Position Summary:

We are currently seeking qualified candidates for the position of Principal Investigator for an anticipated CDC-funded award. The project will support implementation of high quality, evidence-informed case-finding and clinical care services for HIV along the clinical cascade in Cameroon. It will include implementing and supporting the best and most appropriate interventions to reach epidemic control across all age groups and populations.

The Principal Investigator will lead the project and will be responsible for achieving the project s vision and strategy, directing the project technical team, and managing critical relationships with partners and key stakeholders. The PI has overall programmatic and fiscal responsibility for the project, including achieving project results on-schedule and within budget constraints, effectively communicating accomplishments, and ensuring compliance with US government and FHI 360 regulations. The PI serves as the project s principal point of contact for funder, government, and implementing partners.

The position will be based in Yaound and will report to the FHI 360 West Africa & Middle East Regional Office Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to CDC approval.

Key Responsibilities:**

Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client-approved Results Framework and Performance Monitoring Plan.Provide effective project management systems within FHI360 s policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness.Lead the planning of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.Lead the design and development of protocols for program evaluations and provide technical oversight to preparation of research instruments, study reports, and publications.Guarantee that technical excellence is met in all project activities, including surveillance and program evaluation activities and deliverables.Disseminate results of evaluations to national stakeholders and support their use in MOH decision-making.Provide ongoing programmatic and technical support and guidance to build the capacity of government and other local partners. Maintain an integrated vision and approach for the project in achieving the results as defined in the award, while maintaining overall excellence and accountability to beneficiaries and CDC.Liaise between CDC/Cameroon and all other counterparts, implementing partners and Government of Cameroon officials involved with the program.Ensure project activities adhere to CDC and country office management policies and practices.Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.Oversee a team of senior technical, financial and program management staff for the project and ensure strong communication and coordination with and between all team members, and with relevant staff in HQ and the West Africa & Middle East Regional Office (WAMERO).Ensure financial and grants management compliance with FHI 360 and CDC rules and regulations.Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by CDC.Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

Minimum Qualifications:

Bachelor's Degree required; however, a master s degree or similar degree is preferred with at least 8+ years of program management experience including as a Principal Investigator.Familiarity with and experience working in Cameroon.Demonstrated record of peer-reviewed publications.Demonstrated experience overseeing evaluation projects and leading evaluation teams.Thorough knowledge of the HIV epidemic and HIV prevention, care and treatment strategies in Cameroon, as well as familiarity with national decision-making bodies. Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program evaluation and other research questions.Proven experience working with and building the capacity of Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels.Demonstrated leadership skills and ability working collaboratively with implementing partners, donors and host country partners and stakeholders.Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures.Strong written and verbal communication skills.Fluency in French and English.Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
