Scope and Objectives
The Kaizen Company is seeking a Strategic Learning Advisor for the four remaining years of a five-year USAID-funded Development Food Security Activity in Niger. The goal is to improve food and nutrition security and resilience among extremely poor and chronically vulnerable households and communities in a sustainable manner.
The program is a highly integrated, multi-sectoral food security intervention. The Strategic Learning Advisor will work closely with the Chief of Party and the Monitoring, Evaluation, Learning, and Accountability Manager to ensure collaboration and linkages with external stakeholders across the program s intervention areas, as well as to integrate active and intentional adaptive learning exercises. The Advisor is responsible for: creating linkages between program participants and outcomes with other programs, institutions and stakeholders in the implementation area; supporting program impact and sustainability; establishing and implementing a program learning agenda; and ensuring collaborating, learning, and adapting (CLA) processes and activities within the program.
The Strategic Learning Advisor will be based in Zinder, with regular travel to and work in Niamey. Responsibilities
- Contribute significantly to host country government relationship building and collaboration.
- Lead the implementation and updating of the activity s Learning Agenda.
- Manage learning events and processes. Work with Monitoring, Evaluation, and Learning (MEAL) team members to ensure adaptations to the program theory of change as new information comes to light.
- Lead the creation and management of a detailed program knowledge management platform, ensuring full integration with Resilience in the Sahel Enhanced (RISE/ RISE II) and other relevant knowledge management platforms.
- Create guidelines for CLA in the context of the program. Manage CLA pause and reflect events and resulting adaptive management analysis, decision-making, program/ approach adjustments, training, and follow-through.
- Contribute to the creation of a culture of openness, trust, and continuous improvement within the program team and with partners. Train team members on CLA in addition to ensuring peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, and evidence and data utilization within the team.
- Lead the production and dissemination of documentation pertaining to the above.
Requirements
- Excellent written communication and presentation skills in French and English (French being the activity s primary working language and English the primary reporting language)
- Strategic communication experience
- Strong tool/curriculum development and training skills.
- Demonstrated understanding and application of USAID s CLA approach preferred.
- Demonstrated ability to lead in efforts to collaborate and coordinate with external partners and donors, including government, NGOs, UN agencies and others
- Ability to closely coordinate communications and learnings internally within and across teams within the organization
- Experience in adaptive management, including training, coaching, and mentoring members of the team
- Advanced degree (Master s or PhD) in a relevant field.
- At least five years of demonstrated experience in food security, knowledge management, organizational learning, and/or capacity strengthening.
- Ability and willingness to travel regularly.
- Strong writing skills in English and French; French language proficiency is required as this is the working language of the activity

1. Introduction et contexte
CFI, lance un projet d appui aux m dias au Burkina Faso, Mali et Niger, intitul M diaSahel, financ par l AFD, sur 4 ans (2019-2022).
Le projet M diaSahel se fonde sur le constat que la crise que traverse la bande sah lo-saharienne ne peut tre r solue sans une meilleure inclusion socio-politique des jeunes. Dans ce domaine les m dias ont un r le important jouer en proposant cette jeunesse des espaces d expression de leurs perspectives, frustrations et ambitions, et en facilitant le dialogue entre les citoyens, les repr sentants de la soci t civile et les autorit s. En plus de leurs situations d mographiques similaires, les soci t s sah liennes partagent galement le souci d impliquer la jeunesse dans la r solution de leurs d fis.
Dans la perspective d une contribution la coh sion sociale et la stabilisation des soci t s sah liennes, CFI propose, dans le cadre d un projet de 48 mois, de renforcer les capacit s des m dias comme vecteurs d information et de dialogue pour une meilleure inclusion des jeunes.
La finalit du projet M diaSahel est de contribuer, travers les m dias, l inclusion de la jeunesse, la stabilisation et au d veloppement d mocratique des pays du Sahel. Des activit s de renforcement de capacit s et d appui la production sont ainsi pr vues dans trois pays de la zone sah lienne : Burkina Faso, Mali et Niger. Une dimension r gionale permet, au-del des activit s nationales, de faciliter la diffusion d information et l change entre les trois pays, autours des probl matiques et solutions communes ; et d informer, sensibiliser et renforcer la solidarit entre populations notamment en leur offrant des contenus en langues locales qui sont utilis es au-del des fronti res nationales, et qui contribuent au d cloisonnement des jeunes (linguistique, socio-politique, g ographique etc.).
En plus de former les m dias locaux produire davantage de contenus destination de la jeunesse, CFI souhaite accompagner des web/t l visions ou web/radios locales dans la conception de format produit directement par les jeunes. Ces derniers serontcoach s filmer eux-m mes leur quotidien, avec un t l phone portable par exemple.
Ce type de format pourrait permettre aux jeunes de parler et de mettre en lumi re, leur fa on, leurs pr occupations, leurs difficult s, leurs envies et leurs initiatives. Le travail des m dias int ress s par ce type de format serait alors d accompagner ces jeunes auteurs affiner l angle de reportage, et crire, structurer, contextualiser et mettre en perspective leurs propos. Les m dias seront encourag s associer les jeunes toutes les tapes, y compris la post-production et jusqu la diffusion de l mission (notamment sur les r seaux sociaux).

