2.Background of the planned project
A low level of vocational /entrepreneurship skills among Rwanda s youth affect the labour market in Rwanda. Technical and vocational skills are central to job creation in Rwanda. There is also a need for matching the existing skills to the labour market needs and bringing the private sector together with required needs and investing more in supply and demands factors. Plan International Rwanda is developing a project which, if approved, will be funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under the special initiative Vocational Training and Employment (Annex 1). The project title is Skills Development and Employment Promotion among Youth in Rwanda (SDEPAY-RWANDA). The project will contribute amongst others to the following global indicators:
1) Number of people newly employed in companies,
2) Number of people benefiting from improved incomes,
3) Number of people who are affected by a qualification or benefit from this training measure
The private sector is a major source of current employment, accounting for 92% of the jobs created. Plan s analysis in the build up to project design has shown that one major challenge for youth to enter the formal job marketare gaps in terms of technical skills, knowledge, values and attitudes amongst the youth (15-30 years). As a result they are often unable to take advantage of employment opportunities in the formal sector.
The project will be implemented in Rwanda (Bugesera Gatsibo, Nyaruguru, Ngoma, Nyamasheke and Ngororero) through a locally registered non-for profit organization with a strong expertise in youth economic empowerment namely AKAZI KANOZE ACCESS.
3.Objectives andtasks
3.1.Objective of the feasibility study
The objective of the feasibility study is to provide Plan Rwanda with sufficient information to justify acceptance, modification or rejection of the anticipated project. Furthermore, the study will provide Plan with a well-founded basis for the further development of the project concept, in which the prerequisites, opportunities and risks have all been clarified. By going through this process, the effectiveness of the projectwill be increased, and unsuitable investments will be avoided at an early stage.
3.2.Tasks of the consultant
The consultant will be responsible for planning and implementing the feasibility study, including forming and leading of the feasibility study team. Close consultation with Plan at every step is required. The consultant will receive a draft log-frameand project design at the beginning of the assignment.
In detail, the consultant will be responsible for:
Developing detailed study designincluding a time line covering phases and processes of implementation, research techniques, sample and methods used in each phase. The research design needs to be approved by Plan.
Elaboration of a detailed sector analysis, including but not limited to:
2.1. Current situation in the sector
2.2. The potential of the sector to absorb young male and female employees
2.3. Activities of other donors / implementing organizations with view to possible synergies
2.4. National priorities for the sector
2.5. Appreciation of the necessity of the project in the light of the analysis
- Elaboration of a detailed socio-economic target group analysis, including but not limited to:
3.1. Number of beneficiaries
3.2. Type of beneficiaries (occupation, sex, age, social and economic rank, etc.)
3.3. Interrelations between the stakeholders
- Elaboration of a detailed institutional analysis, including but not limited to:

4.3. Recommendations for the institutional set-up
Elaboration of a detailed risk analysis, including political, socio-economic, logistical and environmental risks as well as mitigating actions that lie within the scope of the project.
Review of the Logframe, including indicators for project overall objective (impact), project objective (outcome) and specific objectives (output) as well as assumptions.
Collection of baseline data and assessment of the baseline situation
Guiding questions:
What is the (baseline) situation in the region, the country? What is the socio-economic, political and cultural context?
What problems have been identified? What are the causes for these and what impact are they having on the living circumstances of the population and on which sections of the population in particular?
What need has been derived from the analysis of problems? How has this been/is this being determined?
What is the background and the previous history of the planned development measure and the rationale for the desired impact? Whose idea was the project?
Are there any alternatives to the planned project or to component parts of it?
- Review of staffing concept, including:

3.3.Methodology
The methodological design of the feasibility study will be proposed by the consultant and must include a combination of quantitative and qualitative research methods such as literature review, data collection and analysis, semi-structured interviews, focus groups discussions, key informant interviews and workshops.
The choice of method must take into account the needs and capacities of the different target groups and stakeholders (children, youth, women, TVET agencies, companies, staff of Plan International Rwanda and local partners, local and district government representatives, etc.).
4.Intended users of the feasibility study
The feasibility study will be used by Plan Rwanda and other relevant Plan International staff as well as designated implementing partners.
5.Geographical scope
The feasibility study is to be undertaken for a programme that will be implemented in Rwanda (Bugesera Gatsibo, Nyaruguru Ngoma, Nyamasheke and Ngororero).
6.Deliverables
Inception report having detailed study design data collection tools.
Draft report (max. 25 pages), based on tasks 2-10 as mentioned above, to be submitted to Plan before the workshop discussing the draft
Final report (max. 25 pages), based on tasks 2-10 as mentioned above, no later than one week after reception of comments on the draft report
7.Timeline
The consultancy period 01.02.2020-13.03.2020, starting from the agreement contract sign-off date and ending when the final feasibility study report has been formally approved by Plan International Rwanda and Germany.

