Overview

Jhpiego seeks an Implementation Lead / Business Official to provide program oversight and guidance for an upcoming Centers for Disease Control and Prevention (CDC) project funded through the US President s Emergency Plan for AIDS Relief (PEPFAR). The five-year project aims to support local implementation of surveillance and program evaluation activities to enhance access to key HIV epidemiologic and surveillance data needed for ongoing program improvements and decision making.

The Implementation Lead / Business Official will work closely with the Principal Investigator to ensure the strategic, programmatic, technical, and financial integrity of the project. The Implementation Lead will work with technical and M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate and that the project is progressing toward expected results. Deliverables/outputs for this project may include production of program evaluation reports and data gap analyses in addition to forums organized, and individuals trained, among others. Other responsibilities will include supervising operational staff, overseeing annual work planning, contributing to the design, implementation and reporting of project activities, and the management of projects as required. Along with the Principal Investigator, the implementation lead will ensure collaboration and communication with the government at all levels, international partners, and agencies.

This position is contingent upon award from PEPFAR. Ivorian nationals are strongly encouraged to apply.

Responsibilities

-Provide day-to-day technical and programmatic oversight for design, planning and implementation of activities in support of the project goals and objectives
-Collaborate with project team to ensure capacity assessments are conducted and reported on in a timely manner
-Foster relationships with local implementing partners as a representative of Jhpiego and the CDC project
-Facilitate the project team members relationship with their designated counterparts within CDC, partner organizations and other key stakeholders to ensure effective technical assistance and the smooth implementation of activities
-Represent Jhpiego and the project s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
-Facilitate annual and quarterly work planning, in close collaboration with CDC, the project team and project partners
-Assist with management and mentorship of a team of highly qualified staff and foster teamwork
-Oversee technical and programmatic capacity building for local partner organizations
-Responsible for development of accurate and timely project reports to CDC

Required Qualifications

-Advanced degree in public health, health administration, public administration, business administration, or related field
-Strong understanding of integrated approaches to HIV/AIDS epidemic control
-8-12 years experience in a mid-to-senior management (project administrative and financial) position
-Proven experience successfully managing public health projects in West Africa with different types of donors
-Certified in PMD Pro (or will be within 60 days of hire)
-In-depth knowledge of CDC projects, regulations, compliance and reporting
-Demonstrated ability to provide oversight of capacity development efforts, including working with partners to ensure adherence to all award requirements
-Demonstrated knowledge and skills in financial planning and management, human resources, and procurement, among other management support areas/functions
-Previous direct supervisory experience of project technical and operational staff
-Expertise in research to practice identifying best practices and adapting them to project realities
-Previous experience establishing and/or managing field offices
-Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with CDC officials, host-country counterparts and representatives from other key stakeholders
-Ability to lead and work with multicultural and multi-organizations staff
-Excellent verbal, written, interpersonal, and presentation skills in French and good command of English
-Experience developing strategic plans in cooperation with others who represent a wide range of interests and needs
-Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
-Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