CFI souhaite ainsi faire appel de l expertise journalistique capable d accompagner la r alisation de ce type de format, du c t des m dias, mais galement du c t des jeunes.
Le s expert e s devront tre capable de pr senter les int r ts ditoriaux et conomiques de ce type de format des responsables de m dias et d accompagner le d veloppement de projets ditoriaux conjoints entre ces m mes m dias et des jeunes.
2. Objectifs de la prestation et attentes de CFI
Cycle propos par CFI :
Dans un premier temps, un appel candidature est lanc pour identifier 15 m dias (5 par pays cibles du projet M diaSahel ) int ress s et en mesure de proposer un format fait par les jeunes pour les jeunes, qu ils souhaiteraient d velopper. Un premier s minaire est ensuite organis avec les principaux responsables des m dias retenus, permettant d entamer une r flexion sur les concepts de formats faits par les jeunes adapt s aux diff rents contextes et sur l int r t, la fois ditorial mais aussi conomique, de ce type de format pour les m dias. Organis e sous la forme de s minaire et d ateliers pratiques, cette session d bouchera sur l laboration d une note conceptuelle par les diff rents m dias, manifestant leur int r t pour l activit et proposant un format. Ce document servira de base pour la s lection des 3 m dias (un par pays) qui seront finalement impliqu s dans le projet. La capacit des m dias mobiliser et impliquer des jeunes sera un aspect essentiel de la s lection.
Les trois m dias s lectionn s la suite de ce s minaire sont accompagn s sur une dur e de 2 ans dans le d veloppement et la production des missions multim dias interactives avec des jeunes. Les quipes de ces trois m dias s lectionn s b n ficieront de deux sessions de formations ainsi que d un suivi/coaching, distance et in-situ (dans leur m dia ou dans la capitale si le d placement de l expert e n est pas possible), l ensemble de l accompagnement p dagogique s talant sur au moins 08 mois.
Suite la formation et l accompagnement dans le d veloppement d un format innovant fait par les jeunes, chaque m dia re oit un appui technique et financier afin d assurer la production d au moins une mission par mois sur une dur e de deux ans. L appui se traduit par :
la prise en charge de deux journalistes ( mi-temps) et deux techniciens ( mi-temps) dans les trois m dias s lectionn s pour la production d'une mission par mois sur une dur e de deux ans ;
un accompagnement de chaque m dia dans la pr paration des missions, dans l identification et le coaching des jeunes par un expert local ;
l achat de mat riel (deux kits/m dia avec cam ras mobiles, tr pieds, micros).

