Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as the ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.

The Area Manager will be responsible for ensuring high quality and cost-effective programme/project implementation within the designated geographical area, in this case, North Area Office with the duty station in Maz r-e Shar f.

The Area Manager reports to the Head of Operations and directly line manages the Security & Access Coordinator, Project Managers/Coordinators, Support Coordinator, Field Office Coordinators.


Line management of senior project staff and support functions (and Field Office Coordinators) in the area Member of the Country Management Group (CMG)Mentoring and capacity-building of key staff with a view to facilitating Afghans assuming management positions within the area officeCompliance with and adherence to NRC policies, guidance and procedures Provide area specific input on CC strategies, Country Strategy and Plan of Action Organize grants opening and closure meetings at area level Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources). Assess needs, develop emergency response and implement response plans Ensure optimal use of resources within the allocated project budgets and CC strategies Represent NRC and networking on the area level Ensure that capacity building is provided to all staff in the area Ensure the overall security and safety of staff in the area Promote the rights of IDPs/returnees in line with the advocacy strategyCoordinate NRC programme activities with authorities, United Nations agencies and other national and international agencies/organisations in the area Lead the area Grants management with the coordination and technical support of the grants unit; Ensure quality documentation of all NRC activities at area level In collaboration with the Security Manager, ensure that the Security Plan for the area is updated regularly Through close monitoring of the context, develop approaches and activities ensuring the promotion of the Do No Harm principle

A university degree with at least 3 years experience as an Area Manager/senior manager in a humanitarian/ recovery context. Previous experience with NRC as an Area Manager is essentialPrevious experience from working in complex and volatile contexts Someone with solid experience leading teams.Proven history of successful representation; building and maintaining relationships with local authorities, partners and other humanitarian actors.

Contract Duration: Fixed-term, but effective start and end date subject to negotiation with the successful candidate

This position is open to internal candidates only.
The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.
An approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for a visa to Afghanistan.
