Panagora Group, a woman-owned small business specializing in global health and international development, seeks an Finance and Operations Managerto support an anticipated two-year USAID-funded activity, Mission Program Cycle Support (MPCS). The purpose of MPCS activity is to support USAID/Kenya and East Africa to be more efficient, effective, transparent and skilled in achieving development outcomes through the use of evidence, performance management techniques, and collaborating learning and adapting (CLA) practices. This full-time position will be located in Nairobi, Kenya. and is contingent upon award and USAID approval.

The Finance and Operations Manager will be responsible for all finance and operational processes in the MPCS activity office. This full-time position will be located in Nairobi, Kenya.

Duties and Responsibilities include:

Develops, manages and implements all activity office policies in compliance with all applicable Panagora polices, client policies, and local laws. Leads and oversees country operations, finance and accounting, human resource management, procurement and purchasing, facilities and office services, in-country travel, workshops and logistics. Supervises operations employees ensuring excellent performance in compliance with all applicable procedures and regulations. Oversees all accounting actions including monthly accounting entries and reports, cash flow, bank reconciliations, and petty cash. Ensures that all paid invoices agree with supporting documentation, including price quotes, purchase requests, purchase orders, per Panagora s and USAID procedures for procurement. Liaises with the home office to conduct the final review of vouchers and vendor invoices to ensure the maintenance of thorough financial documentation on all activity office transactions Collaborates home office in development and administration of subcontracts and local partner agreements. Maintains current standing with all mandated tax liabilities and organization registrations. Reviews and prepares as necessary country activity travel advances, processes travel claims and works with country program staff to resolve accounting related issues. Administers local benefits plans, including tracking staff vacation and sick leave balances. Serve as the primary point of contact for recruitment of short-term technical assistance and subcontracts under the task orderWork closely with project staff in drafting and gaining approval of statements of work (SOWs)Responsible for maintaining to the database with up-to-date information on potential consultants and subcontractors and contract them quicklyConduct due diligence checks, including reference checks and salary and education verificationNegotiation of salaries or subcontract terms per contract terms Ensure timely procurements in accordance with USAID regulationsEnsure project management is USAID compliant

Qualifications

Masters degree or equivalent in accounting, finance, or related field Minimum of 10 years of relevant work experience Demonstrated capacity to support a financial management or general ledger system Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding required Prior experience working on USAID funded projects strongly preferred Experience recruiting, onboarding, and managing consultants Experience working on USAID or other USG contractsExcellent knowledge of USAID rules and regulations Strong knowledge working on MS Excel and QuickBooks and other accounting software Excellent analytical skills and attention to details. Ability to meet deadlines, multi-task and adapt to frequently changing priorities Must be a legal resident of Kenya. S/he may be Kenyan or an expatriate already living in Kenya with a minimum of five years experience living and working in developing countriesFluency in English required
