Position Overview

Pact is recruiting a Finance and Grants Manager for the ACHIEVE Burundi program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. In Burundi, ACHIEVE will provide case management and mentorship services to vulnerable adolescent girls and young women (AGYW), aimed at HIV prevention and facilitating access to HIV care and treatment for those that are HIV positive. The program will provide capacity development support for local implementing partners to design, implement and track services received in accordance with PEPFAR requirements at the community level. The program will also provide capacity development support for local prime implementers of USAID PEPFAR orphans and vulnerable children (OVC) and gender-based violence projects.

Reporting to the ACHIEVE Burundi Project Director, the Finance and Grants Manager is responsible for overall financial management of the project and grants management and administration. The Finance and Grants Manager will monitor use of financial resources, expenditures, and preparation of financial reports. S/he will oversee all aspects related to the management of subgrants. This will require close collaboration with Pact HQ to ensure compliance with Pact and funder guidelines. S/he will ensure implementation of financial and grants policies are in line with USG regulations and Pact policies.

Le programme fournira galement un appui au renforcement des capacit s des principaux responsables locaux de la mise en uvre des projets PEPFAR de l'USAID portant sur les orphelins et enfants vuln rables (OEV) et la violence sexiste.

Relevant du Directeur de projet ACHIEVE Burundi, le Directeur financier et des subventions est responsable de la gestion financi re globale du projet et de la gestion et de l'administration des subventions. Le Directeur financier et des subventions surveillera l'utilisation des ressources financi res, les d penses et la pr paration des rapports financiers. Il/elle supervisera tous les aspects li s la gestion des sous-subventions. Cela n cessitera une collaboration troite avec le si ge de Pact pour assurer le respect des lignes directrices de Pact et des donateurs. Il/elle veillera ce que la mise en uvre des politiques financi res et de subventions soit conforme aux r glements du Gouvernement des tats-Unis et aux politiques de Pact.

Key Responsibilities

Develop contract documents in compliance with funder requirements, using Pact standard templates and working closely with Pact HQ Agreement Management to execute quality subawards;Administer the full cycle of subaward management activities, from planning through selection, pre-award assessment, negotiation, monitoring / compliance visits, and closeout;Use Pact s subaward management system (Salesforce) and accounting system (Serenic Navigator) for subaward issuance and management. Ensure that all required documentation is available and stored as per Pact policy;Oversee budget management of project s subaward pool and ensure accurate and timely disbursement and liquidation of subaward expenses;Ensure timely training of subgrantees, contractors, and Pact staff to understand and comply fully with funder requirements. Develop training materials and carry out regular trainings with partners;Ensure that project systems for grants are maintained and that regular reports are provided to Pact headquarters or to the funder as required;Support closeout of awards, including preparation of final inventories, property disposition, etc;Work with project staff to ensure that implementation of grants and contracts follows donor requirements;Lead the development of policies, guidelines, and criteria for the management of project finances and sub-grants in accordance with Pact standards and USAID regulations;In collaboration with Pact HQ-staff and Pact Burundi staff, prepare and submit financial reports and cash requests;Work closely with Pact HQ to ensure compliance and effective and proactive fiscal management of ACHIEVE Burundi;Support ACHIEVE Burundi buy-in workplan and budget development;Support the technical team in providing or organizing financial and operations management to local partners as related to project activity plans;Support project reporting, including semi-annual reports;Coordinate review of financial and audit reports; and

Perform other duties as assigned.

Travailler avec le personnel du projet pour s'assurer que la mise en uvre des subventions et des contrats respecte les exigences des bailleurs de fonds ;

Diriger l' laboration de politiques, de lignes directrices et de crit res pour la gestion des finances et des sous-subventions des projets conform ment aux normes de Pact et aux r glements de l'USAID ;

En collaboration avec le personnel du si ge de Pact et le personnel de Pact Burundi, pr parer et soumettre des rapports financiers et des demandes de liquidit s ;

Travailler en troite collaboration avec le si ge de Pact pour assurer la conformit et une gestion fiscale efficace et proactive d'ACHIEVE Burundi ;

Soutenir le plan de travail et l' laboration du budget d'ACHIEVE Burundi ;

Soutenir l' quipe technique dans la fourniture ou l'organisation de la gestion financi re et op rationnelle aux partenaires locaux dans le cadre des plans d'activit s du projet ;

Appuyer l' laboration de rapports sur les projets, notamment les rapports semestriels ;

Coordonner l'examen des rapports financiers et d'audit

Effectuer les autres t ches qui lui sont assign es.

Basic Requirements

o Master s degree in a related field, such as international development, business administration, finance, or accounting;

o At least 7 years experience of relevant experience;

o Experience with USG project management and managing the finances of USAID-funded programs;

o Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award;

o Experience drafting and managing performance-based subawards; and

o Strong interpersonal (verbal and written) communication skills.
