Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) in Niamey and in close coordination with the Regional Thematic Specialists (RTS) based in Dakar and in Brussels, the successful candidate will act as Head of Progammes in Niger.

Niger is an IOM Member State since 2004. IOM has established its mission in Niger in 2006 and is present across the country with nine offices located in Niamey (4), Agadez, Diffa (2) Zinder and Tahoua. In addition, six transit centres are operating in Dirkou (border with Libya), Arlit (border with Algeria), Agadez and Niamey (3).

IOM main activities include return and reintegration assistance of migrants in transit, humanitarian response in Diffa and Agadez regions, community cohesion activities in Agadez and Diffa regions, information and awareness campaigns to fight irregular migration, counter-trafficking and anti-smuggling activities, border management.

Niger represents the main gateway for migratory flows from West Africa to North Africa and then Europe. Over 100,000 migrants are estimated to cross Niger in 2018. Equally, an increasing number of stranded or returning migrants is directed or repatriated to the country of origin through Niger. In 2017, more than 7,000 migrants from Niger and West Africa have received

return assistance via IOM Niger.

Main activities in Niger include community stabilization, border management, humanitarian response, job creation and resettlement.

Core Functions / Responsibilities:

Assist the CoM in formulating country strategies, policies and approaches across the mission s operational portfolio as well as identify and develop new programmes to address emerging needs.

Formally deputize for the Chief of Mission on an ongoing basis and exercise mission, staff and financial management responsibility.

Oversee implementation of programmes/activities at national level. Identify potential and existing obstacles to programme delivery, through continuous monitoring of programme activities; facilitate dialogue between actors and otherwise promote solutions to these obstacles.

Identify and oversee development at the strategic level of new programmes and strategy-level modifications to existing programmes to respond to changing host country, and donor requirements.

Analyse political, social and economic trends and lead formulation, strategic analysis, planning and evaluation of programme activities and provide expert advice for programme /project management. Oversee the drafting and distribution of written analytical reports on the country s political context, especially the migratory dynamics affecting Niger.

In coordination with relevant Units in the Mission, establish appropriate mechanisms to tender bids, negotiate contracts and oversee the administration of programme activities that are subcontracted to non-governmental, public or private sector entities.

Develop and maintain strong and regular communications and negotiations with project partners, including central and local authorities, civil society, service providers, the international community and donors. As IOM Niger expands into new areas, responsibilities include negotiations for new programmes.

Maintain continuous dialogue with donor, other IOM Missions, Regional Office and Headquarters to facilitate a coordinated approach to project implementation.

Perform periodic field visits to create relationships with local stakeholder, represent IOM at events and meetings and monitor programme activities.

Facilitate knowledge building and management focusing on the identification of best practices and lessons learned for organizational sharing and learning and the organization of trainings for the operations/projects staff on programme issues.

Participate at the strategic level in the design of databases and other information systems that produce updated information for status reporting on programme activities, aggregated data from the field offices and tools for programmatic planning and decision-making.

Supervise the preparation of key periodic reports to donors on programme delivery, including quarterly reports to donors and Headquarters on budgetary expenditure and results and final reports.

Identify and promote programme opportunities. Support the COM in the development and negotiation of new programmes for the Mission and related fund-raising activities.

Upon delegation of the COM, participate in any UN coordination mechanisms, represent the Mission in donor briefings, high-level meetings and events, visits to project sites and media presentations as necessary.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Master s degree in Business Administration, Management, International Relations, Political Science or a related field from an accredited academic institution with seven years of relevant professional experience; or

University degree in the above fields with nine years of relevant professional experience.

Experience

Good knowledge of project formulation, implementation, administration and evaluation techniques and practices;

Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries;

Experience in liaising with governmental authorities, other national/international institutions. Work experience in the region is an asset;

Excellent knowledge of technical cooperation principles, concepts and techniques;

Experience in UN inter-agency work;

Good level of computer literacy, including database applications.

Languages

Fluency in English and French is required.
