Over the past 40 years, Medical Care Development International (MCDI) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation, and hygiene; tuberculosis; HIV/AIDS; Zika; and other communicable diseases.

MCDI is currently seeking candidates to serve as the Chief of Party (Project Director) for the anticipated, five-year USAID-funded Liberia Community Health Activity. The Project aims to expand quality health and WASH services and increase the uptake of key high-impact interventions through a well-coordinated and fully functional community health program. Activities will include prevention and treatment of malaria; expanded family planning, nutrition, and immunization services; and maternal, neonatal, and child health interventions. The Chief of Party (COP) has overall responsibility to lead and manage the project and is accountable for all project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project including: vision and technical strategy; project management; documentation and communication; client and stakeholder relationships; and coordination and synergy with other MCDI projects.

This is a key position on the project team and is contingent upon award to MCDI.

Essential Job Functions:

Responsible for the overall performance and results of the project, including day-to-day oversight and management of activities and technical, operational, and administrative personnelProvide strategic leadership, vision, and direction to the project and the MCDI-led consortium for successful project implementationServe as MCDI s project representative in Liberia with regular interface with USAID, Government of Liberia (GoL) counterparts, local organizations, other donor-funded projects, and participating or technically aligned organizationsMonitor program activities against targets ensuring compliance with project planning documents, and make adjustments to ensure client and stakeholder expectations are metDevelop and oversee implementation of all project planning activities, including work planning, staffing, M&E, and financial among othersEnsure quality and timely completion of project deliverables including reporting to USAID through monthly, quarterly, annual and ad-hoc program and financial reportsDirectly supervise senior technical and administrative personnel, as well as short term technical assistance provided by consultants and MCDI staffSupervise financial monitoring and oversight to ensure project expenses are reasonable and in accordance with USAID and MCDI rules and regulations and national lawsConduct regular financial reviews and analyses of program spending to ensure cost-effectiveness and value for moneyAs appropriate, ensure collaboration and coordination with other USAID and non-USAID implementing partners and programsEnsure proactive and regular dissemination of project results and successes, in addition to overseeing other strategic communications as relevantRepresent the project on behalf of MCDI in national, regional, and international meetings and conferences (as appropriate)Ensure participatory and gender sensitive processes are promoted

Qualifications, Skills, and Experience Required:

Advanced degree in public health, health systems, health policy, international development, or related fieldSignificant experience in similar senior management roles leading technical and administrative teams for complex health projects of similar scope in Sub-Saharan African countries absolutely requiredStrong background and experience related to the management of integrated health programs, health systems strengthening, health system reform, policy analysis, and advocacy, or strategic planning for health in developing country settingsExtensive experience in client and stakeholder management, developing project work plans, budgets, and managing project implementationStrong interpersonal, verbal and communications skillsExperience leading donor-funded projects in Liberia or elsewhere in West Africa, preferably USG or USAID-fundedDemonstrated understanding of USAID administrative, management, and reporting policies, procedures, and systemsFluency in English requiredAbility to be based in Monrovia, Liberia with frequent domestic travelPreference will be given to qualified local national candidates
