Position Description:The Libya Strategy Advisor will work with the USAID/Libya team over a four-month period to support the development and finalization of USAID/Libya s new strategy, in close collaboration with the broader USAID/Libya team.

Key tasks expected include:

Review analyses, assessments, reports, and other documents that inform the development of the strategy. Ensure appropriate synthesis of these reports to facilitate information sharing and learning across the strategy development team.Review strategic frameworks from other USAID missions that are exempt from developing Country Development Cooperation Strategies and synthesize key lessons learned applicable for Libya. Based on this review, develop a template for the new country strategy, to be approved by the USAID/Libya Country Director.Plan, organize, and facilitate the conduct of stakeholder consultation meetings with implementing partners, other donors, Libyan government counterparts, USG interagency, and other stakeholders, as appropriate, to inform input into the strategy.Plan, organize, and facilitate a Theory of Change / Results Framework workshop in Frankfurt or Tunis that brings together USAID staff and other stakeholders, as appropriate, to discuss programmatic direction under the new strategy, brainstorm theories of change, and develop a draft Results Framework.Plan and organize additional meetings and mini workshops with USAID staff and other counterparts, as needed, to finalize the substantive inputs of the strategy.Based on the input of the USAID Country Director and other USAID/Libya staff, lead the development of a draft of the new USAID/Libya strategic framework. Ensure that the strategy is developed through a collaborative process and incorporates USAID staff feedback at all stages.Based on feedback on the draft strategy, finalize strategy draft that can be circulated for final review and clearances.

Specific Deliverables:

The following specific deliverables are required:

Background and planning materials (e.g. planning matrices, synthesis documents, meeting agendas and read-outs) required for an effective, well-organized strategy development process Strategy template for Country Director approval Plan, organize, and facilitate a Results Framework Workshop Plan, organize, and facilitate additional meetings and events required to finalize substantive inputs to the strategy Finalize draft USAID/Libya country strategy and related annexes Other related tasks as may be reasonably requested in connection with this Statement of Work

Consultancy Location & Duration:This is a 4 month consultancy, of which approximately 75% time will be spent in Frankfurt and the other 25% working remotely.
