Project Summary:

The Genocide Recovery and Persecution Response (GRPR) activity is implemented by Management Systems International (MSI) for USAID. The project, implemented in Tel Uskof, Sheikhan, and Qaraqosh aims to improve the lives of women and girls in communities affected by ISIS. Activities under the Women, Peace and Security Fund aim to strengthen leadership capabilities of women and girls through negotiation training and change management, and to resolve community level conflicts and create improved access to safe public spaces for women and girls.

Community Coordinator positions are open to Iraqi nationals only. There are 3 positions: one is based in Qaraqosh; one in Tel Uskof; and one in Sheikhan.

Position Summary:

Each Community Coordinator will serve as the primary liaison between the Erbil office and staff and project partners and will represent MSI in the community. They will report directly to the Deputy Field Program Representative.


Work with MSI staff to engage the community in identifying public space like parks, community centers, and public schools for rehabilitation and small-scale construction projects that improve access to safe spaces for women and girls.Facilitate and monitor the implementation small scale construction projects in coordination with contractors, local stakeholders, partners, and MSI engineers.Monitor and inform MSI Erbil of community trends as relevant to project implementation including but not limited to security, population movements, status and needs of women and girls, and other community initiatives and actors.Liaise with and support partners on the ground who are implementing other GRPR pilot projects on negotiation, livelihoods, legal services, adolescent girls, and psychosocial support.Facilitate coordination among partners and with stakeholders as necessaryWork closely with the Erbil program team to identify needs of partners and ensure proper support is provided.Work closely with the Operations Team in Erbil to ensure all logistical needs and compliance of partners.With support from MSI's monitoring, evaluation and learning team, work closely with partners to ensure partners gather, document, and report on program activities.Gather information from partners and staff to draft and submit timely reports.


Minimum three (3) years program experience, preferably including small-scale construction and rehabilitation.Engineering degree strongly preferred.Demonstrated expertise or experience in gender programming preferred.Fluency in English and Arabic or Kurdish required (written and spoken); fluency in all 3 languages preferred.Experience engaging with local government, NGOs, and other community leaders in Qaraqosh, Tel Uskof or Sheikhan.Strong connections with and knowledge of one of the above communities.Experience working with local NGO partners and staff

These are short-term technical assistance positions (STTA). They will work on an as-needed basis. Each coordinator will work remotely with the Erbil office. They should be able to have reliable internet access. The Coordinators will be required to travel outside their community to Erbil and other parts of Iraq and Kurdistan to support project activities.
