Position Overview

Pact is recruiting a Deputy Chief of Party (DCOP) for the WE Act project for the $10-15M USAID-funded Women Entrepreneurs Act project (WE Act). This is five-year project that started in 2018 and continues to 2023, which focuses on supporting young women entrepreneurs in urban areas to access the knowledge, tools, and resources necessary to succeed in the marketplace, and to enable constructive civic engagement with decision makers. The overall goal of the project is to see young women entrepreneurs improve their socio-economic status.

The Deputy Chief of Party (DCOP) is responsible for assisting with the overall coordination, management, and helping the Chief of Party (COP) to meet the project s technical objectives, manage program staff, maintain good working relationships with host government officials and local partners, manage donor reporting and ensure a high-quality delivery of services. Further, the DCOP will have primary responsibility for managing ongoing applied research and ensuring project initiatives in entrepreneurship and civic engagement are responsive to the evolving Cambodian context, working closely with the Chief of Party, project team, other Pact programs, local and international partners.

Key ResponsibilitiesEnsure high-quality technical programming through hands-on guidance and technical inputs into project activities, including activity design, programmatic deliverables, work planning, implementation, monitoring, and evaluation in coordination with the Chief of Party.Oversee day-to-day implementation of the project technical activities related to entrepreneurship, economic empowerment and civic engagement, in coordination with programmatic leads in accordance with the workplanManage applied research, ensuring that key learnings are integrated into the project strategy and activities in an adaptive manner.Under the guidance of the COP, act as co-liaison to USAID and relevant donors; develop and maintain strong relationships with host country government, civil society organizations, private sector partners, and other relevant stakeholders.Ensure that project activities reflect innovative and impact-driven practices and provide technical quality assurance through training, mentorship, technical support, and capacity building.Provide leadership and technical oversight for the project s sub-awards.Represent Pact at conferences, working groups, and meetings to support Pact s thought leadership in economic empowerment in Cambodia and the region.Promote knowledge sharing and learning in project activities, and among staff and project stakeholders.Ensure compliance with donor, Pact, and project-specific policies.Perform other duties as assigned.Directly supervise project managers and provide supervisory oversight for the WE Act programs team.Oversee regional implementation of project activities.Oversee organizational partners that are implementing sub-awards.Some time will be dedicated to the existing project portfolio and to taking a supportive role for any new business proposals.Basic RequirementsAt least 5 years of experience managing and implementing economic empowerment, governance, or civil society programs in developing or transitional countries.At least 3 years of experience in supporting women s and youth s empowerment and/or civic engagement programs in Cambodia or other Southeast Asian context.Successful track record in working with multiple stakeholders, including civil society, private sector, and government actors.Bachelor's degree in a relevant field, such as political science, public administration, public policy and at least 6 years of relevant experience (or equivalent)Professional level English ability - both written and oral.Fluent Khmer speaker (native)Preferred QualificationsDemonstrated prior experience in supporting economic empowerment and civic engagement efforts in Cambodia.Experience working with women and youth on citizen engagement and participation.Demonstrated ability to work with women and youth on economic empowerment programs, including on issues of entrepreneurship, social enterprise, value chain strengthening and MSME developmentMaster's degree in a relevant field, such as political science, public administration, public policy.Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries. Experience working on USAID contracts or cooperative agreements.Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.In depth knowledge of USAID and/or other donor regulations, systems and procedures

Technical Skills

Strong experience in one of Pact s technical areas or a support functionStrong knowledge and understanding of donor policies and regulationsHigh competence using common desktop applications and internal systemsWillingness and enthusiasm to keep learning, implement innovative approaches and mechanisms; pilot new ways of working, both technically as well as in project managementAbility to critically evaluate complex information

People Management

Demonstrated proficiency in supervising staff, including providing honest feedbackAbility to mentor others
