Position Overview

Pact seeks an Access to Care Advisorfor a USAID- Support TB Control Efforts in Ukraine activity. The five-year program will reduce the TB epidemic in Ukraine through early detection, appropriate care, and prevention for people living with TB, drug-resistant tuberculosis (DR-TB), and TB/HIV. The activity will be implemented at the primary health care level and in TB facilities across eleven oblasts of Ukraine with the highest TB, DR-TB, and HIV/TB co-infection rates, and in training centers nationwide.

Reporting to the COP, the Access to Care advisor will lead the approach to develop evidence-based and patient-centered interventions to reach vulnerable and high-risk populations with tailored and appropriate activities. She/he will lead efforts to identify and incorporate patients into TB and DR-TB care, both adults and children, and will ensure that all program activities are technically sound and adhere to international policies and standards.

Key Responsibilities

Assist the Program Manager and COP to design and implement evidence-based and patient-centered interventions to reach high-risk populations, with a focus on early detection and diagnosis of TB and DR-TB cases amongst adult and child populations in the program s target geographic areas.Ensure program adherence to internationally endorsed and recognized guidance on TB and TB/HIV care.Involve civil society and program partners in the design and implementation of all program activities.

Basic Requirements

Advanced degree (Medical, Master s or PhD) in medicine, health/public health, sociology, or epidemiology;Minimum of five (5) years of experience designing and implementing infectious disease outreach programs for vulnerable and high-risk populations, including but not limited to people living with HIV (PLWH), ex-prisoners, internally-displaced people (IDP), persons who inject drugs (PWID), prisoners, migrant workers, refugees, elderly or children.Demonstrated understanding of health-seeking behavior and patient support needs;Experience successfully involving patients or key affected populations and civil society in project design and execution;Full professional proficiency in Ukrainian and/or Russian required; Professional English written and oral communication skills preferred; and

Experience developing and implementing effective communication and community engagement programs, and strong organizational and management skills preferred.
