Project Objective:
The purpose of this project is to strengthen the capacity of Intermediate Support Organizations (ISOs) and Civil Society Organizations (CSOs) in Mexico, which includes USAID/Mexico s current local partners, to enhance aid effectiveness and to improve strategic alliances with the private sector that promote USAID/Mexico s development objectives.
Position Description:
SI is seeking a Deputy Chief of Party (DCOP) for the USAID/Mexico Civil Society Activity to oversee and lead all program activities, deliverables, and staff. This position will be full-time and based in Mexico.
Responsibilities:
The Deputy Chief of Party is responsible for the everyday technical, managerial and administrative operations of the CSA project:
- Provide guidance on all technical aspects of contract performance and maintain the standards of quality for tasks assigned.
- Ensure that project assistance is technically sound and appropriate for each component.
- Supervise the development, implementation and reporting of performance management support activities tasks.
- Assure compliance with contract provisions, quality assurance, including annual work plans and other reports.
- Facilitate the transfer of knowledge to local staff and directly manage assigned staff.
- Serve as main point of contact for safety and security protocol, collaborating with HQ on security plans and overseeing the implementation of security protocol.
- Provide technical expertise to overall management of CSA to ensure that the project meets all its performance and reporting requirements.
- When delegated represent the COP.
- Ensure the cost-effective use of Social Impact resources.
- Closely coordinate with the COP to support the overall management and strategic approach of the project.
Qualifications:
- Master s degree in law, social work, criminal or juvenile justice, public or business administration, community development or a related field required.
- Minimum of five years of prior related management experience required.
- Demonstrated experience, five years in working with a range of stakeholders including ISOs and CSOs, private sector, and high-level government officials to support a program s objectives.
- Experience working with local CSOs and proven capacity to facilitate coordination amongst diverse sectors, preferably in Mexico.
- Prior experience with grants under contract (GUC) required.
- Experience with USAID HICD and Local Systems approaches desired.
- Demonstrated experience providing technical oversight and management to a high value grants under contract portfolio.
- Experience working with international cooperation agencies is highly desirable.
- Written and spoken Spanish at an equivalent 3/3 Foreign Service Institute (FSI) level required.

A volunteer vacancy to assist with content production for social media and management of media outlets is available in our Americas Regional Office, based in Mexico City. The volunteer will support the Americas Content Team by overseeing Twitter, Facebook and Instagram trends and community engagement, and will help to produce content for said outlets.
The opportunity to collaborate in one of the world's leading human rights organisations can provide valuable professional experience and the chance to achieve meaningful impact on the lives of people around the world.
We are looking for a highly qualified and motivated candidate who is available ideally for a period of 6 months. Please note that this position is not paid (although a small stipend for food and transportation is provided) and does not directly lead to employment at Amnesty International. We are pleased to advise that this role is open to candidates who must complete an internship in order to gain degrees in journalism, digital, communications or any other related degree.
The location for this role is based in the Mexico Regional Office, however we would also welcome applications for candidates who would prefer to be based in our Lima Regional Office. Please advise in your application your preference noting that you would work remotely with the Mexico Team from Lima. Volunteers are responsible for arranging their own visa before arriving in Mexico or Lima, if required.
We would look for the successful candidate to meet the following requirements:
1 Interest in and knowledge about human rights issues in the Americas.
1 An undergraduate degree in Communications, Radio or Television Production, Journalism, or any media-related field.
1 Excellent written and spoken English and Spanish.
1 Working knowledge of Microsoft Office suite, Adobe suite, and digital platforms.
1 Good inter-personal and communication skills for working in a diverse and multidisciplinary team.
1 Great capacity for collecting, analysing and synthesising both qualitative and quantitative information.
1 Ability to multi-task and to work proactively with minimum supervision.
1 Willingness to undertake office work like photocopying, filing and archiving.
1 Previous professional experience on human rights issues or the Americas region will be considered an asset, as will previous professional experience with radio or television production, or social media work.
The successful candidate's task list may include the following:
1 Social media trends. Collect diverse information from a wide range of social media sources. This could involve searching for information on upcoming events.
1 Social media engagement. Will follow up on the mentions and direct messages we get from both Twitter and Facebook, along with identifying influencers - organizations or individuals - to share/retweet our content.
1 Support the produce of content. Tasks related to this will involve gathering content from research and campaigns produced by the Americas office and using it to produce interesting and entertaining content for all our platforms.
1 Communications and correspondence. The volunteer will be asked to send or answer correspondence via our social media email under supervision of the team. In some cases, making phone calls to arrange meetings with NGOs, government officials, or pundits will be required.

