Purpose of the Assignment:

Volunteerism is universal and accessible to everyone, regardless of their background or social status. Through volunteering, young people are provided with opportunities to gain skills and experience while contributing to sustainable development efforts, thus increasing their chances at the global labour market. Building a culture of volunteerism requires widespread changes in political and institutional structures, as well as in attitudes, values and cultural practices within families and communities, so that adolescents are recognized as partners and stakeholders.

Young people in Serbia are open for different possibilities, for political engagement, volunteerism, and civic activism. Promoting opportunities for young people to volunteer in ways that are meaningful, accessible, valued and supported will result in young people s participation, skills, thus youth empowerment in Serbia will be strengthened.

Work Assignment Overview:

The selected candidate will help UNICEF to assess the volunteering opportunities for the next Country Program (2021-2025) and develop a comprehensive approach to volunteering opportunities in Serbia.

Duration of the assignment: 10 months(June 2019 March 2020)

Detailed task description:

Task 1:

Map the volunteerism eco-system by performing context analysis in Serbia through desk-review and interviews with key stakeholders (Government, CSO, private sectors) to identify opportunities and challenges of volunteering in Serbia, and in UNICEF more specifically.Assess the opportunities for UNICEF country office to develop volunteerism.Develop a strategy and cost resource and management plan to support the implementation and eventual scale-up of a volunteering program and its integration into the next country program cycle.

Task 2:

Explore and create new partnership opportunities with government institutions, as well as national and decentralized entities, that support volunteering, and maximize the existing points of contact with UNICEF s audiences to broaden the spectrum on supporter engagement opportunities.Conceptualize, design and implement partnerships with private sector companies, civil society organizations and other potential development partners, with the aim of furthering volunteerism to support children's issues, including child and youth participation.

Task 3:

Review and test the initial concepts developed to refine the ideas.Identify partners to participate in UNICEF's volunteer engagement program.Implement and monitor the relevant concepts developed; document and feed lessons learned into the volunteer opportunities and strategy document.Undertake on-going field visits to UNICEF project sites to support monitoring of effectiveness, efficacy, impact and sustainability of volunteering and other project activities, including private sector partnerships.

Knowledge/Expertise/Skills required:

Five years of work experience in programme design, management, implementation, monitoring and evaluation related to networking and partnerships for child rights.Work experience related to advocacy, communication, social mobilization and developing partnerships, including proven experience in working with government and civil society groups.Field work experience. Background/familiarity with Emergency situations is an asset.Knowledge and experience with volunteering system development (volunteer management, recruitment, trainings, legislation, etc.) in Serbia.Good knowledge of social systems (health, education, social welfare) and functioning of local authorities.Experience in working with adolescents and young people.Experience in technically supporting volunteering campaigns and communication initiatives is an asset.Knowledge of results-based management, child rights, gender issues, child participation and strategic partnerships is an asset.Excellent analytical, communication and planning skills.Ability to work in English and Serbian, spoken and written.Excellent computer literacy.