8.Qualification and experience required
The firm has to have an experience of more than five years related with the assignment.
The proposed team by the form for the assignment needs to have the following educational background and experience.
MSc degree with demonstrable expertise (at least 10 years) in Economics, Agriculture, Social development especially in area of youth economic empowerment
At least BSc degree social studies and has wealth of experience in formal employment creation / soliciting. Demonstrable experience (at least 5 years) in research/evaluation of complex programs related to the sectors, research and analysis
Experience working with vocational skill trainings and linking with private sector for employment
Demonstrable experience in project management in a development cooperation context in Eastern Africa
Ability to conduct high quality research, meet deadlines and respond to requests and feedback provided timely and appropriately
Excellent track record in designing and conducting quantitative and qualitative research, analysis and evaluation
Experience in undertaking research with most vulnerable communities
Knowledge of Rwandan governance and cultural context;
Knowledge of women s and children s rights: previous experience conducting research with youth, women and vulnerable groups will be considered an asset
Excellent and demonstrated understanding of child protection, gender and cultural diversity issues in research and project design.
Excellent written and verbal communication and reporting skills in English
9.Budget
The expenses incurred by the recruited consultants for the conduct of the feasibility study will be covered by Plan International Rwanda.
The technical and financial offer shall be in different documents.
10.Permissions
The consultant is responsible for obtaining the necessary permissions to implement the data collection at the respective level.
11.Ethics and child protection
The consultant is obliged to respect the following ethical and child protection requirements:
Fair and inclusive: The consultant should seek the views of various stakeholders: Children with and without disabilities, street children, youth, their families, CSOs, community, partners and government actors and be able to identify and address potential conflict of interest and unequal power relationships. Special efforts should be made to make the research process child-centred and sensitive to gender and inclusion.
Conflict of interest: The consultant must demonstrate the necessary independence and declare any conflict of interest and potential biases, including bias towards any of the stakeholders, target groups, types of research methodologies or approach, social, political or religious prejudice.
Based on rights and ethics: The consultant must respect the rights and dignity of participants as well as comply with relevant ethical standards and Plan s Child Protection Policy and Code of Conduct. The research must ensure: appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal and confidentiality and anonymity of participants. The informed consent of each person (including children) participating in data collection should be documented.
12.Submission of proposals and criteria for evaluation
The interested consultant / consultancy firm is invited to submit the following application documents:
Proposal, not exceeding 6 pages, outlining how the consultant(s) meet the selection criteria and how they intend to implement the tasks 1-10 mentioned above
A proposed workplan with time frame
Financial proposal detailing consultant(s) itemized fees, data collection and administrative costs
- CVs of the consultant(s) who will undertake the study
- 3 references need to be provided

Technical proposals must achieve at least 70 points in order for the respective financial proposals to be opened.
Evaluation of the financial proposal: Every financial proposal receives a number of points (F) over 100. The maximum, 100 points, will be attributed to the lowest financial offer. For the remaining financial offers, the calculation will be as follows:

Annex 1:Special Initiative Vocational Training and Employment
1. Brief description "Training and Employment
The special initiative "Vocational Training and Employment" of the Federal Ministry for Economic Cooperation and Development (BMZ) supports organizations in developing countries in the development of new labour and employment opportunities.
To this end sustainable investments should be created, as well as employment opportunities through cooperation with the local economy.
Special focus is on conception of new innovative approaches to increase decent work, in particular by means of qualification and vocational training measures. The main starting points are networking and planning of job partnerships between the German development cooperation, civil society and the private sector, and the promotion of regional business locations and industry-specific clusters in terms of ecological and social sustainability.
Projects should contribute to at least one of the following outcome indicators:
Number of people newly employed in companies,
Number of people benefiting from improved working conditions (e.g. labour and social standards),
Number of people benefiting from improved incomes,
Number of people who are affected by a qualification or benefit from this training measure.

