Proposal Summary:

The USAID Regional Mission for Ukraine and Belarus (USAID/Ukraine) is anticipating a five-year contract to assist in its monitoring and collaborating, learning and adapting (CLA) needs over the implementation of its five-year 2019-2024 Country Development Cooperation Strategy (CDCS). This contract is contingent upon award and is expected to begin in August 2019.

Position Summary:

The Data Management Specialist is responsible for providing data cleaning, analysis and visualization, such as one-pagers and other documents, on both a periodic and ad hoc basis. S/he is also responsible for mapping tasks that include support for geo-enabled portfolio management, assistance with base data collection, verification and management, and Geographic Information System (GIS) technical assistance and/or capacity building.

Responsibilities:

Responsible for generating information for periodic reports and data calls, including but not limited to the Performance Plan and Report, Operational Plan, Mission Resource Requests, site visit tracking and the various formats required for each report.Prepare a written recommendations report, recognizing current Agency policy, on how to streamline collection, management and use of data and information. The report will elaborate on using management information systems to improve efficiency.Support the creation or population of a local database, using basic tools such as Excel to unify and track data within the Mission, working with the Financial Management and Contracting offices of the Mission.Design tools and systems to automatically transfer data between documents, reporting templates and data management/storage systems.Monitor data for accuracy, completeness, redundancies and provider user assistance to M&E contract employees and program offices.Assist M&E specialists with entering both past and current data; generating reporting and analytics; and assist in searching and documenting the use of open source data.

Qualifications:

Bachelors or advanced degree (preferred) in computer science, information technology, engineering or a related field.At least four (4) years of experience conducting data analysis and producing quality and descriptive data visualizations.At least 2-3-years experience in GIS and web application development.Proven skills in Microsoft Office , Strata, R and/or SAS to store and analyze data is required.Familiarity with monitoring, evaluation and learning is desired.Excellent written and verbal communication skills in English and Ukrainian is required.
