Position Overview

Pact is recruiting an Adolescent Girls and Young Women Field Coordinator for the ACHIEVE Burundi program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. In Burundi, ACHIEVE will provide case management and mentorship services to vulnerable adolescent girls and young women (AGYW), aimed at HIV prevention and facilitating access to HIV care and treatment for those that are HIV positive. The program will provide capacity development support for local implementing partners to design, implement and track services received in accordance with PEPFAR requirements at the community level. The program will also provide capacity development support for local prime implementers of USAID PEPFAR orphans and vulnerable children (OVC) and gender-based violence projects.

Reporting to the ACHIEVE Burundi Project Director, the AGYW Field Coordinator is responsible for coordination of project activities, including the provision of case management and mentorship services to AGYW in Bujumbura Rural, Bujumbura Mairie, Gitega, and Kayanza. S/he will ensure project implementation is in line with USG regulations and Pact policies.

Au Burundi, ACHIEVE fournira des services de gestion de cas et de mentorat aux adolescentes et jeunes femmes (AGYW) vuln rables, dans le but de pr venir le VIH et de faciliter l'acc s aux soins et au traitement du VIH pour celles qui sont s ropositives. Le programme fournira un appui au renforcement des capacit s des partenaires locaux de mise en uvre dans le cadre de la conception, de la mise en uvre et du suivi des services re us conform ment aux exigences du PEPFAR l' chelle communautaire. Le programme fournira galement un appui au renforcement des capacit s des principaux responsables locaux de la mise en uvre des projets PEPFAR de l'USAID portant sur les orphelins et enfants vuln rables (OEV) et la violence sexiste.

Rendre compte au directeur du projet ACHIEVE Burundi, le coordonnateur du projet AGYW sur le terrain est responsable de la coordination des activit s du projet, y compris la prestation de services de gestion de cas et de mentorat AGYW Bujumbura Rural, Bujumbura Mairie, Gitega, et Kayanza. Key Responsibilities

Plan and organize field activities.Provide overall technical advice related to the project s OVC activities, including for AGYW, ensuring coordinated programmatic inputs across local partners at the provincial level.Provide technical assistance to local partners to implement community-based activities for OVCs and AGYW, identify vulnerable families, their children and work with them to plan activities; and coordinate the referral services and ensure continuum of care.Be fully conversant on global best practices and the Youth Power Action case management, mentorship, case finding, and HIV prevention approaches and tools.Provide coaching and mentoring to local partners delivering community based OVC services to AGYW to develop program activity plansCarry out technical capacity assessments of local partners around OVC and AGYW programming and document results through reports.Facilitate bi-weekly and monthly program review meetings with local partners at the provincial and national levels to review program data and workplan implementation.Facilitate refresher trainings on selected AGYW case management, mentorship, HIV prevention, case finding, referral systems, and program monitoring, on an as needed basis.Mentor local organizations on the implementation of OVC and HIV prevention and care projects geared toward AGYW.Report on project implementation status to the ACHIEVE Burundi team and Pact HQ.Contribute to the development of written reports based on project activities.Travel to Bujumbura Rural, Bujumbura Mairie, Gitega, and Kayanza to monitor and support local partners.

Accompagner et encadrer les partenaires locaux qui fournissent des services communautaires aux orphelins et autres enfants vuln rables dans le cadre du programme AGYW afin d' laborer des plans d'activit s de programme.

R aliser des valuations des capacit s techniques des partenaires locaux en ce qui concerne les programmes en faveur des orphelins et des enfants vuln rables et les programmes AGYW et documenter les r sultats dans des rapports.

Faciliter des r unions bimensuelles et mensuelles d'examen du programme avec les partenaires locaux aux niveaux provincial et national pour examiner les donn es du programme et la mise en uvre du plan de travail.

Faciliter des formations de recyclage sur la gestion de cas, le mentorat, la pr vention du VIH, la recherche de cas, les syst mes d'aiguillage et le suivi du programme AGYW, selon les besoins.

Encadrer les organisations locales dans la mise en uvre de projets de pr vention et de prise en charge des OEV et du VIH ax s sur le programme AGYW.

Rendre compte de l' tat d'avancement du projet l' quipe ACHIEVE Burundi et au si ge du Pacte.

Contribuer l' laboration de rapports crits fond s sur les activit s du projet.

Voyage Bujumbura Rural, Bujumbura Mairie, Gitega et Kayanza pour surveiller et soutenir les partenaires locaux.

Effectuer les autres t ches qui lui sont assign es.

Basic Requirements

A minimum of Bachelor s degree in Public Health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field;At least 7 years experience managing complex orphans and other vulnerable children (OVC) programs, social services programs, and/or public health programs of similar scope and size is desired.A minimum of 5 years of experience in management of a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting;Demonstrated written, professional, and organizational skills as well as fluency (oral and written) in French required; oral and written fluency in English and Kirundi preferred.Strong interpersonal skills with domestic and international colleagues.Ability to work with a high level of independence, using own initiative.Comfortable multi-tasking: handle multiple projects simultaneously, prioritize assignments.Experience in assessing health systems strengthening.

Burundi nationals preferred.

Comp tences crites, professionnelles et organisationnelles d montr es ainsi que la ma trise (orale et crite) du fran ais sont exig es ; la ma trise orale et crite de l'anglais et du kirundi est pr f rable.

Solides comp tences en relations interpersonnelles avec des coll gues au pays et l' tranger.