Terms of Reference (TOR) for suitably qualified consultants to conduct End of Project Evaluation for Enhancing Participatory Governance and Accountability (EPGA) Activity - Rwanda*.*
1.Profile of Tr caire
Tr caire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Africa and Asia including Rwanda. Tr caire has been operating in Rwanda since 1994 and is currently focusing on 3 Programme pillars: Resource Rights, Women's Empowerment, and Preparing and Responding to Emergencies. Tr caire does not implement programmes directly. Instead, the organisation works in partnership with local civil society Organisations. Tr caire secured a USAID cooperative agreement Award to implement the project entitled Enhancing Participatory Governance and Accountabilityeffective 13 April 2017. The project is oriented towards strengthening participatory and accountable governance through the participation of civil society and citizens, particularly women and youth, in the formulation, implementation and monitoring of development policies and programmes in the agricultural domain across 14 sectors of five districts of Rwanda namely Rulindo, Gakenke, Nyanza, Nyamagabe and Nyaruguru in Rwanda.
This 3 year project is being implemented by Tr caire as the lead organization in partnership with the Episcopal Justice and Peace Commission (CEJP), the farmer s cooperative Union des Coop ratives Agricoles Int gr es (UNICOOPAGI), and the Rwanda Development Organisation (RDO)and the target population is made of 3,675 citizens especially women and youth, Village agricultural Committees members of 63 villages, local authorities from village to district; and local and national Civil Society Organizations, CSOs.
2.Scope of services required
4.1Rationale of End of Project Evaluation
Tr caire is requesting suitably qualified consulting firms to submit proposals to carry out End of Project Evaluation for the Project Enhancing Participatory Governance and Accountability.It is expected that this project Evaluation (EPE) aims to assess the relevance of planned intervention and the progress made in achieving project objective since the Baseline conducted in September 2017 and well as the MTR conducted in May 2019. It will also provide an opportunity to highlight key successes, lessons learned and recommendations.
3.Content and Format of bids submitted
Consultants should enclose the following documents with their proposals:
Letter of interest addressed to the Country Director of Tr caire Rwanda;
Technical proposal that will provide the following:
Description of the consultancy company, proving the good understanding of these TOR, experience of the consulting company in the domain of global agriculture seed and food systems, agricultural policies and discourse in Committee on Food Security (FAO), smallholder farmers rights, implementation and monitoring;
- Detailed methodology, and time plan for all proposed activities;
- CVs of the 2 senior officials whom will take the lead on the End of project study as annex;

Job Description
We are looking for a highly capable project manager with experience in stakeholder management and grant funding compliance to manage a seed consortium in Rwanda.
Rwanda will reduce and eventually eliminating seed imports soon and is therefore investing in domestic seed production. One Acre Fund is excited to be part of this initiative, and is partnering with three Rwandan seed companies, an international seed company and the Rwandan government to quickly scale up domestic hybrid maize production through a consortium. This program will provide hybrid seed to over a million farmers and create tens of millions of dollars of impact by increased harvest for Rwandan farm households.
The Communications and Compliance Associate will bring a wealth of stakeholder management and grant funding management to this consortium of seed actors in the Rwanda market. You will ensure that our activities are compliant to our funding agents, that stakeholders are well managed, and that our project targets are achieved. You will be essential to the success of this consortium!
Key Responsibilities:
- Organize and lead bi-annual partnership meetings for core partnership
- Compile monthly, quarterly and annual reports and action plans of the project in collaboration with sub-grantees
- Coordinate and manage the implementation of the project activities to achieve our goals
- Organize and host important partners and leaders touring the production facility
- Represent OAF at national and district forums; seed task force meetings; sectoral coordination meetings, etc.
- Collaborate with sub-grantee project coordinators to achieve project targets
- Ensure work-plans, budgets, and budget expenditure are implemented following donor requirements, internal control procedures, financial management guidelines, and country regulations
- Liaise between the seed partnerships team, the government relations team, the business development and the implementing partner staff to ensure that reporting criteria and schedules are achieved
- Attend coordination forums and networking sessions to ensure project operations are aligned with similar efforts
- Provide regular updates on project implementation to key internal leaders and stakeholders
- Monitor potential risks and challenges and proactively find solutions in collaboration with all partners
- Promote experience sharing and cross-learning among the implementation partners;

