CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. CARE s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls as a pivotal force for social change.

This is a generic posting for a Project Manager under several sectors. Working Conditions:

This position will be located primarily in an office environment in Tripoli, with travel to Beirut. Also, frequent visits to the field will be required. Working areas include but are not limited to South, Mount Lebanon, and North Lebanon.

Education & Certifications:

Bachelor s in business management, statistics, social sciences or equivalent

Minimum Education Level:

Bachelor s Degree

Proven Experience:

Minimum 3 years of experience ideally in an NGO.Demonstrated writing skills and ability to do research/collect data. Experience designing and implementing evaluations and/or M&E systems.Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.Experience in alternative and participatory evaluation methods such as Most Significant Change, Outcome Mapping or Participatory Action Research is an asset, but not a requirement.Good understanding of humanitarian principles and humanitarian processes

Detailed Responsibilities & Tasks

Responsibility #1: Design & Implementation of a MEAL system

Support the development and oversee the roll-out of an organizational MEAL framework

ensuring accountability to donors and beneficiaries.

Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming.Ensure that data are brought together and findings from across thematic and operational

regions to form a coherent basis for analysis of impact which promotes learning and

strategy development for the whole organization.

Responsibility #2: Monitoring and Evaluation of programs

Lead on the development of M&E plans, indicator matrices, and clear data collection plan in discussion with the MEAL and program teams.Ensure proper planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed; (Formulate assessments and M&E tools; Organizing and conducting baseline, PDMs, and producing analytical qualitative and quantitative reports).Support MEAL team in organizing field activities, and support in recruiting, training and managing volunteersSupport systems to manage information generated by MEAL activities, such as complaints databasesAssist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and CIL.

Responsibility #3: Accountability, Learning, and Research

Ensure Core Humanitarian Standards are mainstreamed through program design and implementation via MEAL framework and running relevant trainings Establish Feedback & Complains system within CIL and provide support needed for the hotline attendants in following up on complaints and hand out talking points for each situation occurring.Lead on lessons learned exercises and ensure findings are institutionalized.

Responsibility #4: Institutional Knowledge & Capacity Building

Seek solutions for more complex data management requirements by working with IT colleagues.Provide support to implementing partners with best practices and the program M&E framework.Support field workers and partners on accountability and humanitarian principles, and MEAL concepts/tools.Line manage and mentor M&E support staff in executing M&E related activities.Ensure that high quality analysis reports to illustrate SC s impact and assessment findings are produced, including evidence of good practice and replicable programs, and that they are communicated at appropriate events.
