SOLIDARIT S INTERNATIONAL is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 38 years, our organization has worked towards meeting the three basic needs water, food and shelter of vulnerable and crisis-affected populations, and has been more specifically committed to fight against waterborne diseases, leading cause of death in the world. SI s interventions are carried out based on its expertise in the field of access to safe drinking water, sanitation and hygiene promotion, but also in the essential ones of food security and livelihoods. SOLIDARITES INTERNATIONAL is currently present in about 20 countries where SI staff a total of 2,000 people comprising expatriates, local staff, HQ employees and some volunteers implements programs with professionalism and commitment whilst being mindful of respecting other cultures.

Solidarit s International (SI) is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. With an experience of 37 years in ensuring the coverage of vital needs, and it implements emergency and reconstruction programmes.

Within the Operations Department, and more specifically the Middle East desk, the Regional Technical Advisor for Water, Hygiene and Sanitation (RTA WASH) supports the Programme Manager in the management and operational monitoring of the WASH programmes developed in the countries managed by the desk. The RTA WASH will focus on the coherence between the activities, results and objectives of the WASH programmes with the general objectives and strategies of the association, as defined in the annual programme frameworks. He/She ensures the qualitative implementation of activities, through remote support or field deployment, and ensures the coherence and adequacy of the resources and resources mobilized.

More globaly, and in conjunction with the Programme Assistant Operations Department, he/she actively participates in the development of global and regional IS WASH strategies, ensures their proper implementation by the missions and ensures their external promotion. He/She contributes to the process of capitalization and improvement of SI s WASH methods and techniques, and strengthens the technical and methodological skills of the missions.

In order to ensure a quality follow-up with missions, the RTA WASH is deployed 50% of his/her time in the field.

In addition, 20% of his/her time will be devoted to the institutional and strategic transversal projects of the WASH division of the Operations department (in direct contact with the head of the WASH division of IS).

Main responsibilities :

You will be involved in both:

1) PROGRAMMING/STRATEGY: by supporting the development of WASH sub-strategies for the missions of the Desk, of annual programming and by participating in their monitoring in accordance with the overall WASH strategy of IS, with a particular focus on the quality of WASH interventions, and by ensuring the quality of WASH responses implemented in the Middle East;


2) project development :

You will:

Support the implementation of WASH technical diagnosesTechnically contribute to the development of WASH project proposals;Ensure that WASH project proposals are consistent with IS country programming and WASH strategiesSupport the implementation and revision in project proposals of: initial diagnostic report, technical quotations, methodological documents, evaluation/impact study reports, etc.

As it is a position of Technical Referent, the dimension SUPPORT TO MISSIONS will be very important:

Technical Support :

By responding to requests, of technical and/or methodological nature, coming from WASH Coordinators or WASH Programme Managers in the field while facilitating the acquisition of knowledge and the provision of appropriate documentation;By carrying out field missions (50% of the time is spent in the field) in accordance with precise Terms of Reference, during which the skills of the expatriate / local WASH teams are reinforced, in agreement with the Geographic Head and the mission. Type of missions (not limited to):

Diagnosis and development of new WASH programs

Regional response workshops / Opening of areas / launch of activities

Project, impact, mid-term and final evaluations; follow-up of recommendations

Operational follow-up

Ensure that the contractual commitments of WASH projects are respected, objectives and results achieved;

Ensure the implementation of standard indicators and ensure their follow-up;


Through Training and capitalizationby taking part in the ongoing improvement process of all SI tools, whether it is the dissemination of knowledge or the creation/capitalization of tools.


Communication: participation in external communication events, writing documents, interviews, support to the communication department.


Specific skills/experiences required:

Higher education (minimum Bac +3) in hydraulics, hydrogeology, water management and/or civil engineering (Engineering studies, BTS in Water Management and Control, RP WASH Bioforce, Master s degree ).

At least 5 years experience in humanitarian missions in the field of Emergency & Reconstruction on Water, Sanitation and Hygiene projects or programmes (including at least two years in project coordination and team management).

Qualities :

Knowledge of water resources, their management and protection, hydrogeology

Works and methods of water production: drilling, wells, water catchment,

Water purification: structures and processes

Drinking water supply: emergency distribution points, networks (sizing, construction, maintenance and management)

Sanitation: low-cost and ecological sanitation techniques, solid waste management

Hygiene promotion techniques and methodologies

Methodological skills:

Project diagnosis and design; project evaluation

Surveys, context analysis

Community-based approach, institutional strengthening of WASH services, collaboration with national and local authorities;

Ability to lead and train staff; negotiation skills

You have a taste for HR management;

Languages :

Fluent in French and English, Arabic would be a plus

IT Skills :

Mastery of the following kinds of softwares: network sizing, GIS and mapping, database, technical drawing
