The Pacific is one of the most disaster-prone regions in the world with very high percentage of the country's population and infrastructure vulnerable to disasters.Adding to this continuous threat is often the low capacity of countries to reduce risks and manage the disaster. Disaster-related economic losses in Pacific island countries, as a percentage of gross domestic product (GDP), are higher than almost anywhere else in the world. Of the 20 countries with the highest average annual disaster losses relative to GDP in the world, eight of these are Pacific Island Counties (PICs) including Vanuatu, Tonga, Solomon Islands and Fiji, who are also target countries for this project.

Climate change is already affecting the islands of the Pacific and most islands are experiencing climate change impacts on communities. While many PICs now have a national disaster management plan, very few are specific to education and school communities and much less focus on building resiliency of children and communities; to cope and address disasters. There is a need for development of a school-based disaster risk and resiliency preparedness strategy that will not only focus on preparedness, but also to develop knowledge to institutionalize the culture of safety and resilience of all school communities on disaster and climate change. Therefore, this requires a focus on two main themes of safe learning environment and preparedness of the school community, and targeting of national and local education authorities, schools, students and communities. This links closely to UNICEF Pacific's five-year multi-country education program, which aims that: By 2022, more pre-primary and lower secondary school-aged children particularly the most vulnerable, are in school and learning.

The main strategy for achieving the outcome of "The education system at all levels have increased capacity to build resilience and prepare children and school communities to respond to emergencies and disasters particularly in target countries and are able to respond to emergencies" is capacity development through provision of technical assistance to national, sub-national education authorities, schools and their communities. The strategy will also focus on strengthening capacity of families and communities through provision of and access to information and tools that will support their efforts in Disaster Risk Reduction (DRR).

Following the category 5 Tropical Cyclone (TC) Pam in Vanuatu in 2015, TC Winston in Fiji in 2016 and TC Gita in Tonga in 2018; issues relating to health, water, sanitation, hygiene, nutrition, education, safety and protection psychosocial were key factors identified throughout the emergency response and recovery efforts. In particular for women and children in areas worst affected by the disaster. The Ministry of Education (MoE), in the respective countries is the lead in ensuring school safety in the provision of quality basic education. As part of its efforts on school safety and resilience, Ministries of Education with support from UNICEF, are working together to strengthen capacity at regional, national, sub-national and school-levels. As such, MoEs in Fiji, Tonga, Solomon Islands and Vanuatu with UNICEF support, have developed a handbook and training guide for School-Based Disaster Risk Reduction (DRR) and Resilience Building for the targeted countries. To complement this, UNICEF is also supporting MoE/NDMO in conducting training the trainers for members of the Education in Emergencies Committees in the in the targeted countries in each country on the use of the handbooks and materials. The Education in Emergencies (EiE) Committees have different member organizations for different countries for instance; The Education Cluster Technical Working Group in Fiji consisting of Ministry of Education Heritage and Arts (MEHA), NDMO, UNDP, Non-Government Organizations (NGOs) such as Save the Children, Red Cross, Fijian Teachers Association and Partners in Development Fiji; The Education Emergencies Committee in Tonga consisting of Ministry of Education and Training (MET) national and District officers, National Disaster Management and Emergency (NEMO), Red Cross; Education Emergency Committee in the Solomon Islands- Ministry of Education Human Resource Development (MEHRD), NDMO, Save the Children and Seventh Day Adventist Church; and Education Cluster Ministry of Education and Training (MOET), NDMO, Save the Children, Adventist Development and Relief Agency (ADRA) Oxfam and Care. The EiE committees in the four countries have taken on board the responsibilities of supporting schools not only on response but also emergency preparedness, Disaster Risk Reduction and Building Resilience.A key component of this work includes inclusive and participatory school community engagement. There are currently no multi-media resources available for school community consultations and as such, UNICEF is supporting activities for the development of appropriate and contextual resources/media products to aid interpersonal communications at community level. These activities include the development of a communication plan as well as a multi-media package with relevant information on health, water, sanitation, hygiene, nutrition, education, safety and protection, as well as psychosocial support. This phased approach for school-based DRR focusses on tracking targeted implementation in select provinces and school communities only, with an aim to demonstrate effective modalities for potential scale-up.

How can you make a difference?

UNICEF is seeking an expert consultant to develop one (1) adapted school community engagement package for each of the four (4) selected countries [total of four (4) school community engagement packages for Fiji, Solomon Islands, Tonga, Vanuatu respectively] to increase understanding and enhance community engagement relating to school-based disaster preparedness and response.

To qualify as an advocate for every child you will have

The consultant is expected to have the following qualifications and/or be able to mobilize the required expertise to fully complete the task.

Qualifications

At least 8 years proven work experience in graphic design, and /or illustration, and /or multimedia, and /or animation

Preferred Knowledge, Skills and Experience

In relation to Multimedia and moving image, demonstrated knowledge of Adobes Premier, and/or any other multimedia software

Proven experience in developing communication for development (C4D) and social and behaviours change communication materials through participatory processes and in strategizing the dissemination and utilization of the materials at the community level.

Knowledge and experience working with UNICEF Pacific brand and imagery

Previous work experience in the Pacificwork experience in Fiji, Vanuatu, Tonga and/or Solomon Islands, an added advantage.

Personal/organizational Competencies

A high level of organizational and coordination skills

High level of attention to detail

An excellent command of the English language both written and oral

Ability to produce quality work within a deadline and under pressure

Highly developed communication skills

Motivated and has the ability to work independently as well as in a team environment

Interest in social and electronic media, networking and developing communications
