To develop this work from our headquarters in Brussels, the Human Resources department of the Operational Centre Brussels (OCB) is recruiting a: HR Development Mobile Implementation Officer (m/f)


The Operational Center Brussels (OCB) People Development Hub provides learning & development support to people, projects, missions & departmentsthat build capacity and capabilities to meet MSF operational needs. The most recent OCB operational strategy (2020-2023), and the HR Department 8 strategic focus areas, together with immediate operational needs, dictate the focus for learning & development in the field for the coming years. For 2020, the emphasis is on advancing induction and onboarding, on management development, and on the implementation of sound HRD strategies, policies and processes adapted to local contexts and operational goals.

In order to provide an adequate, continuing and sustainable support to our missions HR development needs of the future, and to support the vision of further autonomy and quality in our projects and missions, the People Development Hub is looking for a Field HR Development Mobile Implementation Officer (HRD MIO).

The HRD MIO will work under the direct supervision of the HR Development Referent and will be part of an HRD team consisting of the HRD Referent and one other HRD MIO. The HRD team supports missions and projects with their HR Development needs and initiatives. The HRD MIO will work in close collaboration with HR Development profiles and HR Coordinators in the field, and ad hoc with key actors in the Learning Solutions Circle team and with HR Officers in the Operational Cells.


The main areas of responsibility of the HR Development team are to co-design, develop, and support the following:

HR Development strategies, policies and processes in line with operational and mission needs

The professional development of personnel (including but not exclusively the HR Dev./ Personnel Dev. Managers) in matters related to learning & development

Analysis of learning & development needs linked to operations

The evolution and development of learning & development initiatives

Learning programs for managers and supervisors, promoting a management & leadership culture in accordance with MSF organisational values

Plan initiatives connected to strategic focus areas of operations and the HR Department

Primarily working in the field, the HRD MIO will:

Co-create, test and support the implementation of tools and processes for HR development, as relevant to particular contexts and missions

a. Support the use of assessment and needs analysis in link with operational planning

b. Support the implementation of policies and processes in any of the Employee Development cycle phases (Recruitment, Induction, Learning, Performance & Feedback, Mobility)

c. Ad hoc implementation of HRD tools, policies or processes upon missions' needs & requests, with a special focus on the development of:

i. management & leadership

ii. induction & onboarding

Co-design and facilitate learning & development initiatives in the field

a. Run workshops and other learning events including development of management & leadership and training of trainers & mentors

b. Working in close collaboration with mission &/or flex pool facilitators

c. Support and help put in place follow-through mechanisms to ensure continuity and sustainability of all initiatives

Deliver technical learning solutions & support to HRD profiles in the field

a. Secure connection, coherence and involvement of actors in the implementation of strategic focus areas

b. Contribute to the HR Dev Community of Practice and knowledge sharing

c. Participate in the organization of initiatives supporting HR development - centrally (e.g. HR Dev Week) and in the field

CANDIDATE PROFILEMinimum 1 year s field experience (preference MSF) and at least 6 months in an HRD roleMinimum 3 years of professional experience in HR development in an international and complex contextPreference for management experience in the fieldPreference for a university degree in Learning and Development, HR or related fieldStrong strategic and analytical skills; experience in facilitation and training; project management skills, proven capacity for analysis and synthesis; strong collaboration and coaching skillsStrong interpersonal and cross-cultural communication skillsTeam player and cross functional attitudeVery good aptitude for listening and dialogueFluent both in French and in EnglishAvailable for regular travel to the field (up to 70% of the time)**Adherence to our managerial values: Respect, Transparency, Integrity, Accountability, Trust, Empowerment.** CONDITIONS
