Introduction

The International Labor Organization (the ILO) is a U.N. agency committed to bringing together governments, employers and workers of 187 member States, to set labor standards, develop policies and devise programmes promoting decent work for all women and men. Since the early 1950s, the ILO has been providing technical cooperation to countries on all continents and at all stages of economic development. Projects are implemented through close cooperation between recipient countries, donors, and the ILO, which maintains a network of country offices worldwide.

Background**

In Ethiopia, the International Labour Organization (ILO) has developed a comprehensive response to a need expressed by the government, employers and workers organizations to advance decent work and inclusive industrialization in key priority sectors identified in the Second Ethiopian Growth and Transformation Plan (GTP II). This response titled Advancing Decent Work and Inclusive Industrialization in Ethiopia is a project intervention that will focus on the textile and apparel sector and will also include additional vital sectors to the Ethiopian economy.

As part of this intervention, the ILO will implement its training programme - SCORE (Sustainable, Competitive and Responsible Enterprises)that aims to improve the productivity, competitiveness as well as working conditions in both export oriented and domestic factories.

Objective **
The objective of this notice is to engage relevant institutions and their staff as Enterprise Trainers and consultants (ETs) and implement SCORE in enterprises operating in their respective industries. The service can be in any part of the country as applicable. All services provided by the ETs should lead to detectable and measurable changes in productivity, knowledge, attitudes and behaviors of managers and workers of enterprises that participate in the programme. In addition, workers and managers should gain a better appreciation of the importance of good communication, teamwork, and workplace organization. The SCORE programme tracks the adoption of different manufacturing and working conditions and practices through baseline and progress assessments. Enterprise Trainers will be introduced to Key Performance Indicators (KPIs) to measure value added per production worker and labor-hour, inventory turnover, injury rate, on-time delivery rate and material scrap and other productivity related indicators.

Methodology

The SCORE Training delivery mechanism involves (a) Training of Trainers (ToT) workshop (b) Training of Enterprises (ToE) workshop and (c) enterprise advisory services. During the ToT workshop selected institutional consultants will be trained by subject matter experts on the SCORE Training content and methodology, focusing on how to improve enterprise productivity and efficiency, quality improvement, workplace cooperation and workforce management as well as occupational safety and health and human resource management. During the ToE workshop, the institutional consultants who participated in the ToT workshop are expected to train enterprises in the SCORE Training content and methodology. The ToE workshop can be delivered in a classroom and factory floor. The ToE workshop is followed by enterprise advisory service where the institutional consultants visit enterprises a total of at least three times to ensure that the enterprises are incorporating the lessons learnt and attaining their productivity targets.

All interventions involve consultation with the ILO SCORE technical team based in Ethiopia and Geneva. Factory owners/managers and workers/worker representatives within each factory should be consulted before availing training and other advisory services. The institutional consultants are expected to register factories and undertake preliminary baseline assessments of the participating factories. All enterprise level improvement plans should incorporate gender related topics.

Upon successful completion of the above steps, the individual consultants will be certified as SCORE Enterprise Trainers and they can independently train enterprises in Ethiopia following the SCORE training content and methodology.

Responsibilities of institutions/SCORE trainers/advisors
Among others, service providers shall undertake the following key responsibilities:

fully participate in the SCORE ToT and implement ToE cycle right after completing the ToTplay three key roles while working with enterprises, namely trainer, facilitator and advisor rolesestablish productivity improvement consultative committee (picc) that will be responsible to initially provide services to at least two Ethiopian enterprises over a period of 3-4 monthsmonitor the sustainability of productivity and quality improvement practices by enterprises. This can be done through regular enterprise visitsThe institution will be provided with tool to capture data and report evidence-based enterprise improvements based on agreed KPIs.

the institution is highly expected to embed SCORE methodology in its service offerings and gradually start providing paid services to any sector of the economy.
Educational background and required skills from SCORE trainers and advisors
Essential criteria:

Degree in a relevant topic. Including, but not limited to, (industrial) engineering, business administration and similar enterprise development professions

Knowledge and experience of management or consulting and familiarity to the following concepts would be advantageous: Quality management
Lean manufacturing
Occupational Safety and Health (OSH)
Human Resource Management (HRM)

Capacity to persuade enterprise staff at all levels to make changes and to communicate technical information in a simple and clear way

High level of analytic capacity. Including capacity to collect, analyse and interpret data, and to identify key problems within enterprises

Problem solving skills and systematic approach to problem-solving

High level of competence in word and excel

Should secure the interest of enterprises for the SCORE Training

Effective at training adults. Including strong presentation and facilitation skills

Ability to work and communicate in English and knowledge of local languages.*Desirable criteria:*

High level experience in enterprise development and experience of managing change in organisations Supervision and Reporting

ILO team will provide expert support during the implementation of the first cycle

Regular reports shall be submitted to the ILO and enterprise managers.
