We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.

We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies.Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council.Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

NRC is currently seeking a Head of Programmeto support our country operations in Lebanon.

For this key role our ideal candidate is:

A highly experienced professional, with a minimum of 5 years experience working as a Senior Manager in humanitarian or recovery context. A university graduate with an advanced university degree in a subject relevant to humanitarian action, human rights, or refugees. Strong leadership skills are a must in addition to sound knowledge of the context in the Middle East, particularly Lebanon.

We are looking for a strategic thinker, who is able to handle high-pressure environments, can build trust and empower others, and who has the ability to build alliances and influence others. Having a good sense of humour is always a useful asset.

Key Responsibilities related to this role are:

Deputize for the CD when appointed Support the development of quality standards/frameworks in NRC s core competency programming and NRC Consortia programmingEncourage greater programme integration and develop monitoring mechanisms to support the integrationResponsible for developing contingency planning and CC programmatic inputsResponsible for the development of project proposals in collaboration with Programme Management Unit (PMU), Programme Managers and Area Managers and Consortium ManagersSupport with the Accountability Coordinator and Protection Advisor to develop beneficiary feedback mechanism and internal and external referral mechanismsEnsure that all programme staff are training in NRC s project cycle management and receive appropriate technical capacity building as necessary. Ensure that programme staff actively participate in the inter-agency coordination mechanisms for the responseAccountable for the collection, collation and dissemination of programme information and analysisIdentify and communicate programme priorities to the CMGManage the Consortium Management Unit (CMU)Engagement and development of donor relationshipsAdapt the country programme to evolving context and needsLead emergency response programming as needed and contingency planning
