Position Overview

Pact seeks a Project Director / Orphans and Vulnerable Children (OVC) Manager for the ACHIEVE Burundi OVC program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. In Burundi, ACHIEVE will provide case management and mentorship services to vulnerable adolescent girls and young women (AGYW), aimed at HIV prevention and facilitating access to HIV care and treatment for those that are HIV positive. The program will provide capacity development support for local implementing partners to design, implement and track services received in accordance with PEPFAR requirements at the community level. The program will also provide capacity development support for local prime implementers of USAID PEPFAR orphans and vulnerable children (OVC) and gender-based violence projects.

The Project Director / OVC Manager will be responsible for the overall management and operations of the project. She/he will supervise project implementation to ensure the project meets stated goals and reporting requirements. The Project Director / OVC Manager will provide technical and strategic leadership of all technical and programmatic aspects of the project. She/he will take a leadership role in coordination among USAID and key stakeholders and other implementing partners.

ACHIEVE est un accord de coop ration mondial de cinq ans financ par l'USAID qui a deux objectifs : atteindre et maintenir un niveau de contr le de l' pid mie du VIH chez les femmes enceintes et allaitantes, les nourrissons, les enfants et les jeunes risque et qui sont difficiles atteindre, de mani re att nuer l'impact du VIH/sida et pr venir sa transmission chez ces populations ; et soutenir la transition du financement de base et de la mise en uvre vers des partenaires locaux comp tents afin d'atteindre l'objectif du PEPFAR de 70 % du financement aux partenaires locaux. Au Burundi, ACHIEVE fournira des services de gestion de cas et de mentorat aux adolescentes et jeunes femmes (AGYW) vuln rables, dans le but de pr venir le VIH et de faciliter l'acc s aux soins et au traitement du VIH pour celles qui sont s ropositives. Le programme fournira un appui au renforcement des capacit s des partenaires locaux de mise en uvre dans le cadre de la conception, de la mise en uvre et du suivi des services re us conform ment aux exigences du PEPFAR l' chelle communautaire. Le programme fournira galement un appui au renforcement des capacit s des principaux responsables locaux de la mise en uvre des projets PEPFAR de l'USAID portant sur les orphelins et enfants vuln rables (OEV) et la violence sexiste.

Le Directeur de projet/Responsable OEV sera responsable de la gestion et de l'exercice op rationnel du projet. Il/elle supervisera la mise en uvre du projet pour s'assurer que ce dernier r alise les objectifs d finis et respecte les exigences en mati re de rapports. Le Directeur de projet/Responsable OEV assurera la direction technique et strat gique de tous les aspects techniques et programmatiques du projet. Il lui incombera d'assurer la coordination entre l'USAID et les principales parties prenantes et autres partenaires de mise en uvre.

Key Responsibilities

Ensure high-quality technical programming through hands-on guidance and support grounded in the program s objectives and targets and adhering to expected technical quality for OVC programs targeting AGYW and reporting requirements.Represent Pact and the ACHIEVE program and act as the main point of contact in the Burundi for USAID s Activity Manager.Manage all project planning responsibilities, including the production of annual workplans; guide and oversee the alignment of the budget to expected results, as well as review and approve annual budgets and quarterly reports.Manage a team of 4-6 technical and administrative staff and consultants.Ensure compliance with Pact HQ and USAID requirements, policies, and regulations.Act as a liaison to USAID and relevant ministries within the Government of the Burundi to ensure smooth implementation of the project while laying the groundwork for sustainability.Provide training, technical support, and mentoring to local partners to strengthen their capacity for technical service delivery and compliance with donor rules and regulations, as appropriate.Recruit, supervise and provide guidance and support to program management and administrative staff.Coordinate and as needed conduct monitoring visits to subgrantees.Contribute to the technical design of the AGYW project and package of services in line with project vision and a realistic and donor-responsive timeline.Utilize a participatory approach to developing and updating the project work plans, ensuring programmatic directions are technically sound, evidence-based, and consistent with international standards.Coordinate with ACHIEVE Burundi staff in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.Monitor project progress vis-a-vis expected objectives, ensuring efficient use of resources and compliance with donor requirements.

Assurer la liaison avec l'USAID et les minist res concern s au sein du gouvernement du Burundi afin de garantir la bonne mise en uvre du projet tout en jetant les bases pour un projet durable.

Fournir une formation, un appui technique et un mentorat aux partenaires locaux afin de renforcer leur capacit fournir des services techniques et se conformer aux r gles et r glements des donateurs, le cas ch ant.

Recruter, superviser et fournir des conseils et un appui la direction du programme et au personnel administratif.

Coordonner et, au besoin, effectuer soi-m me des visites de suivi aupr s des sous-b n ficiaires.

Contribuer la conception technique du projet en faveur des adolescentes et jeunes femmes et de l'ensemble des services conform ment la vision du projet et un calendrier r aliste et adapt aux donateurs.

Adopter une approche participative pour laborer et mettre jour les plans de travail du projet, en veillant ce que les orientations programmatiques soient techniquement solides, fond es sur des donn es probantes et conformes aux normes internationales.

Coordonner avec le personnel d'ACHIEVE Burundi la mise en uvre programmatique et technique r ussie du projet, notamment la production en temps voulu de plans de travail de haute qualit , de rapports pr cis et d'autres r sultats attendus.

Suivre l'avancement du projet par rapport aux objectifs escompt s, en veillant l'utilisation efficace des ressources et au respect des exigences des donateurs.

Basic Requirements

MPH/MPA/MBA or masters in relevant field and a minimum of 10 years of professional experience or a BA/BS with 15 years of professional experience.Demonstrated experience as a senior manager (a minimum of ten years) of USAID-funded programsFive years prior experience in managing HIV/AIDS programs funded by PEPFARAt least five years experience managing complex orphans and other vulnerable children (OVC) programs, social services programs, and/or public health programs of similar scope and size is desiredDemonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, implementing partners, and local CSOsProven skills in building organizational capacity in HIV/AIDS and/or program and grants managementExperience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development

Strong writing and oral presentation skills, including fluency in English

Master en sant publique/Master en administration publique/Master en administration des affaires ou Master dans le domaine concern et un minimum de 10 ans d'exp rience professionnelle ou Licence en lettres/Licence en sciences et 15 ans d'exp rience professionnelle.

Comp tences reconnues dans le renforcement des capacit s organisationnelles en mati re de lutte contre le VIH/sida et/ou de gestion de programmes et de subventions

Exp rience dans le domaine des programmes de protection et de bien- tre de l'enfance, du renforcement des syst mes, du renforcement des capacit s, du renforcement conomique, de la prestation de services, de l'am lioration de la qualit ou de l' laboration de politiques.

Fortes comp tences en r daction et en pr sentation orale, y compris la ma trise de l'anglais

Preferred Qualifications

Experience with community-based HIV testing, counseling, support and referral servicesExperience implementing USAID and/or PEPFAR-funded health programming.Demonstrated success implementing programming among with AGYW.Expertise in and sensitivity to the socio-political barriers facing intended beneficiaries for this program.
