Who we are looking for: we are seeking to identify an Operational Risk Management Project Manager for Digital Assistance Services.

What we offer: a consultancy contract of up to 11 months from start date will be offered to the selected candidate.

Location: WFP Headquarters in Rome, Italy. Telecommuting and missions to field locations may be required.


Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming in the next two years the core elements of an end-to-end digital business process.


The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to help in managing:

the identities and entitlements of its beneficiaries,the operational parameters of the programmes that transfer benefits to them, andthe assurances and insights to ensure related risks are properly managed.

This includes SCOPE, WFP s beneficiary and transfer management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE is intended and being developed to fully support all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. As an extension, WFP also plans to develop a broader digital assistance platform and provide related services beyond the current SCOPE capabilities over the next couple of years.

Therefore, given an increase in utility and usage of SCOPE and that of other emerging digital assistance services (DAS) for WFP and partners, enhancing operational risk management will be critical to success.

Under the general supervision of the Head of the Business Advisory Unit in the Technology Division s Beneficiary Services Branch (TECB) the incumbent will play a central role in defining and implementing an operational risk management programme for SCOPE/DAS.


In close collaboration with other units in the Technology Division and with Finance and the Risk Management Divisions, s/he will be responsible for the following duties:

Develop a risk-based assurance programme and framework for the fintech services under development and operated by TECB.Establish appropriate risk assessment tools and work across TECB units notably Architecture, Product Development, Service Operations and Business Operations to help identify, develop and introduce risk management measures.Identify, develop and validate all necessary business and technical controls for SCOPE/DAS, ensuring their full implementation and operation, whether in WFP s SIEM or other structures.Develop and implement any necessary monitoring and response systems, alerts and response protocols for both business and technical controls.Ensure the development of a relevant cyber-security project plan, outlining necessary requirements, and engage and collaborate with all relevant partners for its successful implementation.Support the identification and cataloguing of fraud gateways and related risks and mitigation measures. Support the development and implementation of a fraud detection framework, incorporating relevant measures into corporate systems.Develop corresponding technical, instructional or support documents and support with any related training.Serve as a key liaison between TECB and relevant units on security-related issues, ensuring requirements and resources are aligned and integrated into any broader corporate infrastructures or processes.Any other duties as assigned and/or other aspects where there may be an impact on operational risks.



University degree in Computer Science, Business Administration or Finance, preferably with a focus in cyber-security, access management, risk management or internal controls, or directly relevant work experience.


At least 6 years of progressively responsible post-graduate work experience in project management with a focus on technical or financial back-office risk management, cyber-security, fraud management or related business areas.Experience developing and establishing operational risk management frameworks or programmes is required.Experience with an international organization in the context of risk management or controls would be an asset.

DesiredTechnical Skills & Knowledge:

Process improvement as well as clear understanding of Service and Project management practices.Experience in IT platforms, data centres, networks, public / private cloud or software development.Experience with SIEM systems.Expertise in identity and access management.Experience in business process analysis and controls.Experience with IT cybersecurity infrastructure, for example design, testing, analysis, configuration.Cross-functional stakeholder engagement, collaboration and communication.

Fluency in oral and written English is essential. An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP s working languages) is desirable.
