TASHAROC Programme

Technical mentoring to staff members of the Regional Council of Tangier-T touan-Al Hoce ma and the Regional Agency for the Execution of Projects in three technical topics

TASHAROC is a two-year project based in Tangier and is funded by the UK Foreign & Commonwealth Office to support the Tangier-T touan-Al Hoce ma (TTAH) Regional Council in the regionalisation process. As part of the programme to support the Regional Council, TASHAROC will provide capacity building and technical assistance across a range of areas in support of the Regional Council s mandate.

Regional Council (RC)

The RC is an elected local body governed by public law and is, according to Organic Law 111-14, in charge of various development areas in the region. The RC of the TTAH region is one of the 12 regional councils of Morocco that constitute the first administrative division in the framework of advanced regionalization.


The Regional Agency for the Execution of Projects (AREP) is a new agency set up in 2017, whose mandate is to take over the role of central agencies in funding regional development projects. It is designed as the executive arm of the regional councils to deliver the PDR projects.

Plan de D veloppement R gional (PDR)

The RC must develop and implement a six-year PDR which includes a diagnostic of regional development priorities and must conform to national policies and strategies. The PDR was finalised and approved by the RC on 25 April 2017, and it lists 45 individual projects. These 45 projects are graphically presented in the PDR as falling into the following technical areas: Increasing the Attractiveness of the Region, Economic Competitiveness, Social Development and Valorisation of Tangible & Intangible Assets.

Mission and Scope of work

TASHAROC has supported the RC and AREP to develop two Standard Operating Procedures (SOP) Manuals, job descriptions, and a training plan followed by training sessions on soft skills and technical topics such as public procurement, auditing, finance etc. These combined activities have the strengthened capacity of RC and AREP staff in their core field and have raised awareness about the necessity of sustaining training activities to ensure continual improvement of internal processes, and to ensure that these training sessions have a measurable impact on areas in which the two institutions are lacking either knowledge or experience. As a result, and following reflection on what has been achieved so far, TASHAROC plans to shift to a deeper training approach for RC and AREP staff based on a close technical mentoring by experienced consultants in key topics. This approach will be results-based and aims to meet the objectives of specific RC and AREP staff in acquiring knowledge and experience that will improve their processes in identified areas. This approach is intended to be complementary to the previous classical approach and will fill the existing gaps and enable all the staff to fulfil their function and operate efficiently, effectively and accountably.

Thus, TASHAROC is seeking three consultants to provide this technical assistance in the following areas:

Public procurement,Finance and budgeting,Human Resources Management.

The specifics of this technical assistance are detailed in the next paragraph.

Working closely with AREP and the RC and in close and synchronised coordination with the change management consultant and the SOP manuals implementation consultant, each technical expert will be expected to conduct the following assignments in his specific field of expertise:

Analyse deeply RC and AREP SOP manuals, job descriptions, training plans, and training reports to identify existing gaps in terms of knowledge and experience for RC and AREP staff;Conduct interviews with staff members and senior management to set up the methodology mentoring plan and agree on results to be achieved;As required, coordinate with the SOP manuals implementation consultant in identifying procedures and processes than require follow up/deep dive technical mentoring;Produce a technical mentoring plan for the whole period of the assignment, including the gaps identified, the mentoring methodology, and the results to achieve at the end of the assignment, cognisant of the different baseline levels of knowledge across staff concerned;Provide close technical mentoring, guidance, and support for RC and AREP staff on best practices and real case studies to improve their work, processes, and their performance in the specific field, cognisant of the differing baseline levels of knowledge across the staff concerned;As required, coordinate with the SOP manuals implementation consultant to update the processes and procedures based on the feedback of the technical mentoring conducted for RC and AREP staff; andCoordinate with the change management consultant to ensure ownership of the technical mentoring and its outcomes by key staff members within RC and AREP.


The technical experts will be expected to work closely with the RC and AREP , and relevant consultants to support this process of providing technical mentoring. This support will be monitored through the following deliverables, which the experts will be expected to submit to a high quality, according to the format and deadline set out below.

Deliverable 1:

Methodological approach: produce a document presenting the methodological approach of the assignment. This document should include the explanation of the support that will be provided, the expected deliverables, and the results expected to be achieved at the end of the assignment.

Analysis of existing documents:Produce a document that includes a deep analysis of RC and AREP SOP manuals, job descriptions, legal framework, training plans, and training reports in the specific areas of technical mentoring. Technical mentoring plan:This document should include the gaps identified, the methodology and the planning of the mentoring, the learning objectives, and the results to be achieved.

Provide close technical mentoring to RC and AREP staff.Produce monthly progress reports that include:

Meeting minutes of workshops/meetings organised with RC and AREP staffUpdate/assessment on progress of the mentoring and the achievement of the resultsThe nature and extent of technical mentoring provided to RC and AREP staff

The nature and outcomes of the coordination with the SOP manuals implementation consultant and the change management consultant.

Deliverable 5:

Final report. Produce a final report that includes:

Detailed description of technical mentoring provided to RC and AREP staffDescription of the improvements made to the processes of the RC and AREP following the technical mentoringDescription of coordination activities held with the SOP manuals implementation consultant and the change management consultant and their outcomes

Recommendations about the next steps to ensure the sustainability of the technical mentoring and continuous learning for the staff members that have been mentored.

Level of effort and reporting

TASHAROC will recruit three consultants for this assignment. Each consultant shall apply only for one of the three aforementioned specific areas.

Up to 35 days are available for each consultant in the framework of this assignment. The assignment will begin with a kick-off meeting with the opportunity to clarify any points and to establish how the technical experts will coordinate with other ongoing assignments in this area, to avoid duplication and/or overwhelming RC and AREP staff. The consultants will report to the RC Lead within the TASHAROC project, with regular contact at each stage of the assignment to discuss progress, any challenges or questions. The number of days provided does not include any additional time required to amend deliverables outside of the agreed timeframe beyond that reasonably expected.

Profile Requirements

Master s degree in related subject of the assignment. Other degrees combined with relevant work experience will be consideredDemonstrable understanding of public sector organisations in Morocco essentialMinimum 10 years experience in delivering similar assignments in Morocco essential, and familiarity with one of the three areas of expertise within public-sector organisations across Morocco preferredDemonstrable experience of coordinating workshops, training, and facilitating others for successful outcomes essentialGood knowledge of the TTAH region preferredExcellent communication skills, good team working skills, and an engaging and participatory manner essential
