STAR PROGRAM DESCRIPTION

Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

FELLOWSHIP OPPORTUNITY DESCRIPTION

Background:

USAID is a leader in the global fight against tuberculosis (TB) and supports anti-TB efforts in high burden TB countries. STAR Fellowships are a key component of the USAID Global Accelerator to end TB initiative. The Accelerator aims to help countries reach the targets set during the UN General Assembly high-level meeting on ending TB and to build the capacity and commitment of host governments to ensure TB self-reliance through evidence-based TB programs.

USAID s TB work in Ukraine seeks to increase TB and DR TB case detection and notification and to improve treatment outcomes through health system strengthening with the goal of ending the DR TB epidemic in Ukraine. USAID s TB investment leverages Global Fund (GF) TB grants and the Ukraine government s funding.

Introduction:

The Senior TB Monitoring and Evaluation Technical Advisor (Senior Advisor) shall provide state-of-the-art technical expertise to support the National Tuberculosis Control Programs (NTP) in implementing their National TB Strategic Plans (NSPs). The Senior Advisor will be engaged in strategic planning and policy guidance of the National TB Control Program and provide technical assistance in the design, implementation, and evaluation of TB control activities with particular attention to the TB care system. S/he will provide training to the M&E staff of the Center for Public Health (CPH) on technical competencies that can be applied in monitoring and evaluation of TB and DR TB diagnostics and treatment results as well as building capacity in Evaluating Quality of Programmatic Management of Drug-Resistant TB (PMDT).

Reporting structure:

The Senior Advisor will be based at the Monitoring and Evaluation Department within the CPH of the Ministry of Health (MOH) in Kyiv, Ukraine. S/he will report to the Head of the Department of Monitoring and Evaluation, who will serve as the Onsite Manager. The Senior Advisor will also work in close collaboration with the USAID/Ukraine Team and the USAID/Washington TB Team as well as regional and sub-regional staff as appropriate.

Essential Duties and Outcomes:

Strengthened capacity of the CPH Monitoring and Evaluation (M&E) Unit to effectively support implementation of the National TB Strategic Plans (NSPs) resulting in evidence-based programming:

Provide technical support to the CPH M&E Unit to strengthen CPH and regional Departments of Health M&E Units personnel capacity in TB reporting, including data collection, reporting, data management, data analysis and use, and dissemination and reports.Participate in TB program evaluations conducted by CPH.Participate in the review process of the National TB strategic plan M&E component.Conduct periodic assessment of TB data quality at the subnational level.Provide guidance on the formulation of key performance indicators and targets for the National TB program in line with the UN High Level Meeting and the U.S. National Action Plan for Combating Multi-Drug Resistant TB.Support the CPH M&E Unit with writing TB M&E technical documents and evaluation tools such as theories of change, logical frameworks, indicators and corresponding indicator reference sheets, reporting templates and systems, and analysis of work plans, protocols, and reports.Provide support with updating the format and structure of the Annual Analytical and Statistical digest TB in Ukraine. Provide technical support to the CPH M&E Unit to design and implement Tuberculosis related studies, surveys and evaluations if needed.

Improved program performance as a result of efficient and effective monitoring and evaluation using evidence-based best practices

Advise the program on ways of improving performance using information obtained from the monitoring and evaluation activities.Monitor and evaluate progress towards achievement of national targets on TB, country operation plans, and expected outputs.Support the CPH in resolving problems at Regional (Oblast) and District (Rayon) level that hinder the effective and efficient implementation of the TB M&E activities.

Improved coordination of monitoring and evaluation activities resulting in streamlined reporting and TB data analysis:

Organize regular consultations/meetings with M&E experts, USAID supported activity Strengthening TB Control Efforts in Ukraine, National TB Institute and other stakeholders in TB response in Ukraine.Provide relevant information to the Department of TB Program Coordination from the different implementing partners monitoring and evaluation activities.Coordinate monitoring and evaluation activities carried out by other units such as HIV, Viral Hepatitis, and community component that have crossing TB co-infection component.Contribute to the preparation of quarterly progress reports, annual project report, inception report, and ad-hoc technical reports for the MoH, Global Fund and USAID in accordance to the required formats.Participate in M&E technical working groups facilitated by CPH and/or Ministry of Health.Submit progress reports monthly as well as updates if specific requests/information is required to the USAID Mission. Participate in regular conference calls with USAID staff.Twice annually, submit a monitoring and evaluation report to USAID staff. Travel as necessary to conduct assessments on regional programs interfacing with local and international partners.

Anticipated Learning Outcomes: *required 10% time

Commit to focused professional growth and learning related to advances in scholarship and practice of the emerging fields of implementation research/science. Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health that advance implementation research/science. Cultivate mentorship skills based on the STAR GH mentorship curriculum to more effectively support and improve knowledge transfer and skills acquisition of staff, incoming fellows and interns related to implementation research.Advance leadership skills to successful support capacity building and knowledge sharing activities, and mentor develop junior staff.Apply leadership skills and technical expertise to support programmatic growth and scale up within maternal, child health and nutrition and other related field programming through the practice of implementation research and research/evidence utilization.

FELLOWSHIP REQUIREMENTS

Required:

Minimum 13 years of relevant technical experience with master's degree in management, statistics, health sciences or public health.Proven knowledge and experience with M&E on public health and health services with at least 3-5 years of experience in Ukraine preferred.Demonstrated skills with database design, MS Access, Excel, Epi-info, SPSS and STATA.Clear understanding of Global Fund and USAID reporting processes for TB programs.Technical expertise in the principles of TB program M&E, impact assessment techniques, and data management and analysis.Understanding of ethics related to data management, monitoring and evaluation.Strong familiarity with developments and trends in TB response in Ukraine and globally.Understanding of various international TB surveillance systems and policies requirements.Knowledge of Ukraine s national and international legislations and policies relating to TB.Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.Ability to be flexible and adapt to changing priorities and shifting deadlines.Demonstrated strong organizational, administrative, communications and reporting skills.Strong teamwork and team-building skills.Strong English skills required, including ability to write lucid technical reports and documents.Excellent computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point.They should possess effective diplomacy, time management, and oral and written communication skills.Proficiency in Russian language required.

Additional skills (preferred)

Postgraduate level with training in M&E and public health or equivalent is desirable.Previous experience with USAID supported programs is an added advantage.Knowledge of Ukrainian language is an advantage.
