WHO Health Emergencies Programme (WHE)
OBJECTIVES OF THE PROGRAMME :
The overall goal of WHO's Health Emergencies (WHE) Programme is to minimize the health consequences of emergencies due to any biological, natural, technological or societal hazard. Collective and sound health emergency and disaster risk management is essential to health security, to sustainable development and to building the resilience of communities, countries and health systems.
The objectives of WHO's WE Programme are: to help Member States build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to minimize the impact on the health of affected populations. WHO's Health Emergencies Programme directs all of the Organization's work in health emergency risk management, with an all-hazards approach comprising risk reduction, preparedness, readiness, response and early recovery activities, and with a particular emphasis on the identification and mitigation of infectious hazards and risks.
The Programme is responsible for establishing and managing WHO's operational capacity in acute and protracted emergencies, setting overall strategy and ensuring appropriate operational planning, managing field operations, developing and ensuring adherence to technical standards, and ensuring risk and performance monitoring. The Programme engages in relevant partnerships and inter-agency processes, recognizing that its impact should be optimized by coordinating, leveraging and facilitating the implementation roles of other local, national and international entities and partners' best positioned to deliver the relevant clinical or other public health services. WHO's WHE Programme integrates and operates under the principles of humanity, neutrality, impartiality and independence in the serving populations affected by outbreaks.
Purpose of the Post:
To lead the planning, formulation and implementation of strategies and work plans for WHO's overall emergency response operations, implementing the response operations, coordinating the operational and technical/programmatic components, establishing clear lines of communications, implementing, monitoring, evaluating and taking corrective actions as necessary and drawing lessons to be learnt, and ensuring a concerted approach of WHO in all areas and at all levels in the emergency response operations, as well as promoting and fostering effective collaboration with and providing authoritative technical advice to other agencies through, and consolidating strategies to gear up WHO response capacity, including identifying needs and funding gaps.
Under the direct supervision of the Head of WCO, Afghanistan and the overall guidance of the Regional Emergency Director, the incumbent directs and coordinates WHO overall emergency response activities at both country level, and between countries and regions in case of an emergency affecting more than one country/region. He/she is responsible for all aspects (operational, technical and programmatic) of the response operations, including conceptualizing and elaborating WHO's emergency response strategy and work plans, and providing authoritative technical advice to national and international partners on strategies to address the health of emergency response operations. This requires extensive contacts with a broad range of staff and partners, in particular leading and motivating staff and experts, building dynamic and efficient teams to bolster WHO's emergency response operations. It also involves extensive and ongoing contacts with officials and representatives from UN agencies, international, governmental and non-governmental organizations and institutions to provide authoritative advice and technical expertise to advocate and successfully influence national strategies for the implementation of emergency response operations.
Description of duties:
The incumbent will perform the following duties:
- Lead the planning, formulation and implementation of strategies and work plans for WHO's overall emergency response operations.
- Direct and guide the implementation of the response operations, ensuring close coordination and smooth functioning between the operational and technical/programmatic components, including establishing clear lines of communications, implementing, monitoring, evaluating and taking corrective actions as necessary and drawing lessons to be learnt.
- Establish and implement coordination mechanisms to ensure the concerted approach of WHO in all areas and at all levels in the emergency response operations, as well as facilitate and promote the mobilization and coordination of resources with a broad range of UN Agencies, international, governmental and non-governmental organizations/institutions, identifying needs, resources and gaps, and facilitating deployment arrangements, including leading and motivating staff and experts, and building dynamic and efficient teams to bolster WHO's emergency response operations.
- Promote and foster effective collaboration with other agencies through the Health Cluster approach, with emphasis on the coordination and consolidation of Health Cluster activities.
- Consolidate strategies to gear up WHO response capacity, including identifying needs and funding gaps.
- Advocacy and resource mobilization:
-Support the development of HRP and CHF, CERF, other inter-agency funding appeals, and other bilateral and multilateral resource mobilization in line with government health sector humanitarian priorities;
- Establish a transparent and accountable mechanism for grant allocation, pool funds, and financial monitoring;
- Ensures the timely implementation of operational response programs and provides good quality donor reports;
-Managing of staff:
- Identify the needs for capacity building of national and international staff to ensure adequate surge capacity within the unit;
- Define the capacity building program for unit staff.
- Monitoring and evaluation of implementation and performance of WHO response programs.
Essential: University degree in Medicine, or health related, and Master's degree in public health or health related area.
Desirable: Degree or studies in management or public administration.

2) Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation.
3) Excellent interpersonal skills and ability to work under pressure.
4) Proven ability to communicate effectively.
5) Tact, discretion and ability to promote consensus.
Other Skills (e.g. IT):
Proficiency in Microsoft Office. Excellent presentation skills.
Essential: At least 10 years' experience in emergency and humanitarian response, at international level, with emphasis on emergency management and related strategy development at leadership position, capacity building and their implementation. Experience in developing and promoting collaborative partnerships and/or experience in developing countries.
Desirable: Experience or sound knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organizations/agencies, international institutions or NGOs.
Excellent knowledge of English. Knowledge of another WHO official language an asset.

- In view of the current security situation, Afghanistan has been declared a non-family duty station; i.e. dependents are not allowed to visit or reside with the staff member at the duty station. The entitlements will be determined as applicable at the time of recruitment.
- WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