In cooperation with the University of Rwanda College of Education (URCE) and Rwanda Education Board (REB), VVOB started in 2017 with a multi-year programme (2017-2021) on Leading, Teaching and Learning Together . The programme is currently being upscaled in primary and secondary schools to 17 districts in Rwanda and aims to improve the quality of education through the professional development of school leaders and induction of new teachers.
To deepen insights in the cost-efficiency of our interventions in Rwanda and plan for a further expansion and upscaling of our programme based on detailed financial and economic scenario studies, we are currently looking for a Financial Advisor / Economist
With your financial, economic and quantitative knowledge and skills, you do financial prognoses and economic analyses that enable us to further plan and formulate our interventions in Rwanda in the long term. You share your insights with VVOB colleagues and Rwandese cooperation partners, but also with a broader public, including donors. You work in a mixed team of Rwandese and expat colleagues, you are the connecting link between the financial department and the programme department, and you report directly to the Programme Manager. his position is based at the VVOB office in Kigali. The role involves travel within Rwanda, as well as infrequent international travel.

Responsibilities include:
- In close cooperation with the colleagues of the financial and programme departments, you collect and structure financial data of our activities;
- With this financial data, you calculate cost structures, return and efficiency of our interventions, provide recommendations for improvements and optimisations, and support the colleagues in implementing these;
- You support the financial department and programme department in financial planning, implementation and budget monitoring;

This feasibility study is commissioned, prior to project implementation, under the German Federal Ministry of Economic Cooperation and Development (BMZ) budget for development projects run by private organizations.
Hoffnungszeichen | Sign of Hope e.V. will be the private organization and contracting party, while ARDE/Kubaho will be the local implementing partner.
The project aims to provide access to safe and affordable water to 1.500 households in Kigembe Cell by expanding the WASAC network by building a solar powered pumping unit, a distribution tank and 8 water kiosks. Additionally, 60 households shall receive UDDTs and kitchen gardens while further 300 households shall build basic hand washing installments. All project components shall be implemented in an integrated approach with corresponding capacity building measures to increase sustainability and ownership. Apart from the general target population, hygiene promotion measures will specifically target 3 schools.
Feasibility Study Objectives
The purpose of the feasibility study is to provide Hoffnungszeichen | Sign of Hope e.V. with a sound basis for developing a project concept, by identifying project prerequisites, opportunities and risks.
This comprehensive study will verify relevance, effectiveness, efficiency, impact and sustainability of the proposed project intervention. The study will provide concrete and practical recommendations that will assist with finalization of project design elements, including local implementing partner assessment, problem analysis and relevance of the proposed project intervention, stakeholder analysis, among others.
The study will support the project quality assurance measures implemented by Hoffnungszeichen | Sign of Hope e.V. and contribute to the decision-making process in regards to funding of the proposed project activities.
Duties and Responsibilities
The selected Consultant will work under the overall guidance of the Head of the International Aid and Cooperation Department, in close cooperation with the responsible Desk Officer and the local implementing partner.
The duties and responsibilities of the consultant will include:
Develop a work plan outlining proposed research methodology, geographical coverage, and schedule to conduct the feasibility study.
Carry out a project site visit to a project location to conduct research, collect data and establish contact with the local implementing partner, potential beneficiaries and relevant project stakeholders.
Review existing policies and structures, government development strategies, as well as relevant studies and research projects that could serve as a basis for the feasibility study.
Identify relevant project stakeholders, local governing bodies and industry, as well as lessons learned and best practices of similar on-going and implemented projects relevant to the project.
Evaluate all available data and sources providing background information on identified issues, problem analysis, as well as selected intervention to address identified needs.
Assess the proposed activities, as well as their timing and required financial resources.
Examine institutional, technical, staffing and financial capacities of the selected implementing partner, as well as its relationship with the target group. Based on the findings, determine if there are areas in which capacities of the local implementing partner need to be developed.
Review main governmental and non-governmental stakeholders with a purpose to see if there is a potential overlap or conflict of interest, as well as opportunities for coordination with the aim of creating synergies and new cooperation partnerships.
Examine identified target group, their needs and their role in the broader social context, as well as relevance of the planned project activities for addressing their needs.
Identify potential obstacles and alternatives to overcome the foreseen challenges.
Examine existing feedback & complaints mechanisms of the project executing agency or of relevant local stakeholders.
Review and analyze all available project design elements and draft documents related to the project concept, if necessary.
Critically review the planned project in terms of OECD/DAC criteria of relevance, effectiveness, efficiency, impact and sustainability (please see

