Project Summary

CCP will be implementing the USAID Apa Patsogolo (APA) Activity that will use state-of-the-art, evidence-based techniques to stop new HIV infections and lessen vulnerability of orphans and vulnerable children (OVC), their caregivers, and adolescent girls and young women (AGYW). Much of the work will expand the progress that has been made by the USAID One Community Program in supporting OVC and AGYW to include additional health facilities and catchment areas. The project will work closely with other DREAMS and facility partners to expand and improve access for OVC and AGYW to comprehensive sexual and reproductive health services in select high burden districts in Malawi.

Essential Duties and Responsibilities

Technical Lead, Strategic Information will lead key activities related to monitoring, evaluation, accountability, and learning for the program.S/he will lead the design and development of the monitoring, evaluation, and reporting (MER) system and will be responsible for implementing the system, including targeting, tracking, and reporting indicators according to PEPFAR standards.S/he will be responsible for the management of data collection and will define data quality standards and procedures.S/he will lead the design of the overall project learning strategy, including leading impact evaluations and other necessary evaluation exercises.S/he will ensure data is reported on the Malawi DREAMS database and is shared with partners and donors, when required.


The proposed Technical Lead, Strategic Information must meet or exceed all of the following specific requirements:

A senior technical expert with an advanced degree or commensurate experience on data collection, monitoring and evaluation including familiarity with digital applications, as well as information systems with DHIS2 platforms preferred. Masters degree or higher in public health, social sciences, and related fields.At least 5 years of progressive experience working on monitoring and evaluation for large donor-funded projects, with HIV-related expertise highly preferred.Thorough knowledge and experience collecting and analyzing quantitative and qualitative data to contribute to the program s learning agenda and program adaptive management.Strong familiarity with USAID/PEPFAR reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning.Demonstrated experience in designing and implementing novel quantitative, qualitative, and evaluation research projects, including development of IRB protocols for review and approval.Demonstrated strong writing skills both for program and research purposes.Experience interacting with U.S. government agencies, including Missions. PEPFAR experience preferred.Fluency in written and spoken English.