Working closely with technical team leads and other program staff, the grants manager will ensure that grant activities are realistic and appropriately planned to meet proposed objectives. The manager will participate in grant solicitation and selection; grant awards; grant implementation; and grant and contract monitoring, evaluation, closeout, and reporting.
Responsibilities Include:
- Assist with identifying and assessing prospective grantees
- Analyze and evaluate activity applications, proposals, and agreement/award documents to ensure consistency with program goals and objectives
- Analyze grant budgets and cost estimates for reasonableness and consistency
- Work closely with the monitoring and evaluation team to ensure grant data (on beneficiaries, outputs, outcomes, and quantitative and qualitative indicators) is captured in a timely, consistent manner
- Engage with the research and analysis being developed to design evidence-based program activities
- Build grantees capacity in financial management; reporting; and telling their story about grant successes, challenges, and lessons learned
- Ensure grant implementation is conducted in full compliance with all relevant requirements and donor regulations, and follow up, as needed, to provide guidance on grant policy and interpretation
- Prepare and maintain supporting grant documentation in compliance with all applicable procedures and policies, including assisting grantees with adhering to these requirements
- In coordination with finance and procurement staff, identify appropriate special conditions for grantees with limited foreign donor experience

Qualifications
- Bachelor s degree required; Graduate degree preferred
- Minimum of 4 years of experience managing donor-related international development grant portfolios
- Experience on USAID projects with grants components preferred
- Experience working with Civil Society Organizations preferred
- Familiarity with fixed-amount awards or simplified, standard, in-kind, and limited-scope grant agreement types preferred
- Up-to-date understanding of political and social conditions in Mexico
- Creativity and flexibility to manage grant compliance issues and coordinate effectively with other program staff (e.g., in finance and technical advisors) and grantees in the administration of the grants portfolio
- Ability to maintain a rapid pace of work
- Demonstrated leadership, versatility, and integrity
- Ability/willingness to travel as needed, sometimes to remote locations and under challenging conditions
- Proven ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public

Responsibilities
The Grants Finance Manager will assist the client in providing training and oversight support pertaining to the disbursement, tracking, validation, and recording of expenditures of USG funds, including ensuring compliance, quality control of data, and promoting organizational development and institutional capacity building. They will be responsible for improved procurement and financial management capacities of USAID-funded grantees. The Grants Finance Manager is expected to provide capacity strengthening to Grantee organizations, proactively assess and mitigate financial risk, and develop, implement and manage internal controls, risk management, and utilization and safe guarding of assets according to Social Impact approved policies and procedures. In addition, the Grants Finance Manager, in conjunction with project leadership, will set performance targets, ensure adherence to technical standards, best practices and compliance with donors requirements and guidelines and coordinate the Grants planning and budgeting processes, providing real time accurate financial data, analysis and advices.
The GFM in coordination with the Grants Manager will be responsible for managing the financial processes according to CSA Grants Manual. Including support to technical staff in reviewing the financial proposals received of the RFP launched by the Program, financial management and grants financial reporting.
- Responsible for reviewing and assessing the financial quality of grant proposals received and making appropriate recommendation in negotiation of Grant Agreements.
- In coordination with the Grants Manager will conduct pre-award assessments to assess internal controls, and will make recommendation to strength or improve administrative, operative and finance procedures and policies.
- In coordination with the Grants Manager, will audit the recurring expenditures of the organization for reimbursement and payment, determining if expenditures are allowable following the final budget authorized to the organization and in accordance of USAID financial guidelines. The finance manager will also work with Social Impact HQ staff to ensure cost allowability.
- The GFM will be responsible for communication with the Grantee financial staff to ensure responsiveness and resolution to advance reconciliation and timely reimbursements.
- The GFM will be responsible for tracking and communicating Grantee financial burn rates and where appropriate provide insight and recommendations on spending trends.
- The GFM will conduct post award orientations sessions to train grantees on USAID guidelines and regarding recurring reporting requirements.
- During the implementation of the grants the GFM will provide guidance to grantees as needed. The GFM is required to report concerns or financial issues regarding Grantees.

Qualifications
- Degree in Finance, Economics, or a related field; Graduate degree preferred.
- 3-5 years of donor-related international development grant management experience.
- Significant experience in developing curriculum and implementing training on grant and financial management including the following topics: risk management, book keeping, human resources, accounting, travel arrangements, and compliance.
- Expert knowledge of USAID rules and regulations.
- Prior experience working with Civil Society Organizations.

- Develop the methodology and action plan for implementation of the strategic alliances and partnerships
- Support the organization and execution of various alliance-focused events and forums
- Serve as a liaison between CSA, civil society organizations, and other private sector partners

Qualifications
- Bachelor s degree required in relevant area
- 3-4 years of experience with planning and implementing high-level technical consultations, forums, and/or meetings

- Experience in public private partnerships, corporate social responsibility, and mobilizing private-sector funding is strongly preferred
- Successful private sector networking experience strongly preferred

The HICD Manager s main responsibility will be to support the HICD Specialist and team, acting as the main point of contact, conducting assessments, and drafting documents necessary for the implementation of the HICD model and various institutional strengthening methodologies for Civil Society Organizations (CSOs).
Responsibilities include:
- Lead process of conducting capacity assessments of civil society organizations in collaboration with technical and operational teams
- Act as main point of contact for communications with partner organizations mainly Intermediate Support Organizations (ISOs) and CSOs, for the daily administrative operation of the projects
- Follow up and support in the review of narrative reports of partner organizations; Organize and update files (hard and electronic) that will be generated with the implementation of the HICD assessments as instructed by the HICD team
- Lead implementation and coordination of logistics of seminars, meetings, workshops and roundtables of the Civil Society Activity project and of the HICD team
- Perform other tasks as assigned by the supervisor for the implementation of the capacity development objectives of the Civil Society Activity project
- Supervise and coordinate 1-2 staff working in this area
