Position Overview

Pact seeks a Monitoring & Evaluation (M&E) Officer for the ACHIEVE Burundi program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. In Burundi, ACHIEVE will provide case management and mentorship services to vulnerable adolescent girls and young women (AGYW), aimed at HIV prevention and facilitating access to HIV care and treatment for those that are HIV positive. The program will provide capacity development support for local implementing partners to design, implement and track services received in accordance with PEPFAR requirements at the community level. The program will also provide capacity development support for local prime implementers of USAID PEPFAR orphans and vulnerable children (OVC) and gender-based violence projects.

Reporting to the Project Director, the M&E Officer will be responsible for all strategic information tasks related to the program, including all monitoring, evaluation, learning, and reporting of performance and results. S/he will liaise with the ACHIEVE global M&E Manager, relevant technical advisors, and counterparts responsible for monitoring and evaluation and support project data collection in the CommCare platform, and data management in Excel and the Capacity Solutions Platform. The M&E Officer plays a pivotal role in enabling ACHIEVE to demonstrate project progress and impact and to use data collected to make informed and timely decisions related to project implementation.

ACHIEVE est un accord de coop ration mondial de cinq ans financ par l'USAID qui a deux objectifs : atteindre et maintenir un niveau de contr le de l' pid mie du VIH chez les femmes enceintes et allaitantes, les nourrissons, les enfants et les jeunes risque et qui sont difficiles atteindre, de mani re att nuer l'impact du VIH/sida et pr venir sa transmission chez ces populations ; et soutenir la transition du financement de base et de la mise en uvre vers des partenaires locaux comp tents afin d'atteindre l'objectif du PEPFAR de 70 % du financement aux partenaires locaux. Au Burundi, ACHIEVE fournira des services de gestion de cas et de mentorat aux adolescentes et jeunes femmes (AGYW) vuln rables, dans le but de pr venir le VIH et de faciliter l'acc s aux soins et au traitement du VIH pour celles qui sont s ropositives. Le programme fournira un appui au renforcement des capacit s des partenaires locaux de mise en uvre dans le cadre de la conception, de la mise en uvre et du suivi des services re us conform ment aux exigences du PEPFAR l' chelle communautaire. Le programme fournira galement un appui au renforcement des capacit s des principaux responsables locaux de la mise en uvre des projets PEPFAR de l'USAID portant sur les orphelins et enfants vuln rables (OEV) et la violence sexiste.

Relevant du Directeur de projet, le Responsable du S&E sera charg de la r alisation de toutes les t ches d'information strat gique li es au programme, notamment le suivi, l' valuation, l'apprentissage et les rapports sur le rendement et les r sultats. Il/elle assurera la liaison avec le responsable mondial du S&E d'ACHIEVE, les conseillers techniques concern s et les autres responsables du suivi et de l' valuation et apportera son appui la collecte des donn es du projet dans la plate-forme CommCare et la gestion des donn es dans Excel et la plate-forme Capacity Solutions. Le Responsable du suivi et de l' valuation joue un r le central en permettant ACHIEVE de d montrer l'avancement et l'impact du projet et d'utiliser les donn es recueillies pour prendre des d cisions clair es et opportunes concernant la mise en uvre du projet.

Key Responsibilities

Design and implement the project s Monitoring, Evaluation, and Learning (MEL) Plan.Establish robust data collection, management, and reporting systems.Oversee AGYW service delivery data collection and entry in the project s CommCare platform.Conduct data analysis and data visualization for tracking results, reporting, learning, and adaptive management.Manage project capacity development data in the project s Capacity Solutions Platform.Ensure project progress against targets is regularly tracked and evaluate project success in achieving objectives and goals.Regularly report results and data to USAID and PEPFAR through narrative reports and DATIM.Ensure data quality through data quality assessments, data cleaning, verification, and validation.Oversee all data collection efforts, including evaluation, surveys, assessments, and qualitative studies, as needed.Lead Collaborating, Learning, and Adapting (CLA) activities including learning studies and ensure the project uses data for decision-making.Plan and coordinate regular field monitoring visits.Lead M&E capacity development for partners, supporting them to develop robust M&E systems to track indicators, analyze data, and report results to Pact and the donor.

Superviser tous les efforts de collecte de donn es, notamment les valuations, les enqu tes et les tudes qualitatives, au besoin.

Diriger les activit s de collaboration, d'apprentissage et d'adaptation (CLA), y compris les tudes sur l'apprentissage, et veiller ce que le projet se base sur les donn es pour la prise de d cisions.

Planifier et coordonner des visites r guli res de suivi sur le terrain

Diriger le renforcement des capacit s de S&E des partenaires, en les aidant d velopper des syst mes robustes de S&E pour suivre les indicateurs, analyser les donn es et rendre compte des r sultats Pact et au donateur.

Fournir une formation et un mentorat aux partenaires et au personnel pour assurer la mise en uvre de syst mes de S&E solides.

Basic Requirements

A Bachelor s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required;Minimum of 7 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance-based programs funded by USAID;Demonstrated experience collecting, tracking, and reporting on PEFPER MER indicators; experience entering data into PEPFAR s DATIM systemDemonstrated working knowledge of the Burundi s health and social service information systems and monitoring and evaluation processes;Demonstrated written, presentation, communication and organizational skills;Experience using data management systems, including data entry, extraction, and analysis;Demonstrated ability to perform complex data analysis utilizing Microsoft Excel, STATA, and/or Business Intelligence tools;Demonstrated ability to prepare expert quality data visualizations;Experience building capacity of local organizations to conduct M&E activities;

Fluency in French.
