Consultant of Assessment of The Situation of Children and Families with Disabilities in Yemen

The role
The overall objective of the assessment is to enable Save the Children Yemen to develop a thorough analysis and understanding of the barriers to access and use of services faced by children and families with disabilities within Save the Children s work and that of its partners. This will enable Save the Children Yemen to develop a clear programme strategy and disability inclusion action plan that addresses barriers to access and use of services amongst children with disabilities in order to achieve a more disability inclusive programme.

Key areas of accountability
The Assessment will employ mixed methods to understand the barriers to access and use of services faced by children and families with disabilities within Save the Children s work and that of its partners.

It should capture the below:
* Context analysis on the situation of children with disabilities in Yemen reflecting the purpose of the assessment and the methodology stated above, including available statistics and population data, its sources and comparative analysis and available disaggregation by type of disability.
* An analysis of the legal framework relating to the rights of children with disabilities in Yemen, as well as the domestication, popularisation and implementation of the UNCRPD. as well as the relation and linkages between the UNCRPD and the United Nations Convention on the Rights of the Child (UNCRC)
* An analysis of national and local services such as health services, functional rehabilitation services physiotherapy, occupational therapy, psychosocial or mental health services, assistive service providers both national and international specifically prosthesis and community based rehabilitation services.
* An analysis on the barriers on access to services for children with disabilities within the Yemen context thus: Environmental, Institutional, Attitudinal and Communication barriers within the 5 thematic areas of programming for SC Yemen based on secondary and primary data collection.
* Mapping of national and international disability expert organizations working in Yemen and national or local DPOs working with children with disabilities and the different services and activities they offer their member and the community at large.

Qualifications and experience
* Master s degree or an equivalent degree relevant to disability inclusion and gender programming in emergency context.
* Fluency in written and spoken English
* Fluency in written and spoken Arabic will be an added advantage
* Extensive experience and specialization in disability inclusion and gender programming. Specifically, in implementing disability inclusion within emergency context and within country strategies and programs.
* Proven track record in assessments and analyzing issues pertaining to the inclusion of children with disabilities
* Great understanding of the cultural, social and political aspects of disability ,specifically, in regards to the legal framework on disability inclusion, gender biases faced by women and men with disabilities as well as a child perspective to disability rights
* Experience in system s strengthening approaches in contexts in between a humanitarian and development stage.
* Great attention to details, analysis and presentation of data collection and research findings and excellent writing skills in English. Arabic is an advantage.
* Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
* Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
* Ability to work independently.
* Previous experience of working with persons with disabilities in Yemen as well as knowledge of Save the Children s systems and thematic areas is an advantage.

Contract length: 45 working days
