Chemonics International, an international development consulting company, seeks long-term specialists for an anticipated U.S. Agency for International Development Healthy Mother, Healthy Baby Activity project in Tajikistan. The goal of this new activity is to improve the nutritional status and prevent morbidity and mortality of mothers and children under two as well as improve the quality and availability of lifesaving, evidence-based health interventions for women and children in Khatlon Province. This new activity will intentionally build upon Tajikistan Health and Nutrition Activity (THNA) successes and incorporate lessons learned

Chemonics International is seeking experts for the following roles, with minimum qualifications listed below:

Chief of Party

Advanced degree in a health-related discipline such as public health

Minimum 10 years of experience managing foreign donor projects, prior USAID experience preferred but not required

Experience working with projects on maternal and child health and other health projects

Strong leadership skills and ability to build collaborative relationships among the program staff, partners, other cooperating agencies, key stakeholders, and donors

Proven ability to supervise and support staff and experience managing locally-hired personnel.

Detailed knowledge of USAID rules and regulations, particularly relating to finance and accounting, grants, and contractual compliance and oversight

Excellent written and communications skills

Experience in Central Asia required.

English fluency required, Russian fluency preferred

Deputy Chief of Party

Advanced degree in a health-related discipline such as public health

Minimum 7 years of direct experience providing operational support to large, complex projects

Minimum of 5 years of direct experience

Strong interpersonal skills in dealing with expatriate and local staff, as well as project stakeholders, USAID, and other donors.

Experience in Central Asia required.

English proficiency preferred, Russian fluency required

Director of Operations/Finance

Advanced degree in a health-related discipline such as public health

Minimum 5 years of experience managing foreign donor projects, prior USAID experience preferred but not required

Experience working with projects on health projects

Proven ability to supervise and support staff and experience managing locally-hired personnel.

Detailed knowledge of USAID rules and regulations, particularly relating to finance and accounting, grants, and contractual compliance and oversight

Excellent written and communications skills

English fluency required, Russian fluency preferred

Maternal, Newborn and Child Health Lead

At least 5 years of professional experience in the area of MNCH;

Experience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale-up MNCH services;

Advanced degree in a health-related discipline such as public health or medicine

Experience working for NGOs or donor funded projects required

English proficiency preferred

Nutrition Lead

At least 5 years of professional experience in the area of nutrition;

Experience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale-up nutrition services;

Experience with the SUN Movement required;

Advanced degree in a health-related discipline such as public health or medicine

Experience working for NGOs or donor funded projects required

English proficiency preferred

Monitoring and Evaluation (M&E) Specialist

At least 5 years of experience in conducting monitoring and evaluation

Advanced degree in economics, health or relevant field

Experience working for NGOs or donor funded projects required

English proficiency preferred

Social Behavior Change Communication Specialist

Demonstrated experience working on Social Behavior Change Communications (SBCC)

Demonstrated experience delivering trainings and producing public awareness activities

Experience providing assistance to the Ministry of Health or other relevant government agency on SBCC issues related to MNCH

English proficiency preferred
