Under the direct supervision of the Account Manager Libya and the overall supervision of the Group Country Manager, the Administration Coordinator will assist the Account Manager Libya in delivering the best quality services to our clients, whilst ensuring that our Tripoli office administration is in line with our Standard Operating Procedures (SOPs).
Specific responsibilities will include but not be limited to:
Staff mobilisation: assist in the recruitment of qualified local national staff on behalf of client through launching vacancy announcements, collect and pre-select CVs, assist in the short-listing of CVs, coordinate interviews, coordinate offer letters and contracts as advised by the Account Manager Libya.
On the instruction of the Account Manager - Libya provide assistance with local national candidate mobilization.
Assist in sourcing accommodation locations and quotes in our areas of operation in Libya.
Logistics Assist the Account Manager - Libya in sourcing quotes for all commercial flights.
Personnel account management: organise and regularly update electronic personnel files, maintain Local national staff records, and provide such up-to-date documentation to CTG and client Programme staff as required.
Communication: coordinate and act as Libya Local National focal point for issues related to human resources management, including recruitment, leave requests and other issues related to Libya based clients.
Team work: facilitate communication and information or experience sharing with Account Manager Libya and client colleagues; contribute to a friendly and productive work environment within CTG and clients.
In the absence of the Account Manager - Libya, ensure that deadlines are met
Timely collection of time sheets, preparation of payroll, pay slips, etc., as requested.
Collection of all Libyan Local National staff consultants timesheets and DSA and/or Living Allowance expense claim forms and ensuring they are countersigned by the client
Participate in preparation of payrolls, if requested
Prepare and distribute pay slips, if requested.
Act as security focal point and closely liaise with appointed security company(ies) to ensure that adequate and robust security measures are put in place, as requested.
Carry out administrative and office duties, i.e. ensure that the office and compound are well maintained, cooks/cleaner report on duty and perform his/her duties diligently.
Undertake other reasonable duties as requested by the Account Manager.
The successful candidate will be able to work results-driven and without direct supervision.
Bachelor's degree in Business, Economics, International Relations, Human Resources Management or another related field to Business Management ideally with a focus on HR.
Minimum of 3 years of demonstrable relevant Human Resources experience.
Minimum of 5 years of experience in Africa with local experience in Tunis is an advantage.
Fluency in English and Arabic are essential.
At least 3 years progressively responsible experience in human resources and or the administration of client relations management, ideally in a post-conflict environment or a First University degree combined with extensive such experience.
Familiarity with HR administration procedures and support systems necessary.
Experience working for the UN and/or Humanitarian Aid Agency previously is preferable. A solid knowledge of UN regulations and procedures in project acceptance, contracting, and recruitment of project personnel is highly desirable.
Experience in recruitment for humanitarian, development, governance and reconstruction requirements with international development agencies or commercial firms an advantage.

Position context and key challenges
Our team in Tunisia manages our operations based in Libya.
ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, and building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing of support to the nascent Libyan civil society. In January ACTED began a two-year programme, funded by the European Union, focusing on support to civil society organisations in Libya.
Key roles and responsibilities
Ensuring the Production of Timely, Accurate and Analytical Reports for Donors
Understand and disseminate Donors guidelines ;
Liaise regularly with Area Coordinators, Programme Managers and technical staff to ensure the production of quality reports across areas and across Donors;
Work in close relation with AME Department to develop and incorporate more solid monitoring and evaluation components in reports;
Work in close relation with Finance Department to ensure greater coherence between financial and narrative reports, and ensure steady cash inflow based on the timeliness and quality of report submissions.
Work in close relation and communicate on a regular basis with HQ reporting department, notably on the basis of the monthly Reporting follow up
Developing Internal Coordination and Communication mechanisms
In relation with the project development manager and Country Director, ensure that all meetings are held and documented (capital coordination meetings, area coordination meetings, monthly coordination meetings, quarterly country coordination meetings);
Ensure in particular that reporting guidelines, formats, philosophy, deadlines for each project and donor is communicated clearly and standardized across the country for new and on-going projects;
Follow-up meetings at the field level and in the capital, between the bases and between the country programme and HQ/other ACTED operations through the ACTED Newsletter;
Draft agenda and minutes of country-wide meetings, with the assistance of the Reporting staff.
Developing an External Donor Relations Strategy
Update on a weekly and monthly basis the external relations database, which documents latest negotiations and proposal possibilities with a number of key donors;
Manage a team of Area Coordinators, Programme Managers and technical staff to ensure that proposals are developed in a cohesive and professional manner and in line with ACTED country strategy and donor requirements;
Act as point of contact for all Donor communication, including the organisation of and hosting of Donor visits in the field for projects s/he is in charge of
Developing an External Communication Strategy
Define the main target groups, activities, resources and partnerships needed;
Ensure continuum of PR activities, including formal presentations, engaging media for coverage on success stories, updating project-specific and regional fact sheets, and documenting publications featuring ACTED in the media ;
Identifying sources of funding for a more cohesive public information strategy in-country.

Required qualifications and technical competencies
Master Level education in a relevant field such as International Relations or Development

2-5 years previous work experience in a relevant position

Tunisia: Finance & Administration Manager for Libya Consortium (National Contract)

We are looking for a highly qualified professional to serve as a Finance and Administration Manager for the Management Unit of a Consortium consisting of four International NGO, including IMC UK, Cesvi, Save the Children Italy and DRC as consortium lead.
Who are we?
Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
The consortium was recently awarded funding for a programme that aims to strengthen protection and resilience of displaced populations in Libya, including refugees, asylum seekers, migrants, and internally displaced people (IDPs). The programme seeks to enhance access to basic services and develop the capacity of local authorities to manage displacement and migration flows in a protection sensitive manner.
About the job
The successful candidate will be responsible for the day-to-day management of the Consortium management Unit s (CMU) financial operations (80%) and administrative needs (20%). This includes financial capacity building of consortium members staff; internal programme audit and ensuring overall financial compliance; monthly financial analysis; and production of consolidated financial reports on behalf of consortium. It is anticipated that Implementation will start at the beginning of November 2016.
Duties and Responsibilities
- Manage the preparation and analysis of financial/donor reports
- Manage contract information and project budget
- Quality review of all consortium financial transactions
- Ensure consortium partner compliance with donor regulations and local laws
- Manage CMU expenditure in compliance with DRC procurement and finance procedures
- Manage the allocation and recording of income from donor
- Manage internal and external audits of Consortium project
- Manage CMU administration
- Organize and schedule events
To be successful in this role you must have a University degree in Finance, Accounting, Business Administration, Economics, or other related field, have at least 3 years experience working in a similar position, preferably including experience in an internal audit function and in the NGO sector and have good knowledge of internal control.
You should also have:
- Demonstrable knowledge of EU rules and regulations;
- Strong communication and organizational skills.
Ideally, you also have:
- Fluency in written and spoken Arabic and French
