The Role

We are looking for a Policy Advisor who will be resposible:

To analyse the social, political, economic and environmental situation at the community,Governorate and national levels, sharing all relevant information with the country team and primary regional and global interfaces within Oxfam. This analysis will be of the policies, practices, communications and decisions or actions relevant to enabling community level resilience in Yemen.Based on incisive analysis, to propose well-grounded policy positions and advocacy strategies for Oxfam GB on building resilience, or elements of resilience, in Yemen and also to craft lobby and advocacy positions on these issues.To follow up and take part in the implementation of the advocacy, media and communications strategies for Oxfam in Yemen as already outlined and approved, with specific focus on enabling community-level resilience when possible. This post-holder will build on the work already undertaken in this area and work with the in-country programme teams and others where relevant to develop and maintain an ongoing relationship with relevant parties inside and outside Yemen.To support the CD, Director, Advocacy, Campaigns and Media, affiliates, and others in developing and delivering policyand advocacy work with multiple level targeting: national, regional and international if applicable.To invest in external relationships with government, bi-lateral and multi-lateral agencies in Sana'a and programme locations as appropriate to develop advocacy messages and tactics, and explore the potential of joint advocacy and lobbying work, around enabling resilience including work around social safety netsTo work with the Head of Policy and Campaigns, Country Management Team and other programme staff to ensure the integration of advocacy into programme planning and implementation. This will include creating an internal communications strategy and identifying and responding to programme staff and strategic partners needs such as advocacy training.To play active role in the clusters, thematic working groups and other key fora by providing specialist advice on issues around resilience policy and practice in Yemen by engaging in meetings and briefings.To work with the Yemen programme gender focal point, and regional and global gender advisors to ensure integration of a gender perspective into Yemen policy and advocacy work on resilience.To support the Media Lead in developing media and communications vehicles/tools and engages with national and international media outlets in coordination with the Regional Media Coordinator.To undertake other related tasks as required and agreed by line and matrix manager. For example, may undertake and commission policy research as appropriate and agreed with line management.What we are looking for

Public policy, analysis and advocacy experience is essential.Experience of undertaking policy work on resilience, including social protection,sustainable and equitable natural resource management, rural economic empowermentand gender justice is desirableExperience of working in both development programmes and humanitarian situations,and ability to integrate into one-programme-approach is desirableAbility to work with significant levels of autonomy and make prompt and sounddecisionsProven analytical skills and ability to work with others to develop strategy into actionand communicate this to a wider audienceKnowledge and experience of promoting gender equity, and an active commitment topromoting the interests of marginalized people in all aspects of programme work.Experience of project planning and project managementThe ability to meet agreed deadlines in a stressful and fast paced environment will becriticalExperience of successful teamwork: challenging, motivating, developing and inspiringteam membersSensitivity to cultural differences, and the ability to work in a wide variety of culturalcontextsHigh-level of interpersonal and communications skills both oral and written .Knowledge of the Yemeni and Middle Eastern context is desirableFluency in written and spoken English is essential, Arabic would be an advantageWe offer
