The Sustaining Technical and Analytical Resources (STAR) project, based at the Public Health Institute (PHI), is seeking a bright and talented junior professional to fill the role of Global Operations Specialist. This individual will serves as a key member the STAR Global Operations Team which is responsible for providing daily logistical and operational support to the project s 50+ participants located in Washington, DC and multiple overseas locations. Responsibilities will include assisting in processing allowances and organizational benefits; contributing to research for new program participant-related service vendors; assisting with advance / expense reimbursement processing; and more!

STAR is supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low and middle-income (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies.

Essential Duties & Responsibilities


Oversees the processing, maintenance and monitoring of new applications, transfers, conversions and renewals of visit authorization letters (VALs) and terminations of personnel security clearances in accordance with DSS/DISCO regulationsOversees clearance actions processed through the E-QIP application systemProvides clearance guidance directly to STAR assigned employees. Activities include frequent email and phone communications with clearance applicants; reviewing individual security documents for completeness; processing specific security actions; timely and accurate confidential data entry, tracking, updating and reporting; providing regular updates to individuals and key stakeholders in the security clearance process; identifying potential issues with solutions and communicating them appropriately to the Global Operations Manager. Provides guidance and troubleshoots issues amongst PHI, DSS, and USAID security personnel. Administers PHI s facility security program. Activities include serving as PHI s and STAR s point of contact with government security clearance personnel; collaborating with PHI compliance staff to ensure adherence to security regulations; lead the annual self-inspections and preparation for mandatory DSS audits processesResponsible for staying abreast of security updates and changes, communicating changes and requirements to relevant staff, provide guidance and process changes for security program initiatives. Monitors and delivers timely high- quality briefings/debriefings and annual refresher training to promote security awareness and educationResponsible for the maintenance and security of the confidential data files including security records in the JPAS database systemCompiles and sends accurate and detailed monthly security status report to USAID and necessary program staff.


Provide on-boarding support, conduct transition and security clearance overview phone calls with pending hiresContributes to the development, review and implementation of program policies related to Global OperationsContributes to implementing the team's operational goals and meeting team performance standards. Activities include making recommendations to Global Operations Manager for improving global operations systems and processes; inputting participant support data accurately and in compliance with timeliness standards into program systems (i.e., web space, shared documents and filing, internal management systems). Facilitates Duty of Care program by staying on top of travel safety news and procedures, communicating updates to relevant staff and participants

Minimum Qualifications

5 years of office administration in a high demand customer service environmentPrior experience working on Defense Security Service Industry security systems and supporting clearance holders and clearance applicantsExcellent computer skills using Microsoft Office, including the ability to use Excel for budgeting and data-capturing purposes. Experienced with web-based project management systems Ability to travel in the US up to 2 times per yearWillingness and ability to obtain and maintain a secret level security clearanceUS citizenship

This is a full-time (40 hours per week) which will be based in Oakland, CA or Washington, DC.
