Organizational Context

General context

The International Federation of Red Cross and Red Crescent Societies (IFRC or the Federation ) is the world s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world. It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

Our work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), policies and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.

The IFRC Secretariat has a decentralized structure: five regional offices (each with several CCST and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva.

IFRC/Asia Pacific (AP) region has developed the Operational plan for 2018/2019 in line with the overall strategic direction of the IFRC s 7 Areas of Focus and 4 Strategies for Implementation of the plan and Budget 2016 2020. National Society Development (NSD) and Partnerships is a key programmatic area for the IFRC. The NSD and Partnerships Coordinator forms part of the senior management team of the CCST and reporting the Head of the Country Cluster Support Team for Indonesia, Timor-Leste and Representative to ASEAN, (CCST). The position also maintains a technical reporting line to the National Society Development Coordinator in the Asia Pacific Regional Office (APRO) in Kuala Lumpur, Malaysia.

Job Purpose

The NSD and Partnerships Coordinator will lead and supervise the NSD and Partnership unit and staff in supporting the overall NSD programme of the Indonesian Red Cross (PMI) and Timor-Leste Red Cross (CVTL). This will include:

Strategic and operational planning of both NS as well as support to the CCSTManage a unit and staff of professionals with responsibilities for coordinating partnership development, branch capacity building, technical capacity building, PMER (planning, monitoring, evaluation and reporting), financial systemsLead the support to both NS on Youth and Volunteers, Resource MobilizationAs a senior staff member, support the HoCCST in the relationship with the top leadership of PMI, and National Authorities when so requestedIn close collaboration with the HoCCST, promote and enhance partnerships, ensure networking and facilitate knowledge management on.Provide support to all technical teams on relevant themes

Job Duties and Responsibilities

Policy, planning and standards:

Promote the Federation s policies, frameworks, standards, tools, methodologies, systems and procedures, and NSD mechanisms available in the Asia-Pacific region.Support and guide the implementation of IFRC s commitments and guidelines for NSD planning and programmatic processes.Encourage national societies to undertake quality annual/and long-term planning processes, monitoring, evaluation and reporting with regards to all programming.Ensure that all CCST units are training in, and comply with, IFRC standards in proposal writing and reporting.Develop a system for implementation follow up on all operation and programmatic lessons learned and evaluations

National Society Development (direct)

Lead the IFRC organizational development to support PMI and CVTL for youth and volunteer developmentLead the organizational development and capacity building work with PMI in resources mobilizationSupport and work together with programme within the CCST (OD, CSR) to promote our fundamental principles and humanitarian values and to address any issues that may arise.Acts as IFRC Indonesia focal point for fundamental principles and humanitarian values including migration, social inclusion, violence prevention and any prioritized and designated topics, which deliver induction tools about all Red Cross matters and issues.Together with OD coordination manager, support the head of CCST in dealing with PMI at a senior level including the coordination of Movement partners working with PMIContribute to the strategic and operational planning, budgeting, implementation and reporting of the delegation s NSD work with PMI.

Cooperation, Networking and Partnership

In coordination with the HoCCST, other Units and the APRO:

Take an active leadership role in developing new, and strengthening existing relationships with multilateral donors, governments and the private sector with special emphasis in resource mobilisation as well as supporting other units to do the same. Develop and/or submit and/or provide quality control over innovative funding proposals facilitating better HCCST support to the PMI and CVTL and ASEAN Support the ICBRR consortium in Timor-Leste in close coordination with the Partnership Delegate based in Timor-LesteSupport the CCST to strengthen partnerships and support better positioning of IFRC with external stakeholders, UN Agencies, Governments, Cooperation Agencies, International NGOs, Private and Academic Sector in the geographical area of Jakarta CCST.Represent the IFRC/CCST in technical DRM meetings, conferences, seminars, trainings and forums when requested[VS1] .Support and promote the participation of PMI and CVTL in relevant national networksProvide technical assistance, as required, to other actors, ICRC, PNSs/ Bilateral projects, training institutions, consultants, other organizations, etc.

Management

Oversee and CCST integrated support approach support to PMI and CVTL NSD work from planning, implementation, monitoring and evaluation of program to achieve Key Performance Indicators.Contribute to the CCST operational plan, programme updates and reports (including donor-specific reports) in agreed formats as well as the development of proposals and concept notes to support Jakarta CCST in its fundraising efforts.Act as a budget holder to designated budget/s and provide financial oversight to all budgets managed by unit staffManage assigned technical and support staff.Produce regular, timely and accurate financial and narrative reports for the Federation and for donors for the approval of the HoCCSTCapture the evidence impact from investment in the region through annual mapping, cost-benefit analysis, case studies, reviews and evaluations, etc.Identify and promote innovative approaches that enhance knowledge and information management.Contribute to regular knowledge sharing on good practices in all relevant areas ensuring that lessons learnt and good practice from programmes and projects are compiled, used to improve future planning, programming and implementation and shared within the region as well as with the relevant stakeholders for wider dissemination.

Requirements

Relevant university degree or equivalent knowledgeMinimum of 15 years work experience institutional development and capacity building preferably with an international organizationMinimum of 3 years work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society (Preferred)Management of a team with a minimum 5-year experience of managing, coaching, and supporting staff Experience of working in both emergencies and developmental contexts Experience with participatory assessment, programmed planning, management techniques and coordination Experience of planning and managing finances and budgets Writing progress and final reports, represent and reporting to donors; and fund raising Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.) Fluently spoken and written English
