Project Manager - YNGO Capacity Building Duty Station [Sana a-Yemen]

Who are we?
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters. DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons . These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job: Overall purpose of the role: Responsible for implementation of all aspects of the Capacity Building project (YHPF) supporting national NGOs in Yemen. Providing technical expertise and management to Project Specialists on Program, Support and Compliance capacity building components of the Project.

This role has a country-wide scope and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of national capacities, which are translated into action plans and increased humanitarian access. The role provides support and technical guidance to area operations while overseeing country wide programming Duties and Responsibilities Project Management: Manage partner selection process for national NGOs involving local authority liaisons Develop in-depth capacity building assessment in terms of program, operations, project cycle management and compliance and carry out with national NGO partners Collaboratively develop with national NGOs detailed capacity building plan to guide 15 month and capacity building partnership Collaboratively with Cluster Coordinators, develop and carry out a capacity building assessment for Cluster partners, and subsequently define and implement a capacity building program of monthly training sessions for 20 NGO staff Manage positive and productive relations with selected NNGOs across the country Coordinate, plan and monitor project activities Establish and maintain productive links between Capacity Building partners and staff, and DRC Program interventions and Support departments Take leadership of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site and in synergy with other DRC interventions in the area Formalize and develop project related operational tools and training modules Provide input for monthly, quarterly and annual donor reports Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements Program development and strategy Representation of DRC and active participation in sectoral and relevant sub sectors/working groups Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs Drive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development

Accountability and Reporting Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within project as well as strengthening the effort to document the impact and lessons learned of activities Ensure compliance with internal and external reporting requirements including procurement

People Management Lead and manage Project Specialists including coaching, coordination, recruitment, and capacity development. Provide on the job training as much as required and adapt trainings/coaching to specific staff needs.

About you To be successful in this role you must have: Experience and technical competencies:

At least 8 years experience in relevant field in an INGOAt least 5 years experience with project management and proven organizational skillsSubstantial work experience in the areas of emergency, camp management, GFD sector, especially with displaced communities can substitute education qualification.Good knowledge of relevant donor compliance regulationsExperience dealing with national partners and local/government authoritiesProfessional background in working with internally displaced persons and/or refugees Good experience in training and liaising with national NGOs Experience working in multicultural work settingsFull professional proficiency in EnglishWillingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

Moreover, we also expect the following: Required qualifications: Education: Advanced degree in political science, international development, economics or other relevant field. Languages: Fluency in written and spoken English Arabic desireable

We offer DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Yemen Sana a. Salary and conditions will be in accordance with Danish Refugee Council s Expatriate Terms of Employment. This position will be placed at Band (F Manager).
