Chemonics seeks long-term specialists for the anticipated USAID Healthy Mother, Healthy Baby Activity in Tajikistan. The activity seeks to improve the nutritional status of mothers and children under two, prevent morbidity and mortality, and improve the quality and availability of lifesaving, evidence-based health interventions for women and children in Khatlon Province. This activity will build on Tajikistan Health and Nutrition Activity (THNA) successes and incorporate lessons learned. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Chemonics seeks experts for the following roles, with minimum qualifications listed below:

Chief of party:

Advanced degree in a health-related discipline such as public healthMinimum 10 years of experience managing foreign donor projects. Prior USAID experience preferredExperience working with projects on maternal and child health and other health projectsStrong leadership skills and ability to build collaboration among program staff, partners, other cooperating agencies, key stakeholders, and donorsProven ability to supervise and support staff and experience managing locally hired personnel.Detailed knowledge of USAID rules and regulations, particularly related to finance and accounting, grants, and contractual compliance and oversightExcellent written and communications skillsExperience in Central Asia requiredDemonstrated leadership, versatility, and integrityEnglish fluency required; Russian fluency preferred

Deputy chief of party:

Advanced degree in a health-related discipline such as public healthMinimum seven years of direct experience providing operational support to large, complex projectsStrong interpersonal skills dealing with expatriate and local staff, as well as project stakeholders, USAID, and other donorsExperience in Central Asia requiredDemonstrated leadership, versatility, and integrityEnglish proficiency preferred; Russian fluency required

Director of operations and finance:

Advanced degree in a health-related discipline such as public healthMinimum five years of experience managing foreign donor projects. Prior USAID experience preferredExperience working on health projectsProven ability to supervise and support staff and experience managing locally hired personnelDetailed knowledge of USAID rules and regulations, particularly related to finance and accounting, grants, and contractual compliance and oversightExcellent communication skillsDemonstrated leadership, versatility, and integrityEnglish fluency required; Russian fluency preferred

Maternal, newborn, and child health lead:

Minimum five years of professional experience in maternal, newborn, and child health (MNCH)Experience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale up MNCH servicesAdvanced degree in a health-related discipline such as public health or medicineExperience working for NGOs or donor-funded projects requiredDemonstrated leadership, versatility, and integrityEnglish proficiency preferred

Nutrition lead:

Minimum five years of professional experience in nutritionExperience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale up nutrition servicesExperience with the SUN Movement requiredAdvanced degree in a health-related discipline such as public health or medicineExperience working for NGOs or donor funded projects requiredDemonstrated leadership, versatility, and integrityEnglish proficiency preferred

Monitoring and evaluation specialist:

Minimum five years of experience conducting monitoring and evaluationAdvanced degree in economics, health, or another relevant fieldExperience working for NGOs or donor-funded projects requiredDemonstrated leadership, versatility, and integrityEnglish proficiency preferred

Social and behavior change communication specialist:

Demonstrated experience in social and behavior change communications (SBCC)Demonstrated experience delivering training events and producing public-awareness activitiesExperience assisting the Ministry of Health and Social Protection of Population or other relevant government agencies on SBCC issues related to MNCHDemonstrated leadership, versatility, and integrityEnglish proficiency preferred