Mid-Term Evaluation Terms of Reference
1. INTRODUCTION
The African Institute for Mathematical Sciences (AIMS) was established in 2003 in Cape Town, South Africa. Since then, it has expanded across the continent and established six centres of excellence for mathematical sciences in South Africa, Senegal, Cameroon, Ghana, Tanzania and Rwanda. AIMS is a pan-African network for the advancement of STEM, offering post-graduate training, research, and public outreach & engagement. The AIMS Master s in Mathematical Sciences program is at the core of AIMS the program trains hundreds of talented young Africans each year and prepares them for leadership positions in education, research, government and the private sector. Research is also an integral part of AIMS with three AIMS Research Centres across the network and a growing AIMS Research Chair program. International researchers partner with local researchers and students at AIMS centres to pursue innovations in STEM and their application to society.
The AIMS Mathematical Sciences for Climate Change Resilience (MS4CR) Program is a six-year (2017-2023) CAD 20 million initiative funded by Canada s International Development Research Centre (IDRC). The key objectives of the MS4CR program are to increase the contribution of African mathematical scientists in finding solutions to climate change-related challenges in Africa through training, internships, and research; and to support the consolidation of AIMS operations across the continent through strengthening existing AIMS centres. These will be achieved through five complementary interventions:
1) Master s level training for 88 AIMS students with a focus on climate science;
2) Climate science research and grants for 3 research chairs, supported by 50 postgraduate researchers in addition to 16 small research grants;
3) Climate science fellowships for 20 women and funding to enable young women and girls to access opportunities such as STEM camps to learn about mathematics and climate science;
4) Internships for 100 students or alumni in the field of climate change; and
5) Consolidation of the AIMS network.
In keeping with the terms of the grant agreement, AIMS, in collaboration with IDRC, is commissioning an external and independent mid-term evaluation of the AIMS MS4CR program.
The mid-term evaluation is both an important learning and accountability exercise for AIMS to assess progress in the implementation of the MS4CR program, identify signs of early impact, note where results have been impeded, and adjust the delivery of the program going forward to ensure the intended objectives are met.
2. EVALUATION OBJECTIVES
The mid-term evaluation will be guided by the OECD DAC Criteria for Evaluating Development Assistance. The key objectives of the evaluation are to:
- Assess the progress made towards achieving the Program s objectives and intended outcomes;
- Recommend where adjustments are needed for the next phase of implementation to ensure the realization of the expected results; and
- Consider the broader context in which the Program was implemented to identify the key factors that may have been barriers or facilitators and should be considered in the next phase of the program.
3. EVALUATION SCOPE
The evaluation will focus exclusively on the MS4CR program, from its inception in 2017 to present, within the broader context of the AIMS network, including training, research, internships, and operations supported by IDRC. Geographically, this will focus on AIMS Rwanda and the AIMS Global Secretariat, both in Kigali, Rwanda and phone or Skype interviews with other AIMS Centres in Senegal, Ghana, South Africa and Cameroon. The Evaluation Team is expected to survey AIMS Ms4CR students (current and alumni) to assess and document the perceptions and experiences of the program s direct beneficiaries.
It is expected that the evaluation will focus on the immediate outcomeresultsand will comment on the extent to which the MS4CR program is progressing towards higher-level outcomes. To measure this progress, the evaluation will be guided by the MS4CR program s Performance Measurement Framework. The evaluation will also examine any changes in the context in which the program was implemented and the impact this has had on program implementation.
The mid-term evaluation will seek to capture information from a wide range of stakeholders, including:
- AIMS Executive Team, Senior Management, Academic Directors and relevant staff across the network;
- AIMS MS4CR lecturers and tutors;
- AIMS MS4CR students, interns, and alumni;
- External partners in the private sector, government, and education;
- AIMS Research staff;
- Employers of AIMS MS4CR interns and graduates; and
- IDRC and GAC staff.
4. EVALUATION METHODOLOGY AND APPROACH
The evaluation methodology should take a mixed methods approach (e.g. combining quantitative, qualitative, and participatory tools) to allow for the triangulation of information and assurance of accuracy. A gender equality lens should be applied to all analysis. The evaluation envisages a combination of desk review of all relevant program documents; field visits to AIMS Rwanda and AIMS Secretariat; key informant interviews with select staff, partners, and donors; and focus group discussions with students, lecturers, tutors, and researchers; and survey of AIMS alumni.
The proposed methodology should be presented in the Inception Report. It should include an evaluation matrix to demonstrate how each evaluation question will be answered (i.e. data source, collection tools, and method of analysis). The Inception Report will also outline the evaluation team s overall work plan, the division of responsibilities between team members, and a risk assessment with mitigation solutions.
