour ce faire, il importe de d velopper des strat gies novatrices et efficaces, mettre en oeuvre des actions plus concr tes et assurer la mobilisation des fonds n cessaires, afin d'apporter des r ponses plus appropri es aux probl mes auxquels les enfants sont confront s.
Par cons quent, une approche multisectorielle est n cessaire pour acc l rer les actions visant l'abandon du mariage d'enfants, cette probl matique tant par ailleurs une priorit au niveau international. C'est dans cette logique que l'Union Africaine a lanc en mai 2014, une campagne pour mettre fin au mariage des enfants. En janvier 2016, l'UNICEF a apport son appui au Gouvernement pour la mise en place d'une plateforme nationale de coordination pour l'abandon des mariages d'enfants. Dans le m me ordre d'id es, le Gouvernement du Cameroun a lanc en novembre 2016, une campagne y relative au niveau national. Des actions de sensibilisation ont t galement men es en direction des parlementaires et de certains acteurs communautaires, l'effet de susciter leur engagement dans ce sens. Par ailleurs, une tude sur les normes sociales la base des pratiques socioculturelles/traditionnelles n fastes envers les filles au Cameroun, commandit e par le MINPROFF et financ e par l'UNICEF a t r alis e en 2018 par une quipe de consultants de l'Universit de San Diego et de Yaounde 1 , avec comme focus prioritaire la probl matique du mariage d'enfants. Les r sultats de cette tude, pr sent s dans le cadre d'un atelier tenu le 26 f vrier 2018, ont permis de g n rer des vidences et de disposer d' l ments d'informations susceptibles de favoriser le d veloppement d'une strat gie de communication en direction de cibles sp cifiques, pour contribuer aux changements souhait s d'abandon du mariage des enfants.
En vue d'acc l rer les actions visant mettre fin au mariage des enfants, le Cameroun, travers son Minist re de la Promotion de la Femme et de la Famille (MINPROFF), envisage d' laborer un plan d'action national multisectoriel budg tis . A cet effet, cette intervention constitue l'une des priorit s du Programme de Coop ration entre le Gouvernement du Cameroun et l'UNICEF pour la p riode 2018-2020. Sa mise en oeuvre contribuera l'atteinte du produit ci-apr s: D'ici 2020, le gouvernement et les principales parties prenantes du niveau central et d concentr ont une capacit renforc e pour coordonner, planifier et suivre les interventions dans un environnement l gal prot geant les droits des enfants .

IRC has been present in Cameroon since January 2016 when the organization launched an assessment in response to increasing concerns for people affected by violence linked to Boko Haram. In March 2016, IRC opened a field office in Mora in the Far North, delivering lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities. Soon after the IRC launched unconditional cash programming to enable poor families to meet basic needs and improve food security, further expanding programming into GBV prevention, service provision and case management. With funds from USAID, ECHO, SIDA, SV and Irish Aid, the IRC has an ambitious expansion plan to rapidly meet the needs of a growing number of increasingly vulnerable displaced and host families.
JOB OVERVIEW:The Environmental Health (EH) Coordinator will provide regular technical support, overall program guidance and monitoring visits to EH team activities to ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of the country program's clients in target communities. Other key objectives of the role include building the capacity of national staff and partners involved in the implementation, design, development, and management of EH projects of IRC Cameroon through ongoing contextual analysis. In line with IRC's emphasis on integrated programming, the EH Coordinator will work with coordinators from other sectors to actively pursue integrated programming opportunities and ensure timely, effective, and efficient implementation of the program as well as high quality of all components of the sector. The EH Coordinator reports to the Deputy Director of Programs with a dotted line relationship to the Buea Field Coordinator.
RESPONSIBILITIES:
Program Quality
- Ensure that all EH interventions within the Cameroon Country Program are in accordance with the Country Program strategy and other IRC specific frameworks, and meet or exceed international standards
- Ensure that new programming follows the IRC Cameroon program design guidelines; is informed by input from the clients and includes field staff participation
- In coordination with the grants department, actively seek new funding for continued EH programming in the region, as per the EH sector strategy developed. Lead EH program staff in the development of new projects including budgets
- As applicable, supervise emergency responses including designing and conducting assessments, analyzing data in a timely fashion and producing reports and implementing and coordinating the EH response
- Conduct and/or support trainings for the EH sector to ensure quality and appropriateness
- Take the lead in designing tools and conducting baselines and project evaluations. Ensure that M&E plans are developed and monitored for all EH program activities.

Staff Supervision & Development

Program Development
- Lead the development of the strategy for the EH program

APER U DU POSTE: Le coordonnateur Sant Environnementale (SE) fournira un appui technique r gulier, une orientation g n rale sur le programme et des visites de suivi des activit s de l' quipe SE afin de garantir que les interventions sont techniquement valables, tiennent compte des meilleures pratiques internationales et r pondent correctement aux besoins des clients du programme pays dans les communaut s cibles.