Org. Setting and Reporting
This position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA), which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This temporary job opening is being advertised for the position of Head of Unit /CMCoord, Access and Humanitarian Response Coordination, based in Niamey, Niger. Under the overall supervision of the Head of Office, the incumbent reports to the Deputy Head of Office, OCHA Niger.
Responsibilities
Within delegated authority, the incumbent will manage and lead the CMCoord, Access and Humanitarian Response Coordination Unit to ensure appropriate application of CMCoord principles, appropriate monitoring of humanitarian access and work timely humanitarian response coordination to ensure that gaps are addressed known and timely addressed through high quality response monitoring.
Summary of key functions:
Information collection and analysis in support of Humanitarian Analysis and Response.
Humanitarian Response Coordination and Information Sharing.
Advice on Civil-Military Coordination Mechanisms.
Development and implementation of the agreed upon access strategy.
Monitoring and Reporting on access issues and suggestion of corrective or advocacy modalities.
Civil military Coordination and Access Policy:
Lead a coherent, strategic and coordinated approach to humanitarian access, civil military coordination and protection related issues.
Lead CMCoord mechanisms / Access working group established in Niger and establish the necessary links with Senior Military Officers in International Military Forces and National Military Forces, Military Liaison Officers, and personnel in UN agencies, including any relevant access and civil-military coordination personnel of appropriate NGOs at national and regional levels.
Facilitate a coherent and coordinated humanitarian approach towards military actors and in consultation with the Humanitarian Country Team
Sensitize and make available to military commands the documentation of the humanitarian principles and humanitarian community's structures, mechanisms and decision-making processes.
Share civil-military coordination information to humanitarian actors; facilitate civil-military coordination meetings.
Serve as a senior policy officer; advise on overall policy direction on issues related to humanitarian access (access working group TORs, access strategy, implementation and monitoring plan), civil military coordination and protection; and, more generally, promote initiatives to safeguard protection principles including safe and equitable access, to minimize protection risks and build and maintain humanitarian acceptance.
Prepare policy position and strategic papers on humanitarian access-related issues and reports on civil-military coordination issues for presentation to various agencies throughout the UN system and HCT members.
Monitor, analyze and report on humanitarian access, conflict trends, humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area.
Humanitarian Response Coordination / Inter-Cluster Coordination:
Provide substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.
Manage the planning of inter-cluster coordination group (ICCG) meetings and implementation of action points and ensures effective dialogue between the ICCG and the humanitarian country team (HCT).
Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
Contribute in strengthening the working relationships between sector/cluster coordinators and their focal points based in the field and organize joint field assessments whenever required.
Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, the media, etc.
Organize follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on important issues.
Assist the government of Niger in capacity-building for handling emergency situations in collaboration with area experts and ensures the subsequent monitoring of these activities.
Analysis:
Compile analyze and report relevant humanitarian, social, economic and political information, disaster relief/management or emergency situations, statistical data, research and providing high-quality analytical reports for further processing by the PI and Reporting Unit.
Organize and prepares studies on humanitarian, emergency relief and related issues.
Draft and prepare regular situation papers/reports highlighting relevant operational factors affecting the humanitarian situation and response efforts.
Prepare or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
In close collaboration with the Information Management Unit providing substantive information input for the preparation of respective UNOCHA products.
Serves as the primary focal point on specific topics or policy-related issues related to humanitarian access, civil military coordination and protection; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.

Education
Advanced university degree (Master s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressive responsibility in Humanitarian Affairs management is required.
A minimum two (2) years experience in support to field coordination within a humanitarian context is required.
Experience in Access and /or UN Civil-Military coordination is required
Familiarity with UN policies, rules and procedures, particularly in relation to humanitarian response and coordination, and knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance is desirable.
Ability to research, analyze, evaluate and synthesize information is desirable.
Ability to express clearly and concisely, ideas and concepts in written and oral form is desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in French and English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This temporary position is intended to fill the functions for the duration of 364 days with the possibility of extension. The selected candidate is expected to start as soon as possible.
A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013 " Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Des d plac s et des refugi s sont les populations les plus vuln rables et des r ponses aux besoins de protection sont mises en place.
Responsabilit g n rale
- Il/Elle assure la correcte gestion administrative/financi re et le caract re soutenable de la coordination pays, et des coordinations de zones (si pr sentes), en pr parant les budgets de coordination et en contr lant la r daction des budgets des projets.

Niger is a landlocked country of 20.7 million people, most of whom live in rural areas (84%). The population is young, with 52% of Nigeriens being under 15. Nearly half of the population is poor (45.1%), despite reductions in the poverty rate over the past decade. The country, which ranked 188/188 on the 2018 Human Development Index, sees its development constrained by several factors: climatic conditions that hinder rural development, vulnerability due to the absence of economic diversification, high population growth, gender equality issues, low levels of literacy and education, and the size and landlocked nature of the country, which obstruct the provision of essential goods and services to the population.
In addition, Niger is confronted to recurrent crises. For many years, the country has suffered from chronic food insecurity, and faced food and nutrition crises in 2010 and 2012. ORGANIZATIONAL CONTEXT
IDLO enables governments, empowers people and strengthens institutions to realize justice, peace and sustainable development. We contribute to creating stable and inclusive societies where every person can live free from fear and want, in dignity and under the rule of law.
The Sahel region faces security and development challenges that are particularly acute. Respect for the human and other rights of local communities and trust between security and defense forces and these populations is essential to restoring peace and stability in the region. Together with its partner UNODC, IDLO is launching a program to strengthen the criminal justice chain to be implemented in the border area between Burkina Faso, Mali, and Niger. IDLO's program component is aimed at strengthening traditional criminal justice systems, in order to contribute to the restoration of trust between the institutions of the penal chain and the people. This five-year program takes a very innovative and reflective approach, adapted to the context and designed to respond effectively to the needs of local justice. The core of the approach is to create coordination mechanisms for the justice sector at the local level, in the affected regions, and capacity building.
THE POSITION
Under the direct supervision of the Program Lead, and with technical direction from the Security Advisor, the oversees the security infrastructure in the designated IDLO Office, ensuring that the appropriate measures and policies are in place and that emerging security and safety issues are responsively addressed.
The FSO monitors security issues in the assigned field location and ensures employees are provided with all necessary security training and equipment. The incumbent further facilitates compliance with respect to all security policies, procedures, and practices, and advises on all necessary IDLO security directives/instructions.

