Overview

The Chief of Party (COP) leads the $30 million, USAID-funded Yemen Communities Stronger Together (YCST) , scheduled to end in August 2021. The program supports local level initiatives that mitigate conflict, strengthen social cohesion, promote the peaceful resolution of differences, and, where feasible, capitalize on stabilization opportunities in Yemen through: 1) regular and actionable learning, small-scale community-based service delivery and conflict mitigation projects and 2) capacity building for local institutions and organizations to serve as neutral arbitrators and peace builders and meet community and constituent needs. The Chief of Party will provide overall leadership and strategic direction for the program, working directly with the USAID Mission to ensure that project goals are achieved.

This position reports to the Vice President of Humanitarian Assistance (HA) in Headquarters (HQ), and will be based in Aden.

ResponsibilitiesProvides strategic vision and leadership for YCST in order to achieve goals and objectives Develops and implements work plan for a multi-component project with ambitious targets, and provides oversight of operational budget and performance monitoring plansOversees project planning and implementation to ensure timely, high-quality submission of technical, performance and financial reportsProvides oversight of the program s financial management and procurement systems to ensure they are compliant with USAID regulations and Global Communities policiesIdentifies and mitigates program risks and make key decisions under tight deadlines while ensuring operational and programmatic integrityImplements security protocols and provide leadership for any YCST security-related issues in close coordination with the Yemen Country DirectorLeads and directs program operations and staff Supervises the senior management team and ensures attention to component-specific priorities while ensuring overall progress towards work planPlans, organizes, distributes, and coordinates the flow of workHires, supervises, and guides staffEstablishes work plans and annual performance goals for each team member, ensuring timely and quality execution of group deliverablesMakes recommendations concerning employment, termination, performance, and other personnel actions.Ensures that Standards of Conduct, the Employee Handbook, and other corporate and applicable policies, procedures, and schedules are adhered toManages coordination mechanisms with relevant stakeholders Serves as the key liaison with HQ, government officials, UN and other NGO coordination fora, the private sector, local and international NGOs, implementing partners, and community membersKnowledge, Skills and AbilitiesDemonstrated skills and experience as a Chief of Party or senior leader managing programs greater than $20M and with a compressed implementation timeframeStrong knowledge of USAID policies, procedures, and reporting requirements requiredDemonstrated experience with USAID-compliant processes and procedures for substantial grants and/or infrastructure components within a large-scale programDemonstrated skills and experience working closely with and supporting local communities in complex and challenging environmentsDemonstrated ability to work successfully with a variety of stakeholders, including donors, local government, civil society, and private sectorFluency in written and spoken English required; proficiency in written and spoken Arabic an added advantagePrior experience in remote team managementQualificationsMinimum of a Bachelor s degree in a relevant field, such as public policy, public administration, or international development; advanced degree is desirableMinimum of 10 years of progressively increasing experience designing, leading and implementing community development, civic engagement/civil society, public administration, or institutional capacity development programs, with a minimum of 5 years in COP or DCOP rolesExperience working in a conflict or post conflict areaWorking experience in Yemen or other countries in the Middle East is preferred
