ABOUT PILNET

PILnet is an international NGO that creates opportunities for social change by unlocking law s full potential. With offices in New York, Hong Kong, Beijing and Budapest, PILnet aims to reclaim and reimagine the role of law, so that it works for the benefit of all. It does so by building networks and collaborations of public and private sector lawyers who understand how law works when it serves the interests of the privileged and then it uses that knowledge to serve the public interest and strengthen civil society. In 2013, PILnet established its Hong Kong office with a focus on developing pro bono commitments among law firms and building legal capacity among NGOs and social enterprises.

In 2018, PILnet launched a project ( the project ) that aims to enhance access to justice for victims of human trafficking in Hong Kong and other jurisdictions across Asia. The new project seeks to develop a network of pro bono lawyers who will provide specialized legal support and help build the legal capacities of anti-trafficking in persons ( ATIP ) organizations in these jurisdictions. These lawyers would assist ATIP organizations on a pro bono basis on any legal needs the organizations might have (from assistance with prosecution, victim protection and compensation, to internal legal trainings and other internal legal matters). Lawyers will also have the opportunity to participate in trainings to strengthen their understanding on the issues as well as to participate in workshops and roundtables intended to foster strong and trusting collaborations between lawyers and ATIP organizations. PILnet believes that with a network of ATIP organizations on the one side and corporate lawyers interested in ATIP issues on the other, sustainable and impactful change can be achieved.

The project will be implemented in five jurisdictions in Asia: Cambodia, Hong Kong, Myanmar, Thailand and Vietnam.

SCOPE OF SERVICES

PILnet is now looking for a Local Coordinator ( the consultant ) to support the implementation of the project in Myanmar.

Based in Yangon, Myanmar and reporting to the Legal Officer in charge of the project who is based in Hong Kong, the tasks and deliverables of the Local Coordinator would include:

Supporting PILnet s team in conducting outreach and cultivating relationships with potential law firms and ATIP organizations in Myanmar;

Supporting PILnet s team in developing the training content for workshops;

Handling the logistics for all workshops and roundtables in Myanmar in close collaboration with PILnet s team;

Supporting PILnet s team with any monitoring, evaluation and reporting requirements related to the project;

Supporting travel and logistics arrangement of PILnet s team to Myanmar;

Handling expenses and receipts related to the workshops/roundtables and compiling financial reports;

Supporting the translation and interpreting needs of the project; and

Other tasks as requested by the Legal Officer in charge of the project.

PERIOD & CONDITIONS

The consultancy is scheduled to begin in June 2019 and will be completed within 6 months. An extension is subject to the needs of the project and funding availability.

Additional conditions:

The consultant shall be engaged part-time during the period for approximately 7 days per month. Hours may be worked on a flexible basis depending on project needs.

No office space or equipment will be provided.

Travel to other parts of the country may be necessary. Any costs incurred related to the project including travel, transportation, accommodation and meals will be covered by PILnet.

The consultant may be required to travel to Hong Kong to join an induction meeting.

The consultant is an independent contractor and not an employee of PILnet. The consultant is therefore not subject to PILnet s personnel policy, and also not entitled to any employee benefits.

QUALIFICATIONS

The local coordinator will ideally:

Have good knowledge and solid work experience on ATIP issues in Myanmar

Be well connected and networked among ATIP organizations and preferably also law firms

Have experience in handling logistics of events including managing expenditure, budgets and financial reports

Be fluent in written and spoken Burmese

Have good proficiency in English

Have an academic degree in law, social sciences or other related fields
