The Multicountry HVAC support manager position based in Lebanon for MSF Belgium is related to
the fact that MSF medical activities require continue support of to ensure a healthy, safe and suitable environment for patients, medical staff and supplies by delivering the appropriate temperature, humidity and indoor air quality conditions. The latest is specifically key in the Middle-East (Lebanon, Iraq, Gaza) and South-Asia (Afghanistan) regions, where most of the complex HVAC projects are being implemented and the HVAC standards are higher than in other regions.
The Multicountry HVAC Support manager is part of the Log Support Unit (LSU) under the line
management of the Energy Team Leader. S/he will be able to give the first- and second-line support
to the field in the Middle-East and South-Asia regions. S/he will be coordinated with the Energy Team Leader and the Energy Team to improve and/or implement the MSF process, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain. S/he will allow to increase decision-making closer to the region reality: reactivity, reliability, rapidity.

The aim of the Multicountry HVAC Support manager is to implement or improve practices in the field
for an effective and efficient design, management, and use of HVAC equipment which ensure proper
air quality and comfort conditions
S/he contributes with the Energy Team Leader and the LogCells by giving feedback of the functional
status of the HVAC conditions in running projects.
S/he assists the setup of HVAC settings in starting or running missions in terms of technical needs,
human resources, trainings, and external contractors according to MSF framework.

Provide specialized 1st line support in HVAC domain for the following projects: Mossul, Gaza, Bar
Elias, Kunduz, Khost:

Support the Log Field Team on the design or assessment of complex HVAC settings.

Support the Log Field Team to organize, coordinate and follow up the implementation or rehabilitation of complex and/or large HVAC settings.

Support the Log Field Team on functional evaluation of HVAC setup as well as in proposing
new solutions.

Support the field to increase the abilities and capacities of the field team in the HVAC domain.

Improve and/or implement in the field the MSF protocols, tools and techniques related to HVAC solutions (design, installation and maintenance).

Evaluate in the field the possibilities and advantages of collaboration with the other technical families: construction, Watsan, health facilities management, biomed.

Provide specialized 2nd line support in the HVAC domain in the projects: Mossul, Gaza, Bar Elias,
Kunduz, Khost and Afghanistan Technical Unit (ATU) and contribute to the reflection on the impact
of this 2nd line support on the 3rd line developments:

Support the Log Field Team on evaluation of regional external suppliers, maintenance contracts, regional purchase and outsourced HVAC services and equipment such as chillers, air conditioners, central heating systems.Support the Log Field Team to solve interdisciplinary technical problems affecting the optimal functionality of the HVAC conditions with regards to electrical or water supply, infrastructural concerns, infection control matters, among othersContribute to ensure that each/most of 2nd line support has an impact on the 3rd line developments and has proper capitalization

Provide support to the Energy Team Leader in 3rd line support tools development, such as:

HVAC technical training adapted to the region (to the projects listed above plus the Afghanistan Technical Unit).Guidelines for designing and maintaining complex HVAC settings.Follow-up and supervise outsourced developments in the region.Job descriptions of HVAC and cold chain Referents and/or HVAC and cold chain Technicians in the region.Build a network to support the Log Community on the HVAC domain in the Region.


Engineering background in energy or mechanics.Minimum 3 years of professional experience in Energy and HVAC projects, with experience in related positionRelevant work experience in the regionRelevant work experience in health structuresCertificates in technical maintenance are an assetExperience working with MSF or another international humanitarian organisation is an assetExperience in coaching and training of staffExcellent written and oral communications skillsGood oral and written communication in English and French (Arabic is an asset)Ability to plan and organize in stressful environmentMobile & flexible

Engineering background with experience in HVACAbility to design & propose complex HVAC setups, including maintenance, planning and procurementAbility to compare technical specifications of HVAC equipmentAbility to design & deliver technical trainingsGood understanding of sustainable building design (alt. low energy building design, energy efficient building design, or passive construction energy systems) and insulation techniquesGood understanding of electricity and electrical safetyProficiency AutoCAD userGood knowledge of HVAC design software: HAP, VRV design tools, etc.


Expected starting date in February/March 2020Position based in Lebanon (Beirut) but mainly carried out (up to 75% of the time) in the field. At least 4 trips to Brussels during the year.Able to travel to all destinations (Iraq, Gaza, Lebanon, Afghanistan)1 year fixed-term field contract full-time.Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccinations are taken in charge by MSF.
