The mass influx of Syrian refugees into Lebanon over the past 7 years, on top of the long-term Palestinian refugees already in the country, Lebanese returnees and disadvantaged Lebanese families, added challenges and complexities for the Lebanese authorities in providing education to all children in Lebanon. In this context UNICEF Lebanon is looking for two Education Specialists to support its programme with focus on Access and Coordination.

How can you make a difference?

Education Specialist (Sector and UNSF Coordination), NOC, TA, 6 months, # 110300

In order to address these challenges, a strong and efficient coordination led by MEHE, is essential to bring together all partners at regional, national and state-levels actors in a coherent manner to maximize the use of all available resources and capacity. UNICEF plays a critical role in coordinating the Education Sector. In order to build on gains made so far, and further results, more work is needed to understand underlying causes and solutions are needed, as well as closer coordination of education partners at operational level.

Under overall guidance of UNICEF Education team, the incumbent will be responsible in the coordinating and supporting partners and will be supported by an information management (IM) officer and field coordinators. The incumbent will work closely with the Inter-Agency Coordination Team at UNHCR, UNDP, and MEHE. The incumbent will also work within the Inter-Agency Coordination Framework to ensure synergy with other relevant sectors and across sectors.

Maintenance of an effective coordination mechanism for the Education SectorProvide technical support towards comprehensive Sector planning, analysis, advocacy, and reportingSector Preparedness Overall Team Support

Education Specialist (Access, Reaching School Programme, Accelerated Learning Programme), NOC, TA, 364 days, 110260

Despite the strong leadership and efforts of the Ministry of Education and Higher Education (MEHE), and commitment of the international community and national actors, absorbing the large number of children, many of whom had studied in different curriculum and languages, missed years of schooling, or simply never been to school, into the country s school system presents enormous challenge in the short and longer terms.UNICEF is one of the main actor in education and seeking to provide learning opportunities in formal and non-formal education for vulnerable children. The incumbent will coordinate three key UNICEF Education Programme:

Main tasks:

Oversee outreach and facilitating access to education/learning for Out of School ChildrenImplement the Reaching School program (RSP)Implement the Accelerated Learning Programme (ALP)

To qualify as an advocate for every child you will have

Advanced university degree in Education or related social sciences field is required.A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.A minimum of 5 yearsof relevant professional experience in Education, with UN and/or NGOs, in developing countries preferably in emergencies is required.At least 2 years of this experience should be field based dealing with large-scale emergencies or displaced/refugee operations is required.Knowledge and experience in application of international technical guidelines and standards in Education, with particular focus on Education in Emergencies is required.Demonstrated experiences in organizing and conducting training activities and information campaign on education related issues is required.Proven technical expertise in education assessments including survey, program implementation, monitoring and coordination is required.Experience in national level development assistance is an asset.Experience with addressing gender disparities and asset.Fluency in English and Arabicis required. Proficiency in French is an assetFor Education Specialist (Coordination): Previous experience in Cluster/Sector setting is an advantage.
