Position Summary:

Working closely with the Technical Director in the Lesotho, the Care and Treatment (C&T) Advisor is responsible for the planning and implementation of HIV care and treatment components for ICAP s proposed CDC-funded project, Accelerating Lesotho's Progress to Epidemic Control Through Health System Strengthening and Delivery of Comprehensive HIV/TB Care, Treatment and Prevention Services under PEPFAR (CDC-RFA-GH20-2045).
The position is contingent upon availability of grant funding

Major Accountabilities:

Oversees the planning and implementation of HIV C&T services, including the implementation of comprehensive, facility-based HIV care and treatment along the clinical cascade for general and key populations (KP).In collaboration with technical staff, manages the implementation and scale-up of evidence-based clinical, laboratory, and community practices to provide high-quality services and clinical care for HIV to reduce HIV-related morbidity and mortality.Supports the implementation and scale-up of evidence-based clinical, laboratory, and community practices to provide high-quality C&T services and improve clinical care.Leads or contributes to the development and revision of program objectives and work plans.Provides leadership to multidisciplinary teams involved in HIV C&T, directly supervising project staff, creating task teams to effectively implement program activities and meet objectives, and conducting regular individual supervision meetings.Provides technical assistance to project staff engaged in C&T services for supported sites and coordinates technical support to health facilities from ICAP clinical advisors in New York.Expands differentiated models of care for stable and unstable patients to improve retention, adherence to ART, and clinical outcomes.Oversees technical capacity building and transfer of technical expertise to facility health care providers in HIV care and treatment, including on-site mentorship.Coordinates with the clinical team the drafting of quarterly and semi-annual reports, as well as document lessons learned, case studies, and other materials required by the donor, ICAP in New York, or local government partners.Plans and implements project appraisal site visits by CDC/PEPFAR to ICAP in Lesotho.Manages relationships with key departments within the Ministry of Health (MOH) and facilitates effective communication.Represents ICAP in relevant technical working groups, conference and partner meetings.Performs other duties as assigned.

Education:

A Medical Degree (MD) or equivalent.

Experience, Skills, and Minimum Qualifications:

10+ years experience in delivering HIV/AIDS C&T services and program management.Clinical experience with HIV medicine.Ability to supervise technical staff, develop projects/activities, set realistic priorities, work plans, and timelines, and evaluate appropriately.Experience with health care programs in resource-constrained settings and with local government partners, preferably in Lesotho.Strong supervisory, management, interpersonal, teamwork, and partnering skills.Written and spoken English proficiency.
