PURPOSE OF THE POSITION:
Programme Officer, Health & Nutrition provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, with focus on development of evaluation and research designs, information/data collection, statistics and data analysis, and preparation of reports, in support of achievement of planned objectives of the work plan, aligned with the goals and strategy of 'Surviving and Thriving in Early Years' ('Early Years') Programme in Tajikistan.
KEY END-RESULTS:1. Accurate information, data analysis, and documentation are timely made available to support situation analysis, sectoral input and reporting.2. Project implementation progress and 'Early Years' programme performance is systematically monitored for adjustment and improvement of programme delivery and sustainability. 3. Transparency is ensured for supply and non-supply assistance and disbursement of programme funds for 'Early Years' programme.4. Evaluation and research are designed and carried out with quality process and products in line with priority and strategy of the 'Early Years' programme. Evaluation findings, recommendations and reports are used to improve programme performance and are effectively disseminated to the intended audiences. Major partners are kept abreast and/or contribute to these exercises as required. 5. Effective partnership and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge networking.6. Data for key indicators of the 'Early Years' programme are collected and analysed. Up-to-date programme information is kept available and reports prepared and shared with relevant stakeholders as required to support the 'Early Years' programme by the effective implementation of integrated monitoring system. 7. Other assigned duties and responsibilities are effectively accomplished.
KEY ACCOUNTABILITIES and DUTIES & TASKS:
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
1.Accurate information, data analysis, and documentation are timely made available to contribute to situation analysis, sectoral input and reporting.
Assists the preparation and periodic update of the Situation Analysis by compiling data related to 'Early Years' Programme, analysing and evaluating relevant information and providing the technical input in a timely and accurate manner. Drafts chapters, prepares statistical data reports, and assists with preparation of sectoral input to the programme documents as required. Contributes to the consultation and coordination with key partners at all levels.
2. Project implementation progress and 'Early Years' programme performance is systematically monitored for adjustment and improvement of programme delivery and sustainability.
Carries out data collection and analysis from field visits to UNICEF project sites for monitoring project activities and local conditions, to feed into programme performance monitoring. Assists in identifying necessary action for programme adjustments, acceleration, improvement and sustainability. Keeps tracking of follow-up action based on programmatic decisions resulting from performance monitoring and evaluation. Assists government counterparts and other partners in the planning and management of 'Early Years' Programme. Reports to 'Early Years' programme colleagues the outcome of programme monitoring and at review meetings with Government counterparts and all other relevant partners. Drafts changes in programme work plans as required.
3.Transparency is ensured for supply and non-supply assistance and disbursement of programme funds for 'Early Years' programme.
Coordinating with Operations and Supply staff on supply and non-supply assistance activities, ensures UNICEF and Government partner and all implementing partners' accountability.
Liaises with local authorities to ensure timely submission of financial requests and reports. Monitors disbursements of funds, ensuring those activities are within established plans of action and programme budget allotments. With support of the programme assistant and in close coordination with the Government counterparts, takes charge of the supply chain monitoring, including monitoring of the end-user distribution and utilization, of the programme items procured through UNICEF, such as vaccines, pharmaceuticals, medical equipment, micronutrient supplements, therapeutic foods, and communication materials. Establishes the database that links supply inputs with programme results, and generates the reports regularly.
4. Evaluation and research are designed and carried out with quality process and products in line with priority and strategy of the 'Early Years' programme. Evaluation findings, recommendations and reports are used to improve programme performance and are effectively disseminated to the intended audiences. Major partners are kept abreast and/or contribute to these exercises as required.
Plans, designs, and manages project baseline studies, evaluation, and research to meet quality standards as outlined in UNICEF Programme Policies and Procedures and related guidelines. Contributes to the model building process through designing the assessment framework of the pilot interventions tested under 'Early Years' Programme. Assists in finalisation of the study, evaluation, research reports, incorporating inputs/feedback from relevant stakeholders.
5. Effective partnership and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge networking.
Exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives. Assists in establishing effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate programme information/data, and contributes to the development of communication materials and strategies to support advocacy and community participation for child survival and development. Keeps close contacts with external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate relevant data, exchange information on programme/project development and implementation. Shares knowledge, information, experience and lessons learned.
6. Data for key indicators of the 'Early Years' programme are collected and analysed. Up-to-date programme information is kept available and reports prepared to support the Health & Nutrition programme by the effective development and implementation of integrated monitoring system.
Identifies and adjusts a set of programme performance indicators, in the context of the Country Programme Document, annual work plans of the 'Early Years' programme, and the relevant UNDAF Work Plans. Ensures that monitoring system are in place and that key annual programme indicators for 'Early Years' programme are tracked and analysed to guide programme and management decisions. Conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system, in consultation with all relevant stakeholders. Compiles monitoring and evaluation information/data for 'Early Years' Programme. Assists in the timely preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance, efficiency, effectiveness, and sustainability. Assists in the drafting and preparation of programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports, as required. Assists with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring.
7. Other assigned duties and responsibilities are effectively accomplished.Performs any other duties and responsibilities assigned as appropriate to the purpose of this post, and delivers the results as required.
JOB GRADE FACTORS:
Level 1- The scope of the job duties range from proper data collection and analysis, the timely preparation of routine, concise and accurate monitoring reports, including monitoring project status and the flow of
supply and non supply assistance, recommending appropriate adjustments as required, to preparation of timely and accurate budget reports.- The job requires primarily professional analytical and contributory technical work, including collection and assembly of data and background information; prepares tables, graphs or other statistical data for technical review and monitoring purposes. Individual decisions will be mostly technical judgement on the processing of the work, subject to the consent from the supervisor. The work must contribute to the achievement of team's planned objectives at the professional quality level. The supervisor guides and oversees the work process, progress and end-results. - Professional support work includes administration of ongoing programmes/projects within established rules and regulations
QUALIFICATION and COMPETENCIES:
1.EducationUniversity degree in Public Health and Nutrition, social sciences, development planning, planning, evaluation, advanced statistical research, or other relevant disciplines.2.Work ExperienceOne year of professional work experience in planning, programming, implementation monitoring and evaluation of the developmental programmes, ideally in health and nutrition sector. Professional work experience in a programme management function or a technical expert capacity in child survival & health care.Field work experience Background/familiarity with Emergency is a plus.3.Language ProficiencyFluency in English and local working language of the duty station (Tajik and/or Russian).

In Tajikistan, through our programming, Saferworld is enabling communities and civil society to respond more effectively to conflict and security issues. Our approach ensures we can find solutions to address the drivers of insecurity and conflict before they become violent and destabilising. Our programme combines project implementation at the community level, dialogue, capacity building, policy research, networking and advocacy, and working with institutions and civil society in the region.
The Country Manager will be responsible for further developing Saferworld s Tajikistan country strategy and programme, overseeing the implementation of current and future activities and developing and managing relationships with local partners and with international and national actors in country.
The post-holder will also be responsible for overall team management and security, managing and monitoring programme delivery against objectives, managing and monitoring programme expenditure, fundraising and advocacy, as well as networking with and reporting to donors. Finally, the post holder will contribute to organisation-wide processes and discussions to advance Saferworld's thematic priorities, methodological approaches and organisational development.
The successful candidate will have a minimum of 5 years experience at a senior management level including in programme development, strategic planning and managing staff in a multi-functional team. S/he will have excellent analytical skills and proficiency in English and Russian as well as experience of developing collaborative relationships with a wide variety of stakeholders. A good understanding of Central Asia and experience of working in part of the region would be a distinct advantage.