LA POSITION
Sous la supervision directe du charg (e) de programme et sous la direction technique du conseiller en s curit , le responsable de la s curit sur le terrain (FSO) supervise l'infrastructure de s curit du bureau d sign de l IDLO et veille ce que les mesures et les politiques appropri es soient en place, les questions de s curit sont trait es de mani re r active.

ORGANIZATIONAL CONTEXT

The Sahel region faces security and development challenges that are particularly acute. Respect for the human and other rights of local communities and trust between security and defense forces and these populations is essential to restoring peace and stability in the region. Together with its partner UNODC, IDLO is launching a program to strengthen the criminal justice chain to be implemented in the border area between Burkina Faso, Mali, and Niger. IDLO's program component is aimed at strengthening traditional criminal justice systems, in order to contribute to the restoration of trust between the institutions of the penal chain and the people.
This five-year program takes a very innovative and reflective approach, adapted to the context and designed to respond effectively to the needs of local justice. The core of the approach is to create coordination mechanisms for the justice sector at the local level, in the affected regions, and capacity building.
THE POSITION
The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO s global program portfolio for field and non-field locations in line with organizational strategy.
Under the direct supervision of the Regional Manager Sahel, the Program Lead engages with internal and external functions in order to develop and manage large/innovative programs including developing the design and management of the complete work and staffing plan, budget. The Program Lead represents IDLO with Partners, IDLO HQ staff and Government officials, technical advisors and experts, donors and civil society.
Summary of key functions:
- Oversee program implementation and ensure that all project phases are consistent with the project design and delivery schedule, and in line with IDLO processes and procedures.
- Monitor program activities to ensure program compliance with donor contracts and procedures and that program cycle quality controls are in place.
- Program Development and Program Representation.
- Responsible for the day to day management of IDLO Field Program Office by ensuring that the activities are carried out efficiently and effectively, as well as in a timely manner to achieve the desired results.
- Assist the Program Manager, Sahel Initiative.
Results Expected
Oversee program implementation, including work planning, budget management, monitoring, and reporting, and ensure that all phases of the project are consistent with the project design and delivery schedule, and IDLO processes and procedures.
Monitor program implementation issues, including revisions to project design and work plans; make decisions for timely and optimal course corrections;
Maintain oversight of the overall financial management, accurate financial forecasts, including reviewing financial reports and identifying areas of over- or under-spending, and flagging any urgent budgetary issues;
Review and provide inputs to annual and quarterly reports; clear the submission of financial and narrative reports; highlighting the value and impact the program/activity brings;
Design, research, draft, and edit legal working papers, memos, briefs, and other original materials in the field experience, and utilize these materials for the development of relevant outputs;
Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts.

Education

Experience

TERMES ET CONDITIONS

ORGANIZATIONAL CONTEXT
IDLO enables governments, empowers people and strengthens institutions to realize justice, peace, and sustainable development. We contribute to creating stable and inclusive societies where every person can live free from fear and want, in dignity and under the rule of law.
The Sahel region faces security and development challenges that are particularly acute. Respect for the human and other rights of local communities and trust between security and defense forces and these populations is essential to restoring peace and stability in the region. Together with its partner UNODC, IDLO is launching a program to strengthen the criminal justice chain to be implemented in the border area between Burkina Faso, Mali, and Niger. IDLO's program component is aimed at strengthening traditional criminal justice systems, in order to contribute to the restoration of trust between the institutions of the penal chain and the people.
This five-year program takes a very innovative and reflective approach, adapted to the context and designed to respond effectively to the needs of local justice. The core of the approach is to create coordination mechanisms for the justice sector at the local level, in the affected regions, and capacity building.
THE POSITION(S)
The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO s global program portfolio for field and non-field locations in line with organizational strategy.
In Burkina Faso, Mali and Niger, IDLO works to improve the delivery of criminal justice and to that end provides support to and works together with institutions in the penal chain, civil society organizations, and justice seekers and their communities.
Under the direct supervision of the Program Lead, the Criminal Justice Program Manager supports the implementation and development of programs, by guiding the program team, representing IDLO vis- -vis counterparts at the national level and liaising with the Regional Office in Bamako, IDLO s Headquarters in Rome and Branch Office in The Hague.

