CAMRIS seeks a Deputy Chief of Party for the upcoming USAID/Ukraine s Monitoring and Learning Support (MEL) Activity. This will be a five-year activity to holistically assist USAID Ukraine and Belarus in its overall monitoring, and its collaborating, learning and adapting (CLA) needs over the implementation of its five-year 2018-2023 Country Development Cooperation Strategy (CDCS).

The USAID/Ukraine MEL mechanism has two key performance objectives:
* Support implementation of the Mission-wide Performance Management Plan (PMP) which includes monitoring strategic progress, project performance, programmatic assumptions, and operational context; evaluating performance and impact; and learning and adapting from evidence; and
* Support ongoing Mission monitoring and learning needs, particularly key processes and systems that may be updated, improved, consolidated; and build Mission capacity to improve data collection, processes, sharing, and sustain best practices. Assistance may also include facilitating workshops, conferences, and meetings, providing mapping services and supporting the Belarus Country Office.

*This position is contingent upon contract award.
* Work with the Chief of Party to provide supervision and oversight of the project to ensure efficient and effective project implementation in line with contractual requirements.
* Collaborate with USAID/Ukraine program office, expanded M&E team, technical teams, and other COPs and DCOPs managing USAID projects to ensure that our support is meaningful and useful to the Mission and partners.
* Serve as the secondary liaison with the client Contracting Officer Representative and M&E activity officers at USAID and its implementing partners.
* Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
* Contribute substantively to the design and field-testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
* Support the design, quality, development, and completion of assessments, analytical reports, and evaluations.
* Provide quality assurance and responsiveness on all aspects of the MEL lifecycle including design, data collection, analysis, reporting, and learning.
* Maintain a working knowledge of project budgets and expenditure, and oversee the set up and implementation of appropriate systems for project financial management.
* Represent the project and the organization and ensure the distribution of information about project achievements and lesson learned.
* Serves as Acting Chief of Party when the Chief of Party is unavailable.
* A master s degree (PhD is preferred) in field relevant to project activities, e.g. economics, public policy, international relations, statistics, political science, social sciences, etc.
* At least 10 years of experience working in monitoring and evaluation in developing countries, preferably including experience in Eastern Europe.
* Demonstrated ability to manage, lead, and make decisions in a timely fashion.
* Demonstrated ability to assemble and lead highly skilled, interdisciplinary teams; interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and implement detailed, organized, timely, accurate M&E programs.
* Experience conducting rigorous evaluations of development interventions.
* Experience implementing performance monitoring of complex development interventions.
* Fluency in English is required.
* Fluency in Ukrainian or Russian is preferred.