While this is broadlyspeaking the approach envisaged by AIMS, applicants are encouraged to be innovative and creative in their proposal and draw from their own expertise and experience, where relevant.
5. OVERSIGHT OF THE EVALUATION
The evaluation will be overseen by AIMS, led by the Director of Monitoring & Evaluation and the M&E Division. An Internal Advisory Committee, comprised of the Director of M&E, Vice President and Chief Programs Officer, IDRC s Senior Program Officer in M&E, and IDRC s Program Officer for the MS4CR, will be responsible for reviewing and approving all deliverables related to evaluation.
6. KEY EVALUATION QUESTIONS
Key questions have been developed to help guide the evaluation. They will be further detailed and refined during the inception phase:
a) Relevance
To what extent is the MS4CR program at AIMS relevant to the development priorities of Africa, specifically in terms of higher education and research in climate change?
Are the activities and outputs of the program consistent with the overall goal and objectives?
Are the activities and outputs of the program consistent with the intended outcomes and impacts?
b) Effectiveness
Have program activities been implemented as planned? Have they rolled out successfully and as intended? Is the delivery of the program on track?
How appropriate are the implementation modalities?
How effectively is the program managed?
Do any activities need to be adapted to a changing context or emerging opportunities?
To what extent are the program s objectives likely to be achieved by the end-date of the program?
How adequate are the M&E mechanisms in place? Are the indicators reflective of the objectives of the program? Are they being tracked and monitored effectively?
What are the early signs, if any, that immediate and higher-level outcome results have been achieved?
What are the key factors influencing the achievement or non-achievement of the objectives?
c) Efficiency
Is the program being implemented in the most cost efficient means possible?
Are the objectives likely to be achieved on time and within the resources allocated?
How adequate are the available resources to deliver the program (human, financial etc.)
4. EVALUATION PHASES
4.1 Inception phase
Kick-off Skype call with Evaluation Team and AIMS
Desk review of relevant program documents
Inception meeting at AIMS Secretariat in Kigali, Rwanda with AIMS staff
Inception Report including proposed approach, methodology and data collection tools and outline for the final report
Logistical arrangements for field visits
4.2 Data Collection
Field visit to AIMS Rwanda and AIMS Secretariat, both in Kigali, Rwanda. The visit will include: Interviews and/or focus groups with select AIMS students, staff, lecturers, tutors, researchers, employers of interns, and key partners; and participatory observation of the AIMS academic model and 24/7 learning environment
Survey of AIMS alumni from the MS4CR-funded climate science stream
Interviews with IDRC and GAC staff
4.3 Analysis and Reporting
Synthesis, analysis and triangulation of findings
Follow-up interviews where necessary
Submission of draft report to AIMS for review, consideration and feedback. The outline for the report will be discussed and agreed upon at the Inception Meeting.
4.4 Learning Workshop
Evaluation team will be invited back to the AIMS Secretariat in Kigali, Rwanda to present their findings and proposed recommendations to AIMS staff. This will provide an opportunity for AIMS to review, discuss, and validate the findings and begin to prioritise the relevant recommendations.
4.5 Final Report
Based on the feedback and insight gathered at the Learning Workshop, the Evaluation Team will revise the draft report and submit a final report of the mid-term evaluation.

The following is a proposed timeline for undertaking the mid-term evaluation, to be discussed, reviewed and finalised with the selected evaluation team during the inception phase.

6. EVALUATION TEAM COMPOSITION AND SELECTION CRITERIA
To ensure the independence of the evaluation and the credibility of the findings, a team of external consultants, identified through an open and competitive selection process, will conduct the mid-term evaluation. The selected evaluation team must have experience in undertaking evaluations in the context of higher education in Africa. Preference will be given to those teams who have practical experience in STEM and particularly the field of climate change
The Team Leader must have extensive and broad experience in the design and execution of evaluations for international development, with excellent analytical, team management, and communication skills (verbal and written). He/she should be fluent in English and French. The Team Leader should be supported by one or two other evaluators with subject matter expertise in higher education, STEM and/or climate change. They must have strong and practiced skills in data collection, data analysis and report writing.

The Field Operations team is the heart of our program directly serving clients. As the Field Operations Director, you will directly manage our team of 3,000+ staff and lead the implementation of our high-impact program across four sub-teams: field execution, field deliveries, customer service, and field staff management. You will report directly to the Deputy Country Director - Program.

- Guide daily operations and set strategy to improve our largest country program