Results Expected
Responsible for program implementation and development:
Ensure the implementation of the activities included in the logical framework and the work plan, those related to or resulting from the consultation frameworks, as well as those carried out directly, including those on gender issues, in collaboration with the 4 field program coordinators, implementing partners and experts
Responsible for the development and launching of calls for proposals from implementing partners, assuring that these reflect both the needs identified by the Cadres de Concertation and the priorities and objectives set in the program logic framework
Conduct regular missions to the workplaces of the regional program coordinators for which he/she is responsible for participating in the monthly meetings of the Cadre de Concertation (penal chain coordination platforms)
Support the evaluation and selection of proposals received from implementing partners and the subsequent process of issuing sub-grant agreements
Develop proposals for new activities to be implemented directly by IDLO based on lessons learned and best practices from past or similar experiences
Develop the terms of reference, including deliverables, of the various consultants and implementing partners that will contribute to the achievement of these activities
Support the Program Lead in the oversight of implementing partners and consultants (direct activities); guide and coordinate all their activities and review all their deliverables with the support of the 4 regional program coordinators, in order to ensure their quality and implementation within the given deadlines and budgets;
Identify and report in a timely manner any challenges or changes in the context (legal or otherwise) that could affect the strategy, objectives, results or activities of the Program and make recommendations for timely and optimal reorientation
Identify project and team successes and lessons learned and oversee documentation designed for internal and external sharing of information
Support the Program Lead in developing narrative reports for donors in collaboration with the Regional Office
Provide legal expertise in the field of criminal justice programming:
Design, research, draft legal documents, memos, briefs, and other original materials in the field experience, and utilize these materials for the development of relevant outputs;
Assist the country team to produce expected results including providing a legal analysis.
Act as the focal point in the country for any legal matter in the field of criminal justice.
Stay abreast of relevant legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for guidance or information on these issues.
Lead the Field program coordinators team, ensuring effective, efficient, result-based and timely delivery of activities and results:
Provide clear direction to the team, assuring performance management and addressing personal development through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multicultural setting.
Develop the quarterly work plan of the program team and validates the individual work plans of the 4 regional program coordinators.
IDLO Representation:
Represent IDLO in program events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions; CSO's and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs.
Act as Deputy of the Program Lead in his/her absence as per the rules in force.
IDEAL CANDIDATE PROFILE
Education
- Master s degree (or equivalent) in Law is required,
- Additional degrees in International Relations Development Studies or another pertinent field is highly advantageous
Experience
- Minimum 5-7 years of significant relevant professional experience within an international organization, INGO, designing and implementing complex programs in capacity development and Rule of Law Programming.
- Managerial experience is required.
Language
- Excellent spoken and written knowledge in French and English is required
- Knowledge of any relevant regional/local languages would be an advantage
Specific knowledge, skills, and behavioral competencies
- Familiarity with standard program and data management tools, as well as results-based management and monitoring and evaluation principles;
- Sound expertise in the field of administration of criminal justice.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of another ICT software and internet software.
- Works well with others and actively participates.
- Shares information contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. TERMS AND CONDITIONS
The successful candidate shall receive an Affiliate contract of 12 months, with possibility of extension subject to performance and availability of funding.
For this locally recruited position, IDLO shall offer a monthly basic salary in EURO based on local market conditions and a benefits package including provident fund contribution, medical and, leave entitlements in accordance with IDLO Employee Regulations and Rules.
This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.

LA POSITION
Le D partement des programmes joue un r le central dans la gestion et la coordination de l ex cution des programmes et le d veloppement des capacit s. Il est responsable de la mise en uvre du portefeuille de programmes mondial de l IDLO pour les sites de terrain et hors terrain, conform ment la strat gie de l organisation.

Concevoir, rechercher, r diger des documents juridiques, des notes de service, des notes de synth se et d autres documents originaux faisant partie de l exp rience sur le terrain, et utiliser ces documents pour d velopper des produits pertinents ;
Aide l quipe du pays produire des r sultats attendus y compris en fournissant une analyse juridique ;
Agir en tant que point focal dans le pays pour toute question juridique dans le domaine de la justice p nale
Se tenir au courant des v nements, tendances et / ou d veloppements juridiques, politiques, sociaux et conomiques pertinents et li s au programme ; r pondre aux demandes internes et externes de conseils ou d'informations sur ces questions
Diriger l quipe des coordonnateurs de programmes sur le terrain, en veillant ce que les activit s et les r sultats soient ex cut s de mani re efficace, efficiente, ax e sur les r sultats et en temps voulu :

ducation
- Un dipl me d' tudes sup rieures (ma trise ou niveau quivalent) en droit est requis.

Exp rience
