On behalf of Catholic Relief Services (CRS) ( Caritas Bangladeshis seeking a qualified professional as a full-time consultant for the position of Technical Advisor, Shelter and Settlement. Catholic Relief Services (CRS) is a US-based relief and development agency working in nearly 100 countries/territories to alleviate poverty and suffering. In Bangladesh, CRS supports vulnerable people through partner organization, Caritas Bangladesh.

Job Title:Technical Advisor, Shelter and Settlement

Reports To:Emergency Coordinator

Country/Location:Cox s Bazar, Bangladesh

Terms of Reference Summary:

The Technical Advisor will provide high quality technical support to Caritas Bangladesh on their shelter and settlement program particularly by supporting effective planning, coordination, and implementation of current program initiatives, promoting alignment with global and response-specific standards, and leading the development of future program strategies. The TA will work closely with Caritas Bangladesh s shelter and settlement manager and field team.


Primary Responsibilities:

Provide strategic guidance on new shelter and settlement programs based on needs assessments, context analysis and the Sector strategy.

Provide technical input on the design, implementation and monitoring of Caritas Bangladesh s shelter and settlement programs. Produce designs and IEC as required for shelters and other infrastructure.

Oversee, advice on and provide shelter training, demonstration and technical assistance to households.

Ensure the representation of CRS/Caritas Bangladesh in Sectoral coordination meetings and contribute to overall shelter and settlement response strategy discussions. Lead or co-lead Sector technical working groups, where required.

Support Caritas Bangladesh to liaise with Sectors, UNHCR, IOM, other agencies, and Government officials to coordinate activities within the allocated zones.

Engage with other agencies to discuss appropriate longer-term strategies, including with the support to research Institutions.

Typical Background, Experience & Requirements:

Education and Experience

Master s degree in built environment discipline (Architecture or Civil Engineer).

Minimum 5 years of relevant professional experience in the humanitarian sector, with minimum 3 years of experience in shelter and settlement programming.

Experience working with internationally-funded programmes, including in coordination, reporting and monitoring.

Computer literacy in Microsoft Office, CAD and graphic design software (Adobe Suite) required.

Personal Skills

Ability to take the initiative and work independently as well work as a team player.

Proven ability to work effectively with limited direct supervision

Strong project management, analytical, problem-solving and negotiation skills

Excellent English language writing and communication skills

Required Language: Fluency in English and Bangla. Proficiency in Rohingya language strongly preferred.

Travel Required:Travel within Cox s Bazar district including to refugee camps and host community villages (20-50%). Ad hoc travel to Dhaka upon request.

Internal:Emergency Coordinator, Program Manager, Country Manager, HRD Technical Advisors, MEAL Technical Advisors.

External:Caritas Bangladesh shelter and settlement team, Caritas Bangladesh management team. Sector coordinators, UNHCR, and other UN actors. Other NGOs implementing shelter and settlement programs.
