Civil Society Program Manager

About the job
Under the supervision of the Head of Programs, the Civil Society Program Manager will lead on the establishment of DRC Civil Society program in Iraq. This will include the direct line management of two field teams (one on Tel Afar and one in Bajii) and the implementation of all civil society program s outputs. The Civil Society PM will also contribute to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing project s activities.


Project Management and implementation

Coordinate, plan and monitor project activitiesEnsure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategyTake leadership of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, civil society and government counterparts and coordination mechanism, in synergy with other DRC interventions in the areaFormalize and develop project related operational tools and training modulesProvide input for monthly, quarterly and annual donor reportsProvide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements

Program development and strategy

Representation of DRC and active participation in sectoral and relevant sub sectors/working groupsOversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programsDevelop sector-specific tools and ensure regular discussions and coordination with sectoral PMs and technical coordinators in country officeDrive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development

Accountability and reporting

Guided by the DRC Programme Handbook and under the supervision of Tel Afar Base Manager and Salah al Din Area Manager, continuously monitor and develop relevant accountability initiatives within relevant project program as well as strengthening the effort to document the impact of activitiesEnsure compliance with internal and external reporting requirements including procurement

People Management

Lead and manage project staff members working in both Ninewa and Salah al Din, including coaching, ensuring coordination, recruitment, and capacity developmentProvide on the job training as much as required and adapt trainings/coaching to specific staff needs

Reporting to: Head of Programs Direct reports: 2 x Civil Society Specialists (Tel Afar and Bajii); 2x Civil Society Officers (Tel Afar and Bajii); 2 x Civil Society Assistants (Tel Afar and Bajii)

About you

Minimum 5 years of relevant work experience in humanitarian and/or civil society organizationsAt least 3 years of management experience in fragile contexts Previous experience in programs focusing on civil society empowerment and governance is a mustExcellent writing and editing skills for external audiences (including governments and donors)Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)Experience facilitating seminars and workshops with a participatory approachExperience with qualitative data collection (e.g. planning and facilitation of Focus Group Discussions etc.)Proven ability to engage with and act as dialogue partner and facilitator for a broad range of international actors at different levelsAbility to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.


Master s degree in relevant subject (e.g. political science, governance, international development, social anthropology)


Proficiency in English is a mustFluency in Arabic and Turkmen is a strong asset
