IOM Iraq is seeking a consultant to develop a durable solutions toolkit to support relevant actors in the roll out of durable solutions programming, particularly interventions related to the departure of IDPs from camp-based areas of displacement. This toolkit would include minimum implementation standards (in relation to Durable Solution Programming in considerations of the IASC Durable Solutions framework. The objectives of the consultancy is to enable a sharing of best practices and encourage capacity building amongst relevant actors. The toolkit should build upon already existing tools, tested material, and frameworks developed by the IOM Iraq Returns and Recovery Unit (RRU) and Returns Working Group.

Core Functions / Responsibilities

Build capacities among partners to plan and implement for durable solutions programming.

Develop durable solutions toolkit with a primary focus on returns of specific to the Iraq context and advocacy material to support efforts related to relocation and local integration.

Collaborate with Returns programme team, DTM, and Returns Working Group to finalize content for toolkit.

Correspond with Public information team and Monitoring and evaluation team for supplementing material annexed to the tool kit to support strategic communications efforts and assist in measuring program impact.

Conduct field visits and interviews with programme staff and beneficiaries

Conduct desk review of existing Iraq specific durable solutions related tools and strategies and global material.

Conduct a rapid assessment of field interventions to draw material for the production of governorate specific lessons learned case studies.

Facilitate a review session with the IOM Iraq Return and Recovery Durable Solutions technical and operational leads, DTM, and the Returns Working Group for feedback, comments, and endorsement.

Outputs and Deliverables:

Field visits and interviews with programme staff and beneficiaries

A detailed work plan developed in close cooperation with the IOM Iraq RRU Returns technical and operational teams and Returns Working Group, with coordination with internal units.

A Iraq specific toolkit consisting of:

a) Operationalizing returns: tools, assessments, and standard operating procedures and training materials (English and Arabic) for partners and relevant actors.

b) Standardized template for durable solutions programming primarily related to returns and relocation

c) Checklists for the toolkit in consideration of protection mainstreaming and Age-Gender diversity

d) Governorate specific lessons learned case studies (Ninewa, Anbar)

e) Durable Solutions advocacy briefs specific to Iraq

f) Partners training curriculum

g) Durable solutions monitoring tools and standard operating procedures

With Key Considerations of the below:

Alignment with IASC Durable Solutions Framework and Iraq Principles Return Framework

Centrality of protection

Community inclusive

Age-gender diversity, Communications with Communities, Accountability to Affected population

Required Qualifications


Master s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

University degree in the above fields with seven years of relevant professional experience.

Experience & Skills

Minimum 5 years of relevant international experience in Advocacy, Protection, Durable Solutions, Humanitarian, Mass Communications, Stabilization programming.

Experience working with displaced populations.

Familiarity with programmatic issues surrounding relief to recovery transition, including good understanding of early recovery principles.

Experience working in conflict and post conflict settings. Familiarity with the Iraqi context or similar contexts would be an advantage.


Fluency in English and Arabic is required.

Any other language is an advantage.
