People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Active in Cambodia since 2008, PIN Cambodia is considered to have some of the most cutting edge innovative programs in Cambodia. PIN Cambodia focuses our work on four thematic areas - Disaster Management, Livelihood & Environment, Maternal Child Health, Habitat Advancement (Urban Poverty Reduction). Key current and past donors include ECHO, EC, USAID-OFDA, DAI, AVSF, UNICEF, WFP, SDC, and the Czech Development Agency.

Duration:12 months with the possibility of extension

Location:Phnom Penh, Cambodia

Line Manager:Country Director

Main responsibilities:Responsibility for overall country program economy (preparation of operational budget and its regular update, cost allocation planning, proper budgeting, cash flow and cost efficiency monitoring, FX rate risk, etc.)Supervision of the compliance of the processes and documentation with donors requirements, PIN internal rules, local legal regulations (incl. taxes) and administrative measuresEnsuring that PIN accounting practices, financial and administrative procedures and processes are in place (incl. proper documentation archiving)Approval of contracts, invoices, authorization of paymentsResponsibility for the financial and project reporting to the donors and PIN HQOverall responsibility for accurate, punctual and complete accounting dataLocal team management (approx. 4 national staff) and its continuous capacity building based on personal development plansWorking closely with Program Managers on project financial management and other related financial issues, capacity building of the Program teams in project financial managementEnsuring financial and compliance management of PIN implementing partners (including assessment of potential partner organizations, partner budgeting, training and regular monitoring)Responsibility for correct use of financial/administrative management systems and provision of training and support to all staffKey role in annual and project auditsSupervision of procurement in line with PIN procurement guidelinesMain requirements:University degree preferably in Finance/Economics or related fieldAdvanced level of English spoken and writtenExperience with finance management of projects funded by international donorsExperience with team management and supervision is an advantageAbility to organize and plan effectivelyAbility to work in difficult conditions and under pressureResponsible and systematicKnowledge of principles of double-entry accountingIT literacy, advanced knowledge of MS Excel, preferably experience with accounting and economic softwareCultural sensitivity, experience with development projects/international work experience is strongly welcomedGreat communication skillsExperience with managing systems, procurement and HR would be welcomedPIN offers:Possibility to work in a well-established and locally recognized NGOResponsible and independent working position, flexible and challenging working environment enabling personal growthRobust and thorough induction training at HQ (2 weeks)Salary according to PIN salary scaleReimbursement of travel expenses with travel to the country of residence once per every 6 months of completed workReimbursement of costs of visas and vaccinationsMedical helpdesk available onlineTravel insuranceHousing allowance of 400 USD/month25 days of paid leave annually
